B. SERVICES, ORDERING AND PRICES

This solicitation contains a work statement for a performance-based service. This means that the Government has described WHAT is to be accomplished, not HOW to accomplish it, and states a basis for determining whether finished work meets the Government quality requirements. It does not state detailed procedures for accomplishing the work unless there are safety, security or communication requirements.

It is the responsibility of the contractor to ensure that they build into their bid/quote price the necessary hours that it will take to meet the performance standards specified herein.

The contractor will be required to maintain a quality control program to ensure that the requirements of this contract are met. This program shall be created for identifying and correcting deficiencies in the quality of services before the performance becomes unacceptable.

B.1. Description of Services The Contractor shall provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided), and shall plan, schedule, coordinate and assure effective performance of all services described herein. The Contractor will be required to provide custodial related services during the initial year of service in accordance with the requirements of this solicitation and prices for basic and alternate services.

Provision for the exercise of _4_ additional twelve-month periods, which may be exercised upon 30 days written notice, to the Contractor at the Government’s option and shall be contained in the resulting contract awarded. Evaluation of options does not obligate the government to extension of the contract term past the initial year of service.

B.2. Bid/Offer/Basic Services Benchmark Data General Services Administration (GSA) will utilize the BOMA Experience Exchange Report (BEER) Benchmark Data, ISSA (International Sanitary Supply Association) productivity benchmark data, and Regional market analysis to determine a reasonable per square foot cost for these services. https://www.bomaeer.com/BOMA/main_landing.aspx#bookmark and https://www.parish-supply.com/pdf/ISSA-Cleaning-Times.pdf

B.3. Pricing Of Follow-On Years for Contract Services Offerors shall price the follow on year (FOY) requirements for each additional twelve-month period by assuming that the minimum hourly wages and fringe benefits will apply to all additional twelve-month periods. The minimum wage rates and fringe benefits applicable to the initial twelve-month period of performance are outlined on:

Wage Determination No: 2015-4547 dated Jun 18, 2020.

Wage Determination No: 2015-4529 dated Dec 23, 2019.

Wage Determination Site

[7]

In the event the Government exercises the FOY(s), the contract price(s) will be adjusted upward or downward at the time the FOY is exercised in accordance with the clause entitled FAR 52.222-43 Fair Labor Standards Act and Service Contract Act - Price Adjustment (Option Contract).

C. DESCRIPTION/SPECIFICATION/STATEMENT OF WORK

C.1 Objectives and Scope

The Contractor shall provide all supervision, labor, subcontractors, materials, supplies and equipment (except as otherwise provided), and shall plan, schedule, coordinate and assure effective completion of all services described herein. The Contractor will determine how much labor is needed to perform the tasks, what methods will be used to complete the job and which supplies, materials and equipment are needed.

Background: The Transportation Security Administration (TSA) occupies spaces at two (2) Florida airports: the S/W Florida International Airport, Midfield Terminal Complex (MTC) in Fort Myers, FL; and the Sarasota Bradenton International Airport in Sarasota, FL.

This statement of work addresses the janitorial services that are required for TSA spaces. Areas and office spaces include airport common areas. Public bathrooms are not included in this requirement. Because access to TSA spaces is required, employees working under this contract will be required to obtain and maintain the appropriate airport access requirements which may require some level of background investigation.

Scope of Services: The contractor will provide non-personal services and materials necessary to maintain TSA administrative spaces in a clean and sanitary condition. Administrative spaces are defined as: training rooms, screening manager offices, private screening rooms, FSD/AFSD offices, staff office spaces, conference rooms, screener break rooms, kitchenettes, and common areas within major office spaces. These are further outlined in this statement of work.

The frequency of services includes daily (including weekends), weekly, monthly and quarterly requirements. Cleaning should be performed “primarily” between the hours of 0800 through 1500. To the maximum extent possible the contractor will avoid disrupting screener meal breaks when break-rooms are heavily congested or when special events are being conducted. This requirement extends to training rooms when training sessions are being conducted and meetings in conference rooms or as otherwise directed by TSA management.

Requirements: These services will be provided under this PWS shall be on a daily basis; i.e., 7 days a week. The contractor is required to provide all labor, materials, equipment and supplies to satisfy the requirements of this PWS. This includes, but is not limited to the following items:

mops, brooms, floor cleaning solutions, window cleaning solutions, furniture cleaner, [8] furniture polish, dust mops and rags, vacuum cleaner, scrubbers, carpet cleaner, sponges, rags, trash bags (all administrative space receptacles), paper towels (kitchenettes and break rooms), luggage carts, buckets, receptacles and other items deemed necessary to fulfill these requirement.

C.2 Contract Effort Required The determination of the total daily productive man-hour requirements to meet all quality requirements herein is the sole responsibility of the Offerors.

1. Normal working hours of building occupants are 4:00 am thru 9:00 pm. This schedule should be coordinated with the TSA manager.

2. There is approximately 9,320 S.F. of space in Ft Myers and 3,806 S.F. of space in Sarasota. All space requires cleaning during normal working hours as stated above. All cleaning shall be accomplished utilizing the latest technology, products, equipment, industry practices, specifications and recommendations in order to achieve the quality standards.

3. Contractor cleaning crew must be able to obtain and maintain an airport SIDA badge at their cost to access secure areas without escort.

C.3 Supervision

The Contractor will ensure that all work required by this contract be satisfactorily supervised.

The Contractor shall provide sufficient onsite supervision as is essential to carry out all the terms and conditions of this contract.

NOTE: In the event services are provided for portions of days, appropriate adjustments will be made by the Contracting Officer to assure the Contractor is compensated for services provided.

A. The deduction rate in dollars per day will be equal to the per month contract price for the building(s), divided by 21 days per month.

B. The deduction rate in dollars per day multiplied by the number of days services were not provided or required will equal the total dollar deduction to be made.

NOTE: Deductions will not be assessed for daily cleaning requirements on those days in which services are not required by the Government because the building(s) is closed due to unanticipated holidays, declared by the President, PROVIDED, that payment to employees for such holidays is required in accordance with the wage determination applicable to this contract.

G.5. Withholding Monies For Non-Submission Of Work Schedules The Contractor is required to submit an acceptable quality control program and an annual schedule of periodic service by dates and areas not later than the contract performance date. The CO or the designated representative may grant an extension.

In the event the schedules are not received and approved by the COR by the date required, the COR may recommend to the CO all payments be withheld until the items are received and approved by the Government. The CO will notify the Contractor in writing in the event that payments are withheld.

G.6. Application Of Criteria For Deductions (Non-Performance) A. Daily Services. If the Contractor fails to perform satisfactorily or omits work required for performance every 10 working day or more frequently, the Contractor’s attention shall be called

[18] to this failure or omission. Costs to be deducted under this paragraph will be determined by using the hourly rates as specified in Section G, Paragraph C below.

B. Periodic Services. If the Contractor fails to perform satisfactorily, omits, or fails to reschedule tasks required to be performed less frequently than every 10 working days as outlined in the Contractor’s approved periodic schedule, the Contracting Officer or his designated representative shall give the Contractor written notice of the failure or omission. Once notified, if the Contractor does not complete the work within the time allotted by the Contracting Officer or his designated representative the work may be performed by other means and the cost thereof shall be deducted from monies due or to become due the Contractor.

C. Quality Control Inspections. In the event the scheduled inspections as identified in the approved quality control program are not accomplished, a deduction shall be made from any monies due or to become due to the Contractor. The Government will determine the time (man-hours) necessary to make the inspection, including any travel time required and multiply the total by the following hourly rate to arrive at the total deductible dollar amount. The Contractor will be charged a minimum of 2 hours in the event the Government has to perform these inspections.

G.7. Reduction And Addition Of Space A. When blocks of cleanable space per building are expected to change for 30 calendar days or longer, modifications will be made to the monthly payments due the Contractor. The COR will notify the Contractor, or his representative, in writing, of the effective date the areas are to be dropped from or returned to the normal cleaning schedule at least three (3) full working days in advance of these dates.

B. The period for adjusting changes in space will begin on the effective date as stipulated in writing by the COR, and will continue until the effective date in which the cleaning is resumed.

The square footage may be made up of individual blocks of space totaling the square footage as indicated in the table below. Subsequent blocks of space totaling any square footage may be added or deleted after the initial threshold measurement is met.

SPACE REDUCTION SCALE

Total Cleanable Area Threshold SF 10,000 and below 100 SF

[19]

C. Calculating Additions/Reductions of Space. Pay adjustments due to reductions/additions of space will be computed by using the Contractor’s negotiated per square foot cost minus subcontract cost (i.e., trash removal, window washing, and pest control and grounds maintenance). Then, divide the total adjusted annual bid price by the cleanable area for the building(s) to arrive at an annual per square foot cost.

Further divide the adjusted annual per square foot cost by 12 to arrive at the adjusted monthly per square foot cost. The adjusted monthly per square foot cost is then divided by an average number of calendar days (30) to arrive at a daily per square foot rate. The deduction rate per square foot is to be carried out to four decimal places. The total cleanable area for the building involved is given in Exhibit 1, Building Information Sheet as provided in the statement of work.

In the event the contract contains multiple buildings, each one will be calculated separately.

Below is an example calculation of space deductions:

Example: Cleanable area as indicated on Exhibit 1, Bldg. Info Sheet = 45,450 sq. ft.

Annual contract price = $50,550 (-) Trash removal/$2,700, (-) Grounds maintenance/$1,700, (-) Window washing/$3,000, and (-) Pest control/$895 = Total adjusted annual cost of $42,255. The $42,255 is then divided by the total cleanable area of 45,450 to arrive at the adjusted annual per square foot cost of $.93 per square foot.

$.93 ÷ 12 = $.0775 per square foot per month

$.0775 ÷ 21 days = $.0026 per square foot per day

The deduction rate in dollars per day, multiplied by the number of square feet of unoccupied space and further multiplied by the number of days the space was not occupied will equal the total dollar deduction to be made.

The formula stated above will also be used to determine deductions for unsatisfactory or non-performance of services and addition of space not covered in the original contract.

G.8. Addition And Deletion Of Workload The Government may add or delete buildings during the term of this contract upon approval of the CO. Facilities may be added provided it is within those counties either covered by the presently incorporated Wage Determination and/or within the cognizance of the territories assigned to the Service Center. The cost/price for any addition will be subject to negotiations after this office is in receipt of a detailed cost quote based upon the current Wage Determination available at the time of the addition. The deletion of a building will be at the bid/offer price current for that building at the time of deletion.

H. SPECIAL CONTRACT REQUIREMENTS

H.1 Contractor Responsibilities

H.1.0 Supervisors

A supervisor shall be available at all times when the contract work is in progress to receive notices, reports, or requests from the CO or their designee. The Contractor shall furnish the CO
