About this file

This is a Request for Proposal (RFP) for Firm Fixed Price production and delivery of Peculiar Support Equipment (PSE) for the CH-53K Aircraft program. The Naval Air Warfare Center Aircraft Division (NAWC-AD) seeks various slings, lifting adapters, and pin sets used for O-level maintenance operations, with a total of 69 contract line items (CLINs) divided among domestic U.S. Marine Corps (USMC) requirements, Foreign Military Sales (FMS) for Israel, and Advanced Evaluation and Prototype Development (AEPD) support. The solicitation is a 100% small business set-aside with a delivery requirement of 200 calendar days from contract award or option exercise. Offers must be received by June 1, 2026, at 4:00 PM local time, and award will be made to the lowest-priced technically acceptable proposal. All offerors must possess current CMMC Level 2 (Self) certification and a certified DD Form 2345 to access the export-controlled technical data package, which is a material condition of award eligibility.

The contract requires compliance with numerous technical and quality standards, including AS9100D certification throughout performance, proof load testing for sling assemblies, non-destructive inspection where specified, and Item Unique Identification (IUID) marking per MIL-STD-130. Offerors must provide detailed proposals addressing manufacturing capability, test procedures, delivery schedules, quality management systems, and relevant past performance on similar production contracts within the past five years. Pricing must be submitted separately in a dedicated volume using the provided pricing matrix. Technical data deliverables are included as separate line items (CLINs 0066-0069), and FMS CLINs require FOB Origin shipping with Transportation Account Code P28A, while domestic CLINs require FOB Destination delivery to NAVAIR's Lakehurst staging facility.
