2. We would like to know whether this opportunity will be subject to minimum wage or prevailing wage requirements.
The wage information was previously posted on sam.gov with the solicitation.
3. Please provide an extension on the bid date of November 6th, we need additional time for our vendors to quote the equipment needed and to get clarification through RFIs on the equipment required for Data Center UPS replacement Installation solicitation 36C26125Q0064.
The hour and date specified for receipt of Offers is not extended.
4. Is a bid bond required with pricing submission for this project?
Please reference the solicitation for requirements.
5. Is a Quality Control Manager and/or a Site Safety & Health Officer required for this project?
A Quality Control Manager who specializes in Data Center power management should be utilized.
6. If needed can a Quality Control Manager have dual roles as a QC & Site Safety & Health Officer on this project?
Yes.
7. Can an Electrical Foreman perform dual roles as a Foreman & Superintendent on this project?
Yes.
8. In the SOW on item to be replaced, it calls for (13) hot-swap battery modules. Are the
(13) hot-swap battery modules referring to add on battery to the APC Smart-UPS model SRT3000XLW-IEC units? Like an add on for extended run time: APC Smart-UPS SRT 96V 3kVA RM Battery Pack SRT96RMBP unit for example? Or the hot-swap battery modules are to go inside of the 16kVA module frame?
Hot swap for the APC units.
9. In the SOW on item to be replaced, calls for replacement of (5) 4kVA power modules.
Please provide an example of 4kVA power module unit.
Bidder should be a subject matter expert and be able to bid/provide that information.
10. Please confirm required material APC Symmetra 4-16kVA Module frame with (5) 4kVA power modules, & (13) hot-swap battery modules to go inside the frame.
Please refer to the SOW.
11. Please confirm a total count of (14) PDU’s AP6020A, (2) per rack with total of (7) racks.
Please refer to the SOW.
12. Please provide brand and model (picture of the panel nameplate if available) of existing electrical panel that the contractor is to add 100A 2 pole breaker per SOW.
Please refer to the job walk for reference. Data requested is not available.
13. I have a question about the bid for UPS replacement in Menlo Park, Ca.
Do you require a 16 KVA unit or 3 KVA unit. On the contract it is a little unclear. Also what is the run-time you require for the new UPS?
The proposed design for the room is a 3KVA UPS and PDU in each rack powered by house power (A Side) and a hard wired 16KVA N+1 Room UPS with XR Battery frame powered by emergency power. The 16KVA UPS is to power a sub-panel that has dedicated 30 Amp circuits, (1) per rack, fed overhead to dedicated PDU’s in each rack (B Side). Each Rack will have A and B side PDU’s providing redundant power to all equipment. All existing 120V PDU’s from the back wall are to be removed and all equipment power cables are to be transferred to A/B side feeds. Dual corded devices will have one power supply fed from A Side and the other fed from the B Side. The required runtime of the UPS systems is 15 minutes to provide enough time to turn on the emergency generator that will keep the B Side powered in case of a complete power outage. Each UPS needs to have a configured Network Management Card on the network added to the existing StruxureWare DCE Server that is located in the PA Main Data Center plus a map view added for the MPD data center to visualize the power and status of each rack in the room.
The intent is to replace like or equivalent to the SRT3000XLW-IEC; the vendor wishing to bid should bid what they believe is the right system.
14. We seek clarification regarding the UPS model and capacity specified in the RFQ to ensure we propose equipment that fully meets your requirements.
The RFQ references the APC Smart-UPS model SRT3000XLW-IEC, a 3000 VA (3 kVA) unit, or an equivalent. However, the detailed specifications—specifically, the requirement for five (5) 4 kVA modules—align more closely with a 16 kVA or 20 kVA scalable system, such as the APC Symmetra SYA16K16RMI.
Could you kindly confirm:
· Whether the intent is to procure a 3000 VA (3 kVA) unit like the SRT3000XLW-IEC, or
· If the requirement is indeed for a 16 kVA scalable system, such as the Symmetra SYA16K16RMI, to meet the higher capacity specifications outlined?”
15. Can you tell me what voltage and amperage are the batteries that are in your units now?
Or do you have the battery model?
The intent is to replace like or equivalent to the SRT3000XLW-IEC; the vendor wishing to bid should bid what they believe is the right system.
16. The requested SRT3000XLW-IEC is not a modular system. How do the 5 4kVA power modules and 13 battery modules relate?
That description lines up with a modular 3 phase APC UPS. However, SRT3000XLW-IEC is a rack mounted single phase 3kVA solution.
The intent is to replace like or equivalent to the SRT3000XLW-IEC; the vendor wishing to bid should bid what they believe is the right system.
17. Power Distribution Centers for 12 UPSs:

Work with IT stakeholders but also be responsible.
24. Laptop Specifications:
· What size screen is preferred for the laptop? Will a 15-inch screen suffice, or is a 17-inch screen required? Should the laptop include an embedded Ethernet port, or is a USB-to-Ethernet adapter acceptable?
There is no prescribed minimum requirement specified.
25. Distance to UPS Systems:
· Please provide a map of the distance between the monitoring room/center and the UPS systems (racks) that need to be monitored. This information will assist in assessing required cabling or network drops.
