SPECIFICATIONS

The purpose of this invitation to bid is to obtain competitive bids for the outright purchase, delivery and installation of (1) One Fully Automated Continuous Speciated Nonmethane Organic Compounds (NMOC) Photochemical Assessment Monitoring Station (PAMS) GC/FID System with an optional Mass Spectrometer detector, to be used for hourly sampling and analysis of speciated volatile NMOCs and other volatile organic compounds (VOCs). This system will be used to identify and quantitate gaseous analytes as listed in the PAMS program, as specified under the National Air Toxics Trends Station (NATTS) network, and for other gaseous analytes in samples collected for incident response, odor complaints, and other miscellaneous sources. The ability to determine NATTS NMOC analytes at the Federal minimum detection level is critical. This system will be installed in a mobile trailer and will be deployed to remote locations for sampling and analysis of ambient air. The instrument system offered shall be of “use-proven” design and must not be a prototype or “first-of-any” kind. This system will include a sample collection/desorption system, gas chromatograph, FID detector(s), “an optional add-on” mass spectrometer detector, computer, software, and all ancillary equipment used in the system’s operation. All deviations from these specifications should be referenced by heading number, and topic, and explained in detail on company letterhead. All major components of this bid are optional and are to be quoted individually and in as much detail as possible. Please quote the mass spectrometer and its ancillary equipment on a separate line item. The CDPHE reserves the right to exclude individual components (such as a mass spectrometer) from this bid at their discretion.

MANUFACTURER QUALIFICATIONS

The manufacturer of the instrument offered shall have been engaged for a period of three or more years in the fabrication of GC/FID/MS systems of the type being sought, and shall supply evidence of his/her financial and technical capabilities. The vendor shall supply the names, addresses and phone numbers or points of contact of at least four independent users of the instrument that is being utilized in a similar situation.

A. Technical Specifications: Continuous Speciated Nonmethane Organic Compounds (NMOC) Photochemical Assessment Monitoring Station (PAMS) System.

1. The automated GC/FID system must be able to meet the sampling frequency requirements, and the sample integration requirements for hourly sampling as prescribed in EPA’s Technical Assistance Document for Sampling and Analysis of Ozone Precursors (EPA/600-R-98/161) (24 hour automated operation with a minimum sample integration time of 40 minutes to comprise a 1-hour sample).

2. The system must demonstrate the ability to separate the target PAMS NMOCs of interest (C2 through C12) and provide an adequate estimate of the Total NMOC value.
