Section C - Description/Specifications/Statement of Work

1.0 Scope.

1.1 Background. The Materials Engineering Division (MED) at Fleet Readiness Center Southeast (FRCSE) has a requirement to procure a highly specialized, portable, and fully integrated Fourier Transform Infrared (FTIR) system. Fourier Transform - Infrared Spectroscopy is a critical characterization technique used to obtain infrared spectra of small molecules, polymeric, and composite materials in liquid and solid phases. The existing legacy spectrometer is aged and commercially obsolete, with ongoing system deterioration and the lack of manufacturer support preclude the MED's ability to guarantee the accuracy and reliability of critical analytical results. Securing a replacement system is paramount, as this instrument is a mission-essential tool required to conduct urgent, point-of-need chemical analysis and material identification directly on the floor of the Aviation Composites Repair facility. The operational environment is characterized by the presence of volatile organic compounds (VOCs) and suspended conductive particulates generated during composite repair and painting/coating operations. Due to the significant risk of electrical arcing and ignition in these spaces, an instrument with a low-voltage optical design is mandatory to comply with Navy Safety and Occupational Health (SOH) program guidelines.

1.2 The primary objective for a Firm-Fixed-Price (FFP) procurement of one complete, turnkey, portable Fourier Transform Infrared (FTIR) spectrometer system utilizing a low voltage laser design. The system must possess specific salient safety and operational characteristics to allow for safe operation within a hazardous industrial environment.

3.2 Safety & Optical System Requirements (MISSION-CRITICAL).

3.2.1 High-Voltage-Free Laser Design: Due to physical deployment in environments containing atomized paint particulates, sanding dust, and volatile solvents (Acetone, Tert-butyl acetate, MIBK), the spectrometer must not utilize high-voltage gas-discharge lasers (such as Helium-Neon / HeNe lasers) for internal calibration. Operation occurs in areas regulated by documents such Document 3, NFPA 33 - Standards for Spray Applications Using Flammable or Combustible Materials (Explosive environment guidelines) & 4, OSHA 29 CFR 1910.107 - Spray Finishing Regulations (Regulates high-voltage ignition sources in VOC workspaces), due to active VOC vapors. Eliminating high-voltage laser ignitions sources is mandatory for electrostatic and particle mitigation on the production floor.

3.2.2 Low-Voltage Calibration: The system must utilize a low-voltage, solid state, or internal gas-phase cell calibration method (e.g., PerkinElmer AVI technology as detailed in Document 5, PerkinElmer Quote Number Q-64820). This specific engineering control is required to prevent high-energy electrical arcing on the shop floor where conductive paint particulates and sanding dust are suspended.

3.2.3 Purge-Free Enclosure: The optical compartment must be completely sealed, desiccated, and operate without a continuous external purge gas supply. This eliminates the need to transport hazardous, pressurized gas cylinders onto the active composites shop floor, ensuring compliance with Navy industrial and shop safety protocols.

3.2.4 Vibration Immunity: The interferometer must utilize a fixed mirror-pair or permanently aligned design. This physical configuration ensures the system remains calibrated and operationally ready during frequent mobile transport across rough maintenance/production hangar bay floors.

3.3 Form Factor and Mobility.

3.3.1 Portability. The core spectrometer unit weight must not exceed 14kg (31 lbs.), and the footprint must not exceed 46cm x 31cm (18in x 12.2 in). This compact form factor is strictly required to ensure the system is transportable by a single operator to the point-of-need directly on the shop floor.

3.3.2 Untethered Operation. The system must operate fully on standard electrical power without physical connections to external gas infrastructure. This capability maximizes maneuverability around aircraft components and active hangar bays.

3.3.3 Untethered Data synchronization. To prevent tripping hazards and avoid dragging hardwired data cables across active industrial maintenance floors, the dedicated instrument controller must possess an integrated, cordless telemetry module. This enables untethered data offloading and remote synchronization of spectral scans with laboratory databases.

3.4 Integrated Accessories and Software.

3.4.1 Mobile Microscopy. The system must include a coupled infrared microscope utilizing a Thermoelectrically (TE) cooled detector. This requires zero liquid nitrogen handling, effectively eliminating cryogenic hazards in an active industrial maintenance workspace.

3.4.2 Automated Micro-ATR. The system must include a Germanium-crystal ATR accessory with integrated, software-controlled pressure sensing. This ensures consistent spectroscopic contact with rigid composite layups without crushing sensitive substrates. This capability supports repeatable material characterization in support of corrosion investigations performed under the requirements of Document 2, NAVAIR 01-1A- 509-2 chapter 4 - Corrosion Program and Corrosion Control Manual.

3.4.3 Software Suite. The system must be delivered with the latest version of the manufacturer's standard operating software. This software provides native control, automated particles and layer finding, and third-party Wiley library search integration.

3.5 Installation.

3.5.1 The contractor shall perform the physical installation of the Spectrum Two FTIR spectrometer and coupled Spotlight Aurora Microscope system at the designated delivery location. This installation must include unboxing, hardware assembly, integration of the optical coupler kit and Germanium micro-ATR accessory, connection to the provided dedicated instrument controller unit, and initial system diagnostic alignment.

3.5.2 Calibration and Validation. Prior to government acceptance, the contractor shall calibrate and validate the instrument and verify wavelength and photometric accuracy using certified reference materials (such as polystyrene standards) in accordance with Document 1 - ASTM E1421 (Standard Practice for Describing and Measuring Performance of Fourier Transform Mid-Infrared Spectrometers). Wavelength calibration must be validated using the system's internal Absolute Virtual Instrument (AVI) gas-phase methane cell to establish an absolute accuracy baseline.

The contractor must provide a physical and digital calibration report certifying that the instrument meets the manufacturer's technical tolerances before user instruction begins.

3.6 Training. The contractor shall provide two (2) full days of on-site training, structured as follows:

3.6.1 Advanced Operator & Chemist Training. Dedicated to primary end-users, chemists, and primary operators. The training must comprehensively cover basic hardware initialization, software navigation within the Spectrum 10 environment, advanced sample scanning methodologies, system maintenance (including desiccant replacement), and micro-ATR troubleshooting. Crucially, the vendor must provide hands-on instruction and direct assistance in the process of creating custom analytical methods, enabling the chemistry department to formulate, build, and validate their own tailored aviation coating libraries. Additionally, this session must explicitly include a module on the required procedures, safety checks, and special instructions for safely disconnecting, transporting, and re-establishing the system for mobile point-of-need deployment on the shop floor.

3.6.2 Basic Operations & Technology Awareness. Dedicated to secondary personnel, less-skilled operators, and internal customers who utilize the equipment infrequently. This session must focus on providing a simplified, high-level understanding of the FTIR technology, how the overall system operates, its specific analytical capabilities, and practical guidance on identifying when and why this technology should be requested or utilized for composites and materials testing.

3.7 Technical Data. Two (2) electronic copy(s) of technical data shall be provided with the machine (Contract Data Requirement List CDRL A001). Each electronic copy shall be submitted to the technical point of contact. All copies of technical data shall be legible and written in the English language.
