STATEMENT OF NEED
TITLE: Blue Phantom Ultrasound Training Model Products, Brand Name Only
Requiring Activity: Telemedicine and Advanced Technology Research Center (TATRC)
Introduction
These training aids are being purchased under the TiDE LOE 3 Data to Decisions Simulation Equipment Plan for the Telemedicine and Advanced Technology Research Center’s (TATRC) Medical Modeling, Simulation and Information Visualization lab. The Blue Phantom Ultrasound Training Models are required to provide research and development into emerging technologies for virtual casualty care environments and telemedicine. The MMSIV lab allows for clinical and technical specialists to resolve integration problems as new technologies are developed in an environment similar to that in which they will be deployed. The facility, located at Fort Detrick, provides a convenient site to display, demonstrate, and trial new and emerging medical devices, especially those intended to be used in the deployed environment.
Background
This procurement is for several Blue Phantom Ultrasound Training Model Products, required for TATRC’s MMSIV lab to establish an ultrasound diagnostics testbed and training capability to support Virtual Casualty care and future research efforts. These training aids will support TATRC’s ongoing efforts to design, develop and test new technologies to facilitate a virtual casualty care environment necessary in forward operations abroad and emergency situations domestically. The purpose of the "Virtual casualty care" effort is to add increased Role 1 capabilities at the point of injury to NETCCN platform(s) to increase capability and capacity. Priority “Virtual casualty care” capabilities include interoperability and closed-loop control of medical devices, remote control/automating tasks (monitoring, IV fluids/medication, mechanical ventilation), and resource monitoring.
