Work shall be limited to accessible ground surfaces and shall not alter or damage existing infrastructure. The ditch and berm shall be maintained in a condition that supports proper drainage, site safety, and operational effectiveness.

The Contractor shall be responsible for the collection, handling, transportation, and disposal of all landscaping debris, waste, and trash generated under this contract. Disposal shall be performed in accordance with the requirements specified in this contract and applicable Kuwait Government regulations.

The Contractor shall provide all necessary vehicles, equipment, and labor required for waste handling and transportation. Contractor vehicles shall arrive empty at the start of operations and shall be used as required to transport waste to approved disposal locations.

The Contractor shall provide sufficient qualified personnel and resources to accomplish all required services. Contractor personnel shall be present on-site only for the performance of contractual duties.

The Contractor shall plan, manage, and execute all services to ensure continuous maintenance of landscaped and designated external areas without disruption to station operations. All work shall be scheduled in coordination with the Contracting Officer’s Representative (COR), as required.

Supervisory duties shall be the individual’s sole function while on-site, and the supervisor shall not be assigned to perform routine labor tasks.

The Contractor shall provide sufficient staffing at all times to meet contract requirements. A qualified supervisor shall be present on site during all working hours. The Government reserves the right to require minimum staffing levels if performance is deemed inadequate. Failure to maintain adequate staffing or supervision shall be considered a performance deficiency.

2.3. Quality Control

The Contractor shall be responsible for maintaining an effective quality control program to ensure all services meet contract requirements.

The Contractor shall conduct regular inspections of the work site to verify performance standards are met. These inspections shall be unannounced to on-site personnel and shall be coordinated with the COR, as required.

2.4. Technical Guidance

The Contractor shall ensure that qualified personnel with relevant experience in local climate and soil conditions are available to provide technical guidance for landscaping activities, including lawn care, irrigation, plant health, and tree maintenance.

Such technical oversight shall support proper planning and execution of all landscaping services under this contract.
