STATEMENT OF WORK
1.0 Background and Purpose
This requirement is for laboratory equipment and operational consumable supplies for NAMRU EURAFCENT (NAMRU-EAC).
This procurement is for a brand-name QuantStudio 5 real-time PCR system (0.2 ML) with associated operational and sustainment consumables.
2.0 Salient Characteristics
The most important characteristics that we demand are:
Equipment: All equipment must meet the manufacturer's (Thermo Fisher Scientific) performance specifications for accuracy, reproducibility, and temperature stability. To prevent critical delays in forward-deployed bio-surveillance, the system must utilize native protocols that do not require the development of new Standard Operating Procedures (SOPs), extensive result deviation reporting, or additional non-standard maintenance training.
Condition: Equipment must be new and delivered in its original packaging.
Warranty & Technical Support: The vendor shall provide a comprehensive, manufacturer-backed commercial on-site warranty (covering all parts and labor) for the QuantStudio 5 system, valid for a minimum of twelve (12) months from the date of final Government acceptance at NAS II Sigonella. To sustain mission operations and minimize equipment downtime, the warranty and support package must include the following minimum technical capabilities:
In-Person / On-Site Support: The vendor must possess the capability to provide all-inclusive, on-site diagnostics, maintenance, and repairs directly at the physical delivery location (NAS II Sigonella, Italy). The warranty service must cover all replacement parts and on-site technical labor required to restore the equipment to full operational status. Warranties limited exclusively to "depot-level" repairs (requiring the Government to ship the unit out of Italy) or strictly "remote/phone" support are not acceptable.
Authorized Representation: The vendor must be an officially authorized distributor or service agent for Thermo Fisher Scientific, ensuring that all replacement parts used during repairs are genuine OEM (Original Equipment Manufacturer) components and that the manufacturer's global warranty remains valid.
Technical Assistance: The vendor shall provide direct access to technical support personnel during standard European business hours (Central European Time) to assist NAMRU-EAC scientists with operational inquiries, software integration, and initial equipment diagnostics.
In accordance with DFARS 211.274-4 and military operationalGovernment-Assigned Serial Numbers and Asset Marking:
necessity, the Contractor shall apply Government-assigned serial numbers and equipment registration numbers to the QuantStudio 5 Real-Time PCR Instrument (CLIN 0001 - P/N A29219)
Marking Standard: The Contractor shall apply the Government-assigned registration numbers in a clear, human-readable information (HRI) format directly on the major end-item. The placement, font, and application method of this human-readable information must strictly comply with the latest version of MIL- STD-130 (Marking of U.S. Military Property).
Permanence: The markings must be as permanent as the normal life expectancy of the equipment and capable of withstanding standard laboratory cleaning, disinfection, and environmental conditions.
The Contractor shall register the physical Government-assigned serial number along with theRegistration:
instrument's Unique Item Identifier (UII) in the DoD IUID Registry at the time of electronic delivery submission in Wide Area WorkFlow (WAWF), in accordance with DFARS 252.211-7008.
3.0 Required Supplies
The vendor shall provide the following equipment and operational sustainment consumables:
1. QUANTSTUDIO 5 REALTIME PCR SYSTEM, 96-WELL, 0.2 ML BLOCK (with laptop, SmartStart Orientation and 1-Year Extended Warranty) - P/N A29219 (Qty 1)
