Enclosed is a Request for Proposals (RFP) for Janitorial Services for USAGM Thailand Transmitting Station, located in the Bandung District, in Udon Thani Province, Thailand. Upon review of the entire solicitation, if you would like to submit a proposal, follow the instructions in Section L & M of the solicitation to complete the required portions of the attached document, and submit your proposal via email to Contract Specialist, Nicole Wright at NWright@usagm.gov with a copy to Contracting Officer, Tisa Harvin at THarvin@usagm.gov.
The U.S. Government intends to award a firm-fixed-price (FFP) commercial contract to the responsible offeror submitting a proposal which has been determined to be the best value to the Government. USAGM intends to award a contract based on initial proposals without holding discussions, although USAGM reserves the right to conduct discussions with the offeror or offerors.
Proposals are due by Wednesday, July 6, 2022, 12:00 Noon (U.S. Eastern Daylight Time).

SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS
B.1 OVERVIEW
This is a CONTRACT (hereinafter "Contract") between the U.S. Agency for Global Media (hereinafter referred to as the "USAGM"), an entity of the Government of the United States of America, with its headquarters located at 330 Independence Avenue, SW, Washington, DC, 20237, U.S.A. and (TBD) (hereinafter "Contractor").
The Contractor shall provide Janitorial Services for USAGM Thailand Transmitting Station, located in the Bandung District, in Udon Thani Province, Thailand, as listed in the Statement of Work.
B.1.1 Acquisition Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Subpart 13.5 - Simplified Procedures for Certain Commercial Items and FAR Part 12 - Acquisition of Commercial Items. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06; dated 05/01/2022. B.1.2 Contract Type: This is a firm fixed-price (FFP) contract to provide janitorial services in Udon Thani Province, Thailand, which is 70 KM from Udon Thani City Center. The Contractor will provide janitorial services in all designated spaces including, but not limited to halls, offices, restrooms, work areas, entrance ways, lobbies, and storage areas. The Contractor shall also provide escorted cleaning services in sensitive transmitter areas including, but not limited to dusting/vacuuming of transmitter cubicles, cleaning of air filters/grills, flushing of drains and water ways, and other general housekeeping tasks associated with six (6) high-powered broadcast transmitters as set forth in Section C of this contract.
B.1.3 Severable Services: The services acquired under this Contract contain severable services.
Funds are only available for use for the contract line item (CLIN) to which they are obligated. Unused funds from one CLIN may not rollover for use in other CLINs.

B.1.5 Offers and Payment in U.S. Dollars: U.S. firms are eligible to be paid in U.S. dollars. U.S.
firms desiring to be paid in U.S. dollars should submit their offers in U.S. dollars. A U.S. firm is defined as a company which operates as a corporation incorporated under the laws of a state within the United States.
B.1.6 Foreign Firms: Any firm, which is not a U.S. firm, is a foreign firm. Any firm that does not meet the above definition of U.S. firm shall submit its prices and receive payment in U.S. dollars or local currency.
B.1.7 Value Added Tax: VALUE ADDED TAX. Value Added Tax (VAT) is not applicable to this contract and shall not be included in the CLIN rates or Invoices because the U.S. Embassy has a tax exemption certificate from the host government.

SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
USAGM JANITORIAL SERVICES AT U.S. EMBASSY TRANSMITTING STATION IN UDON
THANI PROVINCE, THAILAND.
C.1 SCOPE OF WORK – STANDARD SERVICES
The Contractor shall perform janitorial services in all designated spaces including, but not limited to halls, offices, restrooms, work areas, entrance ways, lobbies, and storage areas. The Contractor shall also furnish all managerial, administrative supplies and equipment such as toilet tissue, paper hand towels, rags, paper drinking cups, liquid and solid soap, wax, brushes, disposable bags, industrial strength vacuum cleaners and such related cleaning supplies and materials as required to service US Government buildings including direct labor personnel that are necessary to accomplish the work in this contract. Contractor employees shall be on site only for contractual duties and not for other business purposes. CLEANING OF
TRANSMITTER ENCLOSURES AND TRANSMITTER POWER VAULTS IS NOT PERMITTED.
The COR will provide the Contractor with general instructions for the work force. The Contractor shall provide drafts to the Contracting Officer's Representative (COR) for review within thirty days after contract award. The Contracting Officer’s Representative must approve these general instructions before issuance.
The contractor shall provide all management, tools, equipment, supplies and labor necessary to ensure that custodial services are performed in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. The Contractor shall provide qualified personnel in sufficient numbers to perform custodial services in Zones A through D (defined below), of all site buildings located at the Embassy of Bangkok. USAGM Transmitting Station. Work shall be performed during Business Hours (Monday through Friday, 7:30am to 3:30pm), unless otherwise approved by the COR.
Zone-A: Transmitter & Administration Building: 925.61 sq. meters
This building utilizes high voltages, heavy machinery, and dangerous power tools throughout this zone. In addition to the zones specified in the Exhibits A.1 & A.2, the interior and exterior fence guard booths are included in Zone A. Free access is not granted to any contract personnel. Janitorial services performed in these areas shall be coordinated with the appropriate Unit Supervisor prior to access and accomplished while under escort from a station employee. Janitors performing in this zone are not allowed to touch or move any equipment without permission.
Standard performance in these areas include; sweeping, dusting, floor waxing, and trash disposal, additional duties as determined by the COR.
Zone-B: Transmitter & Administration Building: 1,432.64 sq. meters Maintenance & Storage Building: 1,858.47 sq. meters
These areas include operationally sensitive systems, powered electronic equipment, heavy warehouse items, and other tools which may pose hazards to janitorial staff. Janitorial staffs are allowed unescorted access to these areas, but they must exercise caution when performing needed services.
Janitorial services include; sweeping and trash disposal services may be performed. However, care should be taken not to disturb workbench or operational equipment, especially while dusting or performing extended waxing services. Workers should query available station members as to how to proceed with services whenever contract staffs are unsure how to proceed
Zone-C: Transmitter & Administration Building: 460.30 sq. meters Maintenance & Storage Building: 369.26 sq. meters
Primarily defined as office areas, janitorial staff may access and service these areas as appropriate.
Janitorial services include or unless otherwise directed by office occupants on desktop items, light furniture, and other displaceable items should be moved to facilitate proper servicing of the area. Dusting, sweeping, vacuuming, cleaning, trash removal, and potted plant care may be performed, unless otherwise prohibited by the office occupant. Janitorial staff should make a reasonable effort to minimize disruption to office occupants while performing services.
Zone-D: Transmitter & Administration Building: 693.94 sq. meters Maintenance & Storage Building: 437.88 sq. meters
Free access is granted to all areas within this zone, which also includes the Guard Barracks located near the exterior front gate.
Janitorial services include, dusting, sweeping, vacuuming, cleaning, waxing, trash removal, and potted plant care may be performed as necessary. Care should be taken to ensure the safety of pedestrians. Wet floors and other hazards posed while performing janitorial services shall be clearly identified.
C.1.1 DAILY CLEANING SERVICES. The contractor shall accomplish all cleaning tasks to meet the requirements of this SOW.
C1.1.1. Maintain Floors. All floors, except carpeted areas, shall be swept, dust mopped, damp mopped, wet mopped, dry buffed, and spray buffed, as needed, to ensure they have a uniform, glossy appearance and free from dirt, debris, dust, scuff marks, heel marks, other stains and discoloration, and other foreign matter. Baseboards, corners, and wall/floor edges shall also be clean. All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Chairs, trash receptacles, and other moveable items shall be moved to maintain floors underneath these items. All moved items shall be returned to their original and proper position.
C1.1.2. Remove Trash. All trash containers shall be emptied at least once daily and returned to their initial location. Boxes, cans, papers placed near a trash receptacle must be removed. Any obviously soiled or torn plastic trash receptacle liners shall be replaced. The trash shall be deposited in outside trash collection containers. Trash receptacles shall be left clean, free of foreign matter, and free of odors. Trash bins shall be washed or wiped clean with a damp cloth, replacing plastic wastepaper basket linings, and returning items to their original location. The Contractor shall remove trash to designated area as directed by the COR, and keeping the trash area in a reasonably clean condition.
C1.1.3. Interior Glass/Mirrors. All interior glass, including glass in doors, partitions, walls, display cases, directory boards, etc. shall be clean. There shall be no tract of film, dirt, smudges, water, or other foreign matter.
C1.1.4. Carpets. Carpeted areas shall be vacuumed. After vacuuming, the carpeted area shall be free of all visible dirt, debris, litter and other foreign matter. Any spots shall be removed by carpet manufacturer’s approved methods as soon as noticed. All tears, burns, and raveling shall be brought to the attention of the COR. Area and throw rugs are included to receive this service.
C1.1.4.1. Clean Carpets. Spot clean or shampoo dirty carpets over an area of 2 square feet (i.e.
0.19 square meters) or less. Spots must be removed immediately.
C1.1.5. Vacuum and Clean Floor Mats. The Contractor shall vacuum and clean interior and exterior floor mats. After vacuuming or cleaning, mats shall be free of all visible lint, litter, soil and other foreign matter. Soil and moisture underneath mats shall be removed and mats returned to their normal location. The Contractor shall use a heavy duty industrial type vacuum cleaner to ensure adequate cleaning. When completed, the area shall be free of all litter, lint, loose soil and debris. Any chairs, trash receptacles, and easily moveable items shall be moved to vacuum underneath, and moved to the original place. The Contractor shall clean entrance mats with deck brushes and rinse them with a hose or pressure washer.
C1.1.6. General Spot Cleaning. Perform spot cleaning on a continual basis. Spot cleaning includes, but is not limited to removing, or cleaning smudges, fingerprints, marks, streaks, spills, etc., from washable surfaces of all walls, partitions, vents, grillwork, doors, door guards, door handles, push- bars, kick-plates, light switches, temperature controls, and fixtures. After spot cleaning, the surface shall have a clean, uniform appearance, free of streaks, spots, and other evidence of soil.
C1.1.7. General Dusting. All horizontal surfaces must be dusted or cleaned to eliminate dust collection. Dusting shall include furniture in the administrative, technical and facilities office areas.
C1.2. DAILY RESTROOM SERVICES.
C1.2.1. Clean and Disinfect. The contractor shall clean and disinfect all surfaces of sinks, toilet bowls, urinals, lavatories, showers, shower mats, dispensers, plumbing fixtures, saunas, partitions, dispensers, doors, walls, and other such surfaces, using a germicidal detergent. After cleaning, all surfaces shall be free of deposits, dirt, and odors. Disinfect all surfaces of partitions, stalls, stall doors, entry doors, (including handles, kick-plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets.
C1.2.2. Descale Showers, Toilet Bowls and Urinals. Descaling shall be performed monthly or as often as needed to keep areas free of scale, soap films, and other deposits. After descaling, surfaces shall be free from stains, scale, scum, urine deposits, and rust stains.
C1.2.3. Sweep and Mop Floor. After sweeping and mopping, the entire floor surface, including grout, shall be free from litter, dirt, dust and debris. Grout on wall and floor tiles shall be free of dirt, mildew, residue, etc. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film or standing water. Moveable items shall be tilted or moved to sweep and damp mop underneath. Floors shall be stripped, scrubbed, waxed, etc.as necessary to maintain sanitary conditions and a clean, uniform appearance.
C1.2.4. Stock Restroom Supplies. Contractor shall ensure restrooms and kitchen areas are stocked.
C1.3. WEEKLY CLEANING SERVICES.
C1.3.1. Polish. Polish all brass surfaces, including door, window handles, and plaques.
C1.3.2. Dusting. Dusting tops of all tall furniture, tops of picture frames, window sills, blinds, and areas not covered in the daily dusting.
C1.3.3. Spot Clean. Spot cleaning baseboards and walls.
C1.3.4. Shampoo Carpets. All carpets shall be cleaned in accordance with standard industry practices. A heavy-duty spot remover may be required in heavily soiled areas. After shampooing, the carpeted area will be uniform in appearance and free of stains and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs and other similar items. Chairs, trash receptacles, and other items shall be moved to clean carpets underneath, and returned to their original location.
C1.4. QUARTERLY CLEANING SERVICES.
C.1.4.1. Exterior Windows. Washing the outsides of the windows. When completed the windows shall be free of smudges, lint, or streaks from the surfaces.
C.1.4.2. Blinds. Removing and washing window blinds.
C.1.4.3. Shampoo Carpet. Shampoo entire carpet surface of all high traffic areas.
C.1.4.4. Sanitize. Cleaning and sanitizing the trash holding areas.
C.1.4.5. Fixtures. Dusting and wiping light fixtures. When completed the light fixtures shall be free from bugs, dirt, grime, and marks. Cleaning all light fixtures using appropriate methods to restore the original luster to the fixtures. This will include ensuring that all crystal reflectors are individually washed.
C.1.5. MONTHLY CLEANING SERVICES.
C1.5.1. Appliances. Cleaning major appliances inside and out including vacuuming dust from around motor areas.
C1.5.2. Windows. Wiping windows blinds with damp cloth to ensure the removal of all smudges and accumulated dirt. Cleaning inside window glass and sash of smudges and accumulated dirt.
C1.5.3 Moving Furniture. Moving all furniture and vacuuming or polishing the floor under the furniture as appropriate.
C1.5.4. Wax and Polish. Waxing and polishing floors. When completed, the floors shall be shiny and free of all accumulated dirt
C.1.6. SEMI-ANNUAL CLEANING SERVICES.
C.1.6.1 Stripping Wax. Stripping wax coats, spot checking sealer coats, and completely reapplying wax coats.
C.1.6.2. Exterior Building. Cleaning the exterior area of the building and guardrooms, which comprise of cement surface and glass windows.
C.1.7. ANNUAL CLEANING SERVICES.
C.1.7.1. Stripping wax coats to bare floor surfaces; cleaning the bare surface, and reapplying a seal coat.
C.1.8. TEMPORARY ADDITIONAL SERVICES
C.1.8.1. Temporary Additional Services are defined as Standard Services but are required at times other than the normal workday. These services shall support system failures, special events, or emergencies at the Station. The Contractor shall provide these services in addition to services specified in Sections C.1.1 through C.1.7 of this Contract. The COR shall order these services as needed. This work shall be performed by trained employees of the Contractor and shall not be subcontracted. The COR may require the Contractor to provide temporary additional services with 24-hour advance notice.
The Contractor shall include in its next regular invoice details of the temporary additional services and any materials provided and requested under temporary additional services. The Contractor shall also include a copy of the COR's written confirmation for the temporary additional services.
C.2 MANAGEMENT AND SUPERVISION
The Contractor shall designate a representative who shall be responsible for on-site supervision of the Contractor's workforce at all times. This supervisor shall be the focal point for the Contractor and shall be the point of contact with U.S. Government personnel. The supervisor shall have sufficient English language skills to be able to communicate with members of the U.S. Government staff. The supervisor shall have supervision as their sole function.
The Contractor shall maintain schedules. The schedules shall take into consideration the hours that the staff can effectively perform their services without placing a burden on the security personnel of the Post.
For those items other than routine daily services, the Contractor shall provide the COR with a detailed plan as to the personnel to be used and the time frame to perform the service. Janitorial Services shall be performed between the hours of 7:30 AM and 4:00 PM Monday through Friday, except for U.S. Embassy Thailand approved holidays (See Section H.2). For maintenance items other than routine daily services (i.e.
– monthly, quarterly, annual services), the Contractor shall provide the COR with a detailed plan as to the personnel to be used and the time frame to perform the service. Other hours may be approved by the Contracting Officer's Representative. The Contractor must provide at least 24-hour advance notice to the COR who will consider any deviation from the hours identified above.
The Contractor shall be responsible for quality control. The Contractor shall perform inspection visits to the work site on a regular basis. The Contractor shall coordinate these visits with the COR. These visits shall be surprise inspections to those working on the contract.
The Contractor shall control overtime through efficient use of the work force. Individual work schedules shall not exceed 40 hours per week to preclude overtime being part of the standard services provided under the contract. Overtime may be necessary under Temporary Additional Services. The Contractor shall submit for approval by the Contracting Officers Representative (COR) a complete Management Plan to document the proposed staffing, work schedules, and methods for meeting the requirements of this contract. The Management Plan shall incorporate all approved aspects of the Contractor’s Technical Proposal and shall be developed to fit local conditions. The Contractor shall submit the Management Plan to the COR for approval within 30 days after contract award. This plan shall be updated and approved as needed to ensure timely, professional quality performance, and achievement of all specified or planned deadlines.
Contractor’s Organization and Management. The Contractor’s Management Plan shall describe the organization of the work force, specify the names and responsibilities of the principal manager and all supervisors, and indicate the manner in which quality of service performance is to be assured, including the use of operational records. The Plan shall include management procedures for logistical administrative support of all functions, including procedures for timely payment of personnel.
Contractor’s Inspection System. The Contractor’s Management Plan shall establish an inspection system covering all the services stated in the statement of work. The inspection system shall a) specify areas to be inspected on both a scheduled and unscheduled basis, (b) include a method of identifying deficiencies in the quality of services performed before the level of performance becomes unacceptable, and (c) include a filing system for all inspections conducted by the Contractor and the corrective action taken. This documentation shall be made available to the Government during the term of the contract.
Contractor’s Maintenance, Use, and Inventory Programs. The Contractor’s management plan shall include written maintenance, use, and inventory programs for all property, equipment, and materials used in performance of the contract. This includes both Contractor Furnished Materials and Government-furnished Property/Equipment. The maintenance program shall include preventive maintenance, major repair, replacement, and other capital rehabilitation work. Procedures shall ensure that the property, equipment, and materials will be used only for those purposes authorized in the contract. The inventory program shall include procedures for conducting physical inventories, including scheduling, responsibilities, and record keeping, for all property, equipment, and materials used by the Contractor.
The Contractor shall obtain the COR’s approval prior to making any changes in the Contractor’s Management Plan. If directed by the Contracting Officer, the Contractor shall submit said changes in writing as a proposal for Government review and approval/disapproval.
C.3 PERSONNEL SECURITY
After award of the contract, the Contractor shall provide the following list of data on each employee who will be working under the contract. The Contractor shall include a list of workers and supervisors assigned to this project. The Government will run background checks on these individuals. It is anticipated that security checks will take 21-days to perform.
For replacement or new personnel, the above information shall be submitted 30 days prior to their proposed utilization.
The Government shall issue identity cards to Contractor personnel, after they are approved. Contractor personnel shall display identity card(s) on the uniform at all times while providing services under this contract. The Government reserves the right to deny access to U.S.-owned and U.S.-operated facilities to any individual. The Contractor shall provide the names and biographic data on all Contractor personnel who shall be used on this contract prior to their utilization. Upon completion of the security investigation, the Government shall issue identity cards to Contractor personnel, each of whom shall display his/her card(s) at all times while on Government property. These identity cards are the property of the Government, and the Contractor is responsible for their return upon termination of the contract, when an employee leaves the Contractor's service, or at the request of the Government. On a needed basis the Regional Security Officer (RSO) office can issue interim security clearance(s) for contractor staff to perform work until security investigation is completed.
C.4 WORK REPORTS
The Contractor shall maintain written records of work performed, and report the need for major repair, replacement, and other capital rehabilitation work for Government property in its control. The Contractor shall assure that the Government property will be used only for those purposes authorized in the contract and that any required approvals for use will be obtained prior to use.
C.5 ACCIDENT REPORTS AND RECORDS
For any accident resulting in a fatality or lost-time injuries to Contractor or subcontractor personnel during contract performance, the Contractor shall submit an Accident Report to the Contracting Officer in a timely manner stating the pertinent details (Who, What, When, Where, Why, and How) behind the accident. The Contractor shall maintain an accurate record on all accidents incident to work performed under this contract resulting in death, traumatic injury, occupational disease, or damage to or theft or loss of property, materials, supplies, or equipment. The Contractor shall report this data in the manner prescribed by the Contracting Officer.
C.6 SAFETY
The USAGM utilizes broadcast equipment that require high voltage and extremely high current levels.
Before entering any high voltage area or an area that is transmitting, the Supervisor or Shift Supervisor must be made aware and grant authorization to proceed. At the Supervisors discretion, a technical personnel shall accompany the contractor into the area.
C.7 LOCATIONS FOR JANITORIAL SERVICES
All standard services are to be delivered on regular working days, in accordance with Section C.7.2.
C.7.1. ESCORTS. As ordered by the COR, escorts will be provided for restricted locations when required (See Section C.1). The Government will provide access to such areas on an as-needed basis.

C.8 PERSONNEL
C.8.1. GENERAL. The Contractor shall maintain discipline at the site and shall take all reasonable precautions to prevent any unlawful, riotous or disorderly conduct by Contractor employees at the site. The Contractor shall preserve peace and protect persons and property on site. The Government reserves the right to direct the Contractor to remove an employee from the worksite for failure to comply with the standards of conduct. The Contractor shall immediately replace such an employee to maintain continuity of services at no additional costs to the Government.
C.8.2. STANDARD OF CONDUCT
C.8.2.1. Uniforms and Personal Equipment. The Contractor's employees shall wear clean, neat and complete uniforms when on duty. All employees shall wear uniforms approved by the Contracting Officer's Representative (COR).
C.8.2.2. Neglect of duties shall not be condoned. The Contractor shall enforce no sleeping while on duty, unreasonable delays or failures to carry out assigned tasks, conducting personal affairs during duty hours and refusing to render assistance or cooperate in upholding the integrity of the worksite security.
C.8.2.3. Disorderly conduct, use of abusive or offensive language, quarreling, intimidation by words, actions, or fighting shall not be condoned. Also included is participation in disruptive activities, which interfere with normal and efficient Government operations.
C.8.2.4. Intoxicants and Narcotics. The Contractor shall not allow its employees while on duty to possess, sell, consume, or be under the influence of intoxicants, drugs or substances that produce similar effects.
C.8.2.5. Criminal Actions. Contractor employees may be subject to criminal actions as allowed by law in certain circumstances. These include but are not limited to the following actions:
Falsification or unlawful concealment, removal, mutilation, or destruction of any official documents or records or concealment of material facts by willful omission from official documents or records;
Unauthorized use of Government property, theft, vandalism, or immoral conduct;
Unethical or improper use of official authority or credentials;
Security violations; or, Organizing or participating in gambling in any form
C.8.2.6. Key Control. The Contractor shall receive, secure, issue and account for any keys issued for access to buildings, offices, equipment, gates, etc., for the purposes of this contract. The Contractor shall not duplicate keys without the COR's approval. Where it is determined that the Contractor or its agents have duplicated a key without permission of the COR, the Contractor shall remove the individual(s) responsible from this contract. If the Contractor has lost any such keys, the Contractor shall immediately notify the COR. In either event, the Contractor shall reimburse the Government for the cost of rekeying that portion of the system.
C.9. NOTICE TO THE GOVERNMENT OF LABOR DISPUTES
The Contractor shall inform the COR of any actual or potential labor dispute that is delaying or threatening to delay the timely performance of this contract.
C.10. MATERIALS AND EQUIPMENT
The Contractor shall provide all necessary janitorial supplies and equipment, including mops, brooms, dust rags, etc. to perform the work identified in this contract. All cleaning products used by the successful offeror in carrying out the cleaning service must be pre-approved, eco-friendly, meet the EPA (U.S. Environmental Protection Agency) standards or equivalent, and do not contain potentially hazardous ingredients.
C.11. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT
C.11.1. There is no government furnished property under this contract. The Contractor has the option to reject any or all Government furnished property or items (see Attachment 1 - GOVERNMENT FURNISHED PROPERTY). However, if rejected, the Contractor shall provide all necessary property, equipment or items, adequate in quantity and suitable for the intended purpose, to perform all work and provide all services at no additional cost to the Government. All Government furnished property or items are provided in an "as is" condition and shall be used only in connection with performance under this contract. The Contractor is responsible for the proper care, maintenance and use of Government property in its possession or control from time of receipt until properly relieved of responsibility in accordance with the terms of the contract. The Contractor shall pay all costs for repair or replacement of Government furnished property that is damaged or destroyed due to Contractor negligence.
C.11.2. The Contractor shall maintain written records of work performed, and report the need for major repair, replacement and other capital rehabilitation work for Government property in its control.
C.11.3 The Contractor shall physically inventory all Government property in its possession. Physical inventories consist of sighting, tagging or marking, describing, recording, reporting and reconciling the property with written records. The Contractor shall conduct these physical inventories periodically, as directed by the COR, and at termination or completion of the contract.
C.12. TRANSITION PLAN / PHASE-IN PERIOD
Within 30-days after contract award, the Contracting Officer may request that the Contractor develop a plan for preparing the Contractor to assume all responsibilities for janitorial services. The plan shall establish the projected period for completion of all clearances of Contractor personnel, and the projected start date for performance of all services required under this contract. The plan shall assign priority to the selection of all supervisors to be used under the contract. The contractor must ensure the continuation of the supply of essential contracted Goods and Services, minimize any issues or risks, minimize the impact on end-users or stakeholders, and schedule and complete the transfer or return of records, information, equipment, or assets. Furthermore, establish the relationships, systems, and procedures that will be used for the ongoing management of the new contract.
C.13. QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.
PERFORMANCE OBJECTIVE SCOPE OF WORK PARAGRAPH PERFOMANCE THRESHOLD
Services.
Performs all janitorial services set forth in the scope of work.
1 All required services are performed and no more than one
(1) customer complaint is received per month.
C.13.1 SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.
C.13.2 STANDARD. The performance standard is that the Government receives no more than one (1) customer complaint per month. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212-4, Contract Terms and Conditions-Commercial Items), if any of the services exceed the standard.
C.13.3 PROCEDURES.
(a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.
(b) The COR will complete appropriate documentation to record the complaint.
(c) If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files.
(d) If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.
(e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints.
(f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.
(g) The COR will consider complaints as resolved unless notified otherwise by the complainant.
(h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the COR will contact the Contracting Officer for appropriate action under the Inspection clause.

SECTION D – PACKAGING AND MARKING
D1. PACKAGING
All items delivered hereunder shall be preserved, packaged, and packed in accordance with the Contractor's best standard commercial practices unless otherwise stated in the Contract to ensure protection against deterioration and physical damage during the entire shipment and handling cycle from the Contractor's source of supply to the ultimate destination at the Government's premises.
D2. MARKING
At a minimum, each of the Contractor's shipping containers and packages/ cartons/ boxes/ envelopes shall be plainly and indelibly marked to show the: (a) consignee's name, organization, complete mailing address, and local telephone number, (b) Contract number, (c) Contract Modification , (d) a brief description of the contents, (e) quantity, (t) Contractor's name, and (g) any other markings that may be given to the Contractor by the Government prior to any delivery.

SECTION E – INSPECTION AND ACCEPTANCE
E.1 52.246-4 INSPECTION OF SERVICES-FIXED PRICE (AUG 1996)
(a) Definition. "Services," as used in this clause, includes Services performed, workmanship, and material furnished or utilized in the performance of services.
(b) The Contractor shall provide and maintain an inspection system acceptable to the
Government covering the services under this contract. Complete records of all inspection work performed by the Contractor shall be maintained and made available to the Government during contract performance and for as long afterward as the contract requires.
(c) The Government has the right to inspect and test all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The Government shall perform inspections and tests in a manner that will not unduly delay the work.
(d) If the Government performs inspections or tests on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties.
(e) If any of the services do not conform to contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When the defects in services cannot be corrected by re-performance, the Government may-
(1) Require the Contractor to take necessary action to ensure that future performance conforms to contract requirements; and
(2) Reduce the contract price to reflect the reduced value of the services performed.
(f) If the Contractor fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may:
(1) Contract or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service;
or
(2) Terminate the contract for default.
