B.1 GENERAL
This Screening Information Request (SIR) is for the procurement of Advanced Imaging Support Services. The contract will be an Indefinite-Delivery, Indefinite-Quantity (IDIQ), type contract with a sixty (60) month period of performance. Task orders under this contract will be Time and Materials (T&M) type. The contractor must provide personnel, facilities, and other services necessary to accomplish tasks described in the Statement of Work (SOW), and as ordered by the FAA through the issuance of task orders. The Contractor must, upon receipt of an executed task order, furnish all services as specified in Section C. The only person authorized to either issue or modify task orders under this IDIQ contract is the Contracting Officer.
B.2 TOTAL ESTIMATED CONTRACT VALUE
The minimum ordering obligation under this contract is $47,200.00. This amount will be obligated on Task Order No. 0001. The Government has no obligation to order additional supplies or services or issue additional task orders to the Contractor beyond the minimum ordering obligation specified. The maximum ordering obligation under this contract is 60,000 hours.
B.3 RATES FOR SERVICES
Attachment J-001 Pricing Sheet is hereby incorporated into this contract. Work will be performed by the Contractor primarily on-site at the William J. Hughes Technical Center (WJHTC) in Atlantic City, NJ. Other performance locations may be required by the specific task, when deemed by the COR, based on program requirements, to be consistent with the best interest of the Government. The Government reserves the right to reallocate labor hours and funding between the labor categories.
B.4 TRAVEL AND OTHER DIRECT COSTS (ODCS)
(a) The Contractor will only be reimbursed for travel expenses that are allocable, allowable, and reasonable. All Contractor travel must be identified in an approved Task Order. The Contractor will be reimbursed for travel on the basis of actual expenses incurred in accordance with the FAA Travel Policy. The Contractor will be reimbursed for the expense of meals, lodging, transportation between places of lodging or business and places where meals are taken, and any other miscellaneous travel and living expenses incurred in the performance of this contract at the per diem rate as set forth in the FAA Contract Cost Principles.
(b) Other Direct Costs (ODCs) inclusive of materials and equipment may be required and, if so, must be authorized in advance by the COR. ODCs will be processed as cost reimbursable items.
(c) No profit/fee may be applied to either Travel or ODCs. A general & administrative (G&A) rate may be applied to Travel and ODCs at the rate specified on Attachment J-001 Pricing Sheet.

Section C - Description/Specifications Scope of Work
C.1. Introduction:
The contractor must perform visual information services and photography, in a secure and timely manner for the William J. Hughes Technical Center (WJHTC). Our customers include: FAA Headquarters, Department of Homeland Security (DHS), Department of Justice (DOJ), Department of Defense (DOD), and other Department of Transportation (DOT) organizations. Tasks will only be ordered by the FAA Contracting Officer. All work must be completed in accordance with the commercial standards, all local, state, and federal laws.
The term “Customer” as utilized in this statement of work is defined as the organization requesting the specific work or task of this contract. All work created, produced, photographed is the property of the FAA, all originals will reside at the WJHTC.
Types of services to be performed include, but are not limited to:
1. Full technical and creative design services.
2. Apply Agency Branding standards to all services.
3. Full graphic arts, multimedia design and photography services including:
a. Layouts, posters, pamphlets, brochures, signs, forms, letterheads, electronic presentations, charts, graphs, certificates, plaques, displays, documentation covers, technical illustrations, electronic photo manipulation/enhancement, maps, picture framing and matting, photography, web page design, 3D animations, video enhancement and editing support, high speed digital photography and high speed HD video and instrumentation for test documentation. Other services as requested.
C.2. Technical Support Services:
C.2.1 Design and Illustrative Services: Contractor personnel must provide design and illustrative services including, but not limited to, illustrations, technical illustrations, design drawings, mechanical drawings and diagrams in both 2D and 3D including modeling, shading, lighting and digital presentations.
C.2.2 Technical Illustrations/Design Drawings: Contractor personnel must plan, design and/or correct artistic, scientific, and complex illustrations for publications in formal technical reports. Final illustrations must be accurate, clear, and attractive and help create understanding and improve the effectiveness of published reports. Technical illustrations are a visual display of the technical data used for scientific and engineering data forms and models.
Portrayals are in the form of black and white or color digital illustrations. Various views, shading, and illumination are required. Both 2D and 3D are often required.
Preparation of these complex drawings includes the review of technical specifications, technical orders, manuals and handbooks, concept development drawings. On-site visits may be required to proposed areas to perform visual checks, measurements of space, hazards, equipment features, etc.
Types of design drawings include, but are not limited to, simple through complex drawings involving architectural, mechanical, electronic, electrical, civil, and prototype 2D and 3D designs. The engineering drawings are used for field implementation, historical documentation, on-going program and project support, or as part of the technical reports issued at the WJHTC for worldwide distribution.
C.2.3 Artwork Services: Contractor personnel must perform artwork services which include, but are not limited to, illustrations (digital and printed), digital photo retouching, posters, graphs and forms, general artwork, digital animation, banners, large scale posters/display panels, web design, computer presentations, publications, presentation design, conceptual sketches and Computer-Aided Design (CAD) drawings (2D and 3D applications).
Artwork support often requires the contractor to contact and meet with the requestors several times in the development and production of multimedia material. Before designing artwork, it may be necessary for some limited research into the subject matter as determined by the discussions with the customer. Preliminary sketches digital or printed, must be provided to the customers for approval before finished work is produced. This is the stage of approval where changes and/or additions must be made. Services may require digital 2D or 3D animation artwork as well as video graphics and effects as required.
C.2.4 General Artwork: Contractor personnel must provide general artwork for items such as, but not limited to, mounting of graphics, photographs, and posters on ridged board such as foam core or matte board. All such mounting will include trimming and final cleanup. Also included in this category is the printing and making of posters, banners, signs, presentations and large scale photographs. Other items in general artwork include framing and matting of photographs, certificates, etc. and other work described above. Lamination and encapsulation of various artworks will also be required. General Artwork includes limited reproduction and assembly of certain products.
C.2.5 Agency Branding Office: Contractor personnel must provide general branding for items such as, but not limited to, graphics, photographs, publications, certificates, and posters etc. All such branding will adhere to the FAA Branding standards as described in FAA Order 1700.6C (see Attachment A) and the complete branding standards manual. Personnel are expected to fully understand and be able to apply, answer questions, and screen artwork as needed. Contractors must be able to rectify problems and questions should they arise as they pertain to the FAA Branding Specifications. The COR must provide approval on all designs that relate to FAA branding.
C.2.6 Computer Animations/Web Design Services: Special effects and complex animations may require the contractor to produce storyboards and obtain approvals for the same before actual finished effects and animations are produced. The final production may be accomplished using any of the accepted art media as required for the final product. Adobe CC Suite of programs, other computer animation software, sound editing, the ability to work with scripts and storyboards, etc. are what may be required for this category. Webpage design and or maintenance may be required and will be directed by the customer as needed. Knowledge of various web programs or equivalent programing software is required for the updates and changes on as needed basis. The contractor must be able to develop fully interactive web sites, animation environments, touch screen applications and interactive menus utilizing the various commercial design software products. The content of any computer-based product must be cleared and approved by the customer prior to implementation. Contractor personnel must provide plans and designs after meeting with the customers and possible research may be required into the subject matter.
C.2.7 Composition Services: Composition services include but are not limited to: type formatting, phototypesetting, page compositions for brochures, flyers and publications, advertisement layout, and occasionally calligraphy and hand lettering. This category also covers file conversions from Microsoft Office 365 Suite, Word, Excel, Power Point, into to PDF and web formats. General typesetting will be required for small text amounts for use in posters, banners etc, typically not more than a paragraph. Other text submissions are submitted via electronic media, flash drives, cloud-based solutions, or via email. Customers must approve proofs before producing finals.
Typed materials submitted via electronic means must, if required, be reformatted using appropriate software to allow proper translation to typesetting and page composition equipment and software. Every effort must be made to insure accuracy from submitted materials via the customer and a proof must be supplied for approval prior to finals being released for production. Typeset materials may be provided to a requester as a finished product for use by another organization or used as an element of a service request.
C.2.8 Publication Services: The contractor must provide design, illustration, and layout work to produce camera-ready copy and/or electronic media for publication. The contractor must be responsible for technical report covers.
After receiving edited text from the customer, a rough proof will be prepared incorporating illustrations, sketches and text showing general layout. The customer must approve the draft proof before final product is started. Planning between support functions for photography, printing and distribution is essential to produce timely products for all publications. Some publications will require the contractor to produce illustrations, covers and prepare proofs for customer approval, prepare final page layouts and artwork and produce a camera ready copy. The contractor may be required to coordinate with the Government Printing Office (GPO) and/or directly with commercial printers.
C.2.9 Photography Services: All photographic services must be the responsibility of the contractor. In the event of scheduling conflicts requiring multiple photographers then the other cross-trained illustrator/photographers will be used to complete the tasks. These services include but are not limited to shooting digital and film images, image acquisition will be performed via digital or film cameras. These cameras are part of the Government provided equipment. All digital and film images will be stored and filed and remain as Government property. These services may require travel. All travel costs will be reimbursed in accordance with the Federal Government Travel Regulation. Prior to the commencement of travel, the contractor must obtain previous approval from the COR before incurring any travel expense. Current travel and per diem reimbursement rates may be obtained via the Internet. The web address is http://www.gsa.gov Services include high speed digital photography for customer research and development projects. These projects may require extended travel depending on the requirements.
C.2.10 Videography Services: The contractor must provide videography services as required to supplement the video production capabilities of the Imaging Technologies Section. This will include video documentation of research and development test activities as well as other informational and training events using high-definition digital video cameras, microphones and lighting equipment as required. The contractor will also be able to provide video editing services using industry standard editing and graphics packages and workstations such as Adobe Premier, AfterEffects, Photoshop, Apple Final Cut Pro or similar products. The contractor will create, label and catalog all recordings and final deliverables for archiving according to established government procedures. The government will provide digital video recording equipment and other video production and editing equipment to meet customer requirements.
C.2.11 Animation and Motion Graphics Services: The contractor must provide two-dimensional (2D) and three-dimensional (3D) animation and graphic production services using industry standard software packages including but not limited to Adobe Illustrator, Photoshop, AfterEffects, Maxon Cinema4D, and Unity products. Through the creation of animations and motion graphics, the contractor must be able to illustrate complex concepts such as the physics of aviation and the composition and operation of the National Airspace System (NAS) to convey information to a broad audience. In some cases, the creation of interactive, touch screen animations may be required to better engage and educate the viewing audience. The government will provide the software applications and computer hardware to create the animations and motion graphics.
C.2.12 Emerging Technologies The Contractor is responsible to remain current with new trends, technologies and/or applications through continuing education, training and technology research with their key personnel.
Software upgrades and new applications must be submitted to the COR and approved prior to procurement and implementation. The contractors’ flexibility to add specialized personnel if required via Task Order to accommodate new methods of utilizing and leveraging emerging technologies is essential.
C.2.13 508 Compliance In 1998, Congress amended the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by the Workforce Investment Act of 1998 (P.L. 105 - 220), August 7, 1998 to require Federal agencies to make their electronic and information technology (EIT) accessible to people with disabilities. Specifically, Section 508 of that act requires that when Federal agencies develop, procure, maintain, or use EIT, Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities, unless an undue burden would be imposed on the agency.
http://www.section508.gov/ This contract requires 508 compliance for all work, videos, produced during this contract. The customer will be required to provide funding for any required modifications to make a product Section 508 compliant.
C.3. Labor Duties and Requirements
C.3.1 Required Labor Categories The following labor categories are required for performance under the contract, and it is anticipated hours will be ordered for these labor categories at the start of performance. However the Government reserves the right to order some, none or all of the estimated hours associated with these categories.
1. Project Manager/Lead Illustrator III (Key Personnel)
Duties: The Project Manager/Lead Illustrator III must plan, direct and review all phases of the work and ensure compliance with the contract requirements. Written notification of the name, address and telephone number of the project manager and the alternate(s) who will act for the contractor whenever the project manager is absent must be provided to the Contracting Officer and COR by the contract start date and any time thereafter that changes to the names, addresses, or telephone numbers occur. Photographic requirements are set forth in Section C.2.
Requirements: The Project Manager/Lead Illustrator III must possess a 4 year college degree in Multimedia /Photography /Illustration. The candidate must also possess 5 years of experience in multimedia. The candidate must also be able to perform the duties of an Illustrator III. Candidate must have at a minimum; 2 years related professional work experience in conventional or digital photography with emphasis on digital image editing, web page design and have a working knowledge of producing photographic products. Total of 7 years professional experience as identified. Candidate must have knowledge and experience in traditional and computer graphic design, illustration knowledge, conceptual and creative layout skills, and knowledge of photography. Candidate must have working knowledge of digitally based equipment, software platforms and operating systems. Candidate must have a working knowledge of the Government shared (furnished) hardware/equipment identified in Section C.5
Candidate must understand technical terminology as it relates to aviation.
Knowledge of the following software is required:

2. Illustrator III/Graphic Artist (Key Personnel)
Duties: The work requires the use of extremely fine detail, special artistic effects, or an unusual use of the chosen media; and/or the method of reproduction, the intended use of the product, or the information or artistic results desired calls for exceptional care and skill. The work required may be either concrete in nature or represent ideas and abstract concepts. This level is expected to interpret all material presented and to convert to artistic form. This level is required to have or quickly gain knowledge of specialized subject matter specific to the work performed by the WJHTC in scientific research, development, test and evaluation of aviation and transportation systems. This high degree of skill is required because the speed with which the work must be completed requires the ability to work quickly and competently in order to produce an acceptable finished product within the time limitations.
Photographic requirements are set forth in Section C.2.
Requirements: Candidate must have graduated from a minimum 2 year accredited college program in visual design and computer graphic design with an Associate’s Degree or above. The Candidate must have three years of recent (within the last 5 years) experience in the design and art field and experience with computer design. Candidate must have at a minimum; 2 years related professional work experience in conventional or digital photography with emphasis on digital image editing, web page design and have a working knowledge of producing photographic products. Design and professional work experience may overlap. Candidate must have knowledge and experience in traditional and computer graphic design, illustration knowledge, conceptual and creative layout skills, and knowledge of photography. Candidate must have a working knowledge of digitally based equipment, software platforms and operating systems. Candidate must have a full working knowledge of the Government shared (furnished) hardware/equipment identified in Section C.5.
Candidate must understand technical terminology as it relates to aviation.
Knowledge of the following software is required:

3. Photographer IV (Key Personnel)
Duties: Uses special-purpose cameras and related equipment for assignments in which the photographer usually makes all the technical decisions, although the objective of the pictures is determined by operating officials.
Conceives and plans the technical photographic effects desired by operating officials and discusses modifications and improvements to their original ideas in light of the potential and limits of the equipment. Improvises photographic methods and techniques or selects and alters secondary photographic features (e.g., scenes, backgrounds, colors, lighting). Many assignments afford only one opportunity to photograph the subject. Typical examples of equipment used at this level include ultra-high speed, motion picture production, studio television, animation cameras, specialized still and graphic cameras, electronic timing and triggering devices. Some assignments are characterized by extremes in light values and the use of complicated equipment. Sets up precise photographic measurement and control equipment; uses high speed color photography, synchronized stroboscopic (interval) light sources, and/or timed electronic triggering; operates equipment from a remote point; or arranges and uses cameras operating at several thousand frames per second. In other assignments, selects and sets up motion picture or television cameras and accessories and shoots a part of a production or a sequence of scenes, or takes special scenes to be used for background or special effects in the production. Photographic requirements are set forth in Section C.2.
Candidate works under guidelines and requirements of the subject-matter area to be photographed. The photographer must provide technical expertise, skills and labor to provide photographic documentation of pre- and post-test conditions of test articles. Provide photographic documentation of test related materials and activities, as directed.
Candidate is knowledgeable of the inherent dangers of working in explosive environments and takes all preventive safety precautions to ensure the well-being of team members and government property.
Candidate may be required to: 1) travel for multiple days at a time, though travel typically limited to Monday through Friday; 2) Work in potentially hazardous environments, including the presence of explosives and in post-blast conditions; 3) Work in a primarily outdoor environment for extended periods of time; 4) Work in potentially harsh weather conditions including heat, cold, rain and snow.
Requirements: Candidate must have at least 4 years of related professional work experience in conventional or digital photography with emphasis on digital image editing, web page design and have a working knowledge of producing photographic products. Candidate must have at least 2 years recent (in the last year) of professional experience in high speed digital imaging. Professional work experience may overlap. Candidate must have the ability to utilize specific specialized equipment which includes a digital 25+ mega-pixal cameras with interchangeable lenses, Multiple high speed film and video cameras including Canon and Nikon cameras, GoPros as well as digital sequencing devices and recorders. The government must provide all equipment for this purpose.
The candidate must be proficient in various photo editing, compression and composition software such as, but not limited to, Adobe Photoshop, Encoder and Illustrator.
Candidate must have working knowledge of digitally based equipment, software platforms and operating systems.
Candidate must have a working knowledge of the Government shared (furnished) hardware/equipment identified in Section C.5
Candidate must understand technical terminology as it relates to aviation.

Sets up precise photographic measurement and control equipment; uses high speed color photography, synchronized stroboscopic (interval) light sources, and/or timed electronic triggering; operates equipment from a remote point; or arranges and uses cameras operating at several thousand frames per second. In other assignments, selects and sets up motion picture or television cameras and accessories and shoots a part of a production or a sequence of scenes, or takes special scenes to be used for background or special effects in the production. Photographic requirements are set forth in Section C.2.
Candidate works under guidelines and requirements of the subject-matter area to be photographed. The photographer must provide technical expertise, skills and labor to provide photographic documentation of pre- and post-test conditions of test articles. Provide photographic documentation of test related materials and activities, as directed.
Candidate is knowledgeable of the inherent dangers of working in explosive environments and takes all preventive safety precautions to ensure the well-being of team members and government property.
Candidate may be required to: 1) travel for multiple days at a time, though travel typically limited to Monday through Friday; 2) Work in potentially hazardous environments, including the presence of explosives and in post-blast conditions; 3) Work in a primarily outdoor environment for extended periods of time; 4) Work in potentially harsh weather conditions including heat, cold, rain and snow.
Requirements: Candidate must have at least 4 years of related professional work experience in conventional or digital photography with emphasis on digital image editing, web page design and have a working knowledge of producing photographic products. Candidate must have at least 2 recent years (in the last year) of professional experience in high speed digital imaging. Candidate must have the ability to utilize specific specialized equipment which includes a digital 25+ mega-pixal cameras with interchangeable lenses, Multiple high speed film and video cameras including Canon and Nikon cameras, GoPros as well as digital sequencing devices and recorders. The government must provide all equipment for this purpose.
The candidate must be proficient in various photo editing, compression and composition software such as, but not limited to, Adobe Photoshop, Encoder and Illustrator.
Candidate must have working knowledge of digitally based equipment, software platforms and operating systems.

C.3.2 Optional Labor Categories
The following labor categories are optional for performance under the contract. It is anticipated hours will not be ordered for these labor categories at the start of performance. However the Government reserves the right to order some, none or all of the estimated hours associated with these categories at any time during contract performance.
1. Videographer/Multimedia Production Specialist
Duties: The Videographer/Multimedia Production Specialist will be required to produce and edit videos, assemble onscreen text, audio, video, graphics, and animation; implement all stages of video production, camera operation, audio and lighting, shooting for editing, editing and post-production activities for video-based and computer-based programs, and develop scripts for multimedia programs. The Videographer/ Multimedia Production Specialist must have working knowledge of a variety of HD camcorders and understand how to utilize the advanced features such as white balance, manual focus, progressive/interlace video, various video resolutions and aspect ratios, focal points, frames per second, color temperatures, and other advanced features.
Design and create information technology based multimedia products such as websites, DVDs, computer animations that combine text with sounds, pictures, graphics, video-clips, virtual reality and digital animation.
Candidate must possess skills and expertise in appropriate video editing software such as Adobe Premiere or similar as well as design tools such as Photoshop, InDesign and AfterEffects while also keeping up-to-date with technological and software developments in the video production industry.
Requirements: Bachelor's degree in Graphic Design, Multimedia/Video productionplus two years of experience in a similar position. Proficiency with video editing software such as Adobe Premiere or similar and design-related programs, including InDesign, Adobe Photoshop, AfterEffects and Acrobat.
Candidate must have working knowledge of digitally based equipment, software platforms and operating systems.

2. Motion Designer/Animator
Duties: Designs Motion Graphics and Presentation Graphics for clients.
Builds/designs 3D and Environments from concept to completed animation. This include: modeling, texturing, lighting, rigging, animation, rendering and compositing on various projects. Provides creative animations that are realistic and are used for videos, briefings, interactive displays and exhibits and other motion video formats. The 3- D animator must demonstrate a fluent expertise with complex software programs such as Cinema 4D, Adobe Photoshop, Adobe Illustrator, Adobe After Effects, and Unity.
Requirements: Bachelor’s Degree in 3D animation/graphic design; Minimum of two years plus of experience in designing high-end 3D motion graphics and animations.
Candidate must have working knowledge of digitally based equipment, software platforms and operating systems.
Candidate must have a working knowledge of the Government shared (furnished) hardware/equipment identified in Section C.5

C.4. Contractor Responsibilities:
The contractor must also provide technical expertise, skills and labor to provide design, installation and operation of highly specialized visual instrumentation systems and data acquisition equipment.
The contractor must be responsible for learning the Center Service Liaison and Imaging Technologies Branch work management system and logging, scheduling, and assigning all service requests submitted by the COR. Submission and authorization of service requests to the contractor must be accomplished only by the COR. The COR must establish work priorities when scheduling problems occur. The contractor must hold conferences with the customers to insure a thorough understanding of the objectives and requirements, recommending improvements, and applying state-of-the-art illustrative, design, drawing, and artwork practices. Customer input is submitted as rough sketches or verbal guidance requiring the contractor to employ both ingenuity and creative thinking to furnish an acceptable final product. Graphic Arts/Photography support often requires the contractor to contact the customer/requester several times in development and production of a final product, Customer acceptance of illustrative, design drawing, and artwork products, notwithstanding noncompliance with the referenced orders, constitutes approval of the product.
The Government will provide the contractor with a service request to initiate work assignments. In performance of the work assignments, the contractor will at a minimum perform the following:
a. Accept the service request from the COR.
b. Make sure the service request is logged into the electronic tracking system.
c. Schedule, assign, and plan action to be taken to accomplish request. Calculate time and materials, edit and prepare data.
d. Develop design and draw product conforming to standards and job requirements that may include measuring layout, sizing, color requirements, and selection of proper art media.
e. Ensure compliance of research orders, directives, tables, charts, specifications, etc. with existing standards, practices, Government and industry specifications.
f. Notify customer on availability to check product for acceptance. Make corrections, if necessary, and thereafter, make completed product available to the customer.
g. Complete service request indicating actual man-hours required to accomplish the task and the date of completion. Provide completed service request to COR.
h. Control all masters (designs and/or products) in an orderly and rapidly retrievable manner for immediate use by the customer.
i. All original work produced under this statement of work must be filed according to number for future retrieval, additional copies, or modification.
Service requests are considered complete when the customer or COR has received the work and the official electronic service request is closed out in the tracking system. All customers will receive an email stating the service order has been completed to indicate receipt of the work. Completed service requests reports are available via the tracking system as soon as the job is closed for recording. A monthly workload “in-progress” report will be completed by the contractor and provided to the COR no later than three (3) working days after the end of each month or on a schedule agreed to by the COR. This report will individually list each service request and show its current status as to progress. The contractor will notify the COR as soon as possible when a scheduled due date cannot be met. In the event a scheduled due date is missed, the monthly workload on-hand report will continue to reflect the service request as an open item with a revised completion date and the reason(s) for the delay.
If the contractor determines the task will exceed the facility or manpower capabilities, the contractor must be responsible for notifying the COR prior to commencement of work. This notification must be given to the COR within 24 hours of receipt of the service request or immediately if the due date is less than five days from receipt by the contractor. The COR must then review the required service and make a determination whether to cancel the job or use an alternative method of accomplishment, e.g., accomplish with in-house resources, additional task orders, adjust requirements, other priorities, and/or due dates.
Work In Progress: When a task under a Service Request has commenced and it becomes apparent that the task will exceed the scheduled due date imposed by the service request, the COR will immediately be notified for disposition of the task. This sometimes occurs when a service request requires many changes which were not in the requests original parameters. The COR must then review the required service and make a determination whether to adjust requirements, task orders, other priorities, and/or due dates.
Response Time: The contractor must be responsible for accomplishing tasks by the required completion date stated on the service request. The COR may need to re-prioritize the work load to accommodate deadlines.
C.5. Government Furnished Materials and Equipment:
The Contractor must utilize Government furnished materials and equipment to perform the efforts set forth in this SOW. Government software applications are the only permitted software available to perform this contract.
Personally owned software is not permitted. This equipment is located at the WJHTC. Government equipment must remain at the WJHTC unless the contractor is authorized to travel and take equipment specified and approved by the COR. The hardware is set forth below. All contractor employees must possess full operational knowledge of all aspects of this hardware/ equipment and its use. This Government hardware/equipment must only be used by the contractor for work being performed under this contract. Additionally, this hardware/equipment must not be used for the general administrative work that is outside of this statement of work, such as office billing, payroll, etc.
Typical Government equipment that will be furnished includes: Computers, Printers, printing network, tools to produce requested end products, scanners, input/output devices, cameras, storage, etc. Government equipment must remain at the Technical Center unless the contractor is authorized to travel and take equipment specified and approved by the COR. The common workstation at the WJHTC is PC based. Access to MAC computers are available. Employees must have full operating knowledge of the following hardware/equipment or their equivalent:

The Government will provide supplies to produce the deliverables requested in this statement of work.
C.6 Material Costs:
In the event materials and supplies are not available from the Government in time to meet the schedule for any required task or operation/preventive maintenance requirement, the contractor must furnish needed material or supplies in time to meet the task schedule or maintenance need. The contractor must obtain approval from the COR
(or his/her alternate) prior to initiating the procurement. This action is to be documented in writing, as soon as possible, without interfering with the procurement. In acquiring any such materials or supplies, the contractor must employ competitive purchasing practices to obtain the most fair and reasonable prices possible. The quality of material or supplies to be acquired by the contractor must be equal to or greater than that which the Government would have furnished. All acquired materials and supplies purchased on behalf of the government become the property of the government. The contractor must be reimbursed at the invoice price presented by the supplier or vendor from whom the material or supplies was purchased. Any contract administrative costs for acquiring, processing, or handling such materials or supplies must be included in the invoice for reimbursement. This rate must be included in the contractor’s cost proposal. No profit/fee must be applied to these material costs.
C.7 Location and Hours of Operation:
General hours of operation are 8:00 am until 4:30 pm, Monday thru Friday. The contractor is required to be staffed during the general hours of operation at the William J. Hughes Technical Center. Increase in workload may require additional onsite staffing and will be determined by COR with the approval of the CO. Travel expenses to and from Technical Center are the responsibility of the contractor.
No premium will be paid for overtime. The contractor will be paid the standard T&M rate for any additional hours worked outside the general hours of operation. The contractor and employees are expected to accomplish all tasks within the normal scope of work hours.
All work performed under this contract must be done by the employees (from the offerors proposal) and their respective job categories as listed in this SOW, once they are determined to be acceptable according to the requirements set forth in this SOW. Onsite clearances and access to the Technical Center and Systems are only permitted to these personnel. Any changes to this personnel must be approved by the CO prior to any access or work being performed.

D.1 PRESERVATION, PACKING AND PACKAGING
Preservation, packing, and packaging for all items delivered hereunder must be in accordance with the best commercial practices to ensure arrival at the specified destination(s) in an undamaged condition. If applicable, each task order will address specific transportation shipping requirements related to the work authorization.
(a) The Contractor must be responsible for the preservation, packaging and packing of all items to be delivered under the terms of this contract in such a manner that adequate protection is provided against corrosion, deterioration and physical damage during shipment and handling from the source of supply to the ultimate destination. The Contractor must be fully liable for any damage, deterioration or losses incurred during shipment, handling and installation that is attributable to improper packaging. E-mail deliveries or supplemental e-mail deliveries may be required and should be coordinated with the COR.
(b) The Contractor must use standard commercial CD packing and shipping containers that will prevent bending, folding, and other physical damage to the CD. The outside of the shipping container must warn that
“MAGNETIC/OPTIC MEDIA ENCLOSED – DO NOT X-RAY – DO NOT BEND OR FOLD.”
(c) Proprietary data must be marked accordingly.

Each package, report, or other deliverable must be accompanied by a letter, with a copy to the Contracting Officer and the Contracting Officer’s Representative, excluding enclosures, which:
(a) Identifies the Contract and/or Delivery/Task Order number under which the item is being delivered.
(b) Identifies the “Report Requirement” which requires the delivered item(s); and
(c) Indicates whether the Contractor considers the deliverable to be a partial or full satisfaction of the requirement.

3.8.2-22 SUBSTITUTION OR ADDITION OF PERSONNEL (OCT 2006)
(1) The Contractor must assign only those individuals whose resumes, personnel data, or personnel qualification statements have been submitted and determined by the Contracting Officer to meet the minimum requirements of the contract. The Contractor must not substitute or add personnel except in accordance with this clause.
(2) Substitution of Personnel.
(a) For the first 180 days of contract performance, the Contractor must not substitute personnel for the individuals whose resumes or other personal qualification were submitted with its offer and that were determined by the Contracting Officer to be acceptable at the time of contract award, unless such substitutions are because of an individual's sudden illness, death, or termination of employment. In any of these events, the Contractor must promptly notify the Contracting Officer and propose substitute personnel as required by paragraph (4) below.
(b) If an individual becomes, for whatever reason, unavailable for work under the contract for a continuous period exceeding thirty (30) working days, or is expected to devote substantially less effort to the planned work, the Contractor must propose a substitute personnel as required by paragraph (4) below.
(3) Addition of Personnel. If an FAA requirement will increase the specified level of effort for a designated labor category, but not the overall level of effort of the contract, then the Contractor must notify the Contracting Officer to add personnel to the designated labor category. The Contractor must request added personnel as required by paragraph (4) below.
