About this file

This is a Request for Proposal (RFP) issued by the Naval Surface Warfare Center Philadelphia Division for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to manufacture large and intermediate type universal Controllable Pitch Propeller (CPP) dummy hubs. The contract will be a Firm-Fixed-Price type with a five-year ordering period and a six-year total performance period. The solicitation seeks to procure two primary line items: 2 Intermediate Balance Arbors and 1 Large Universal Balance Arbor, with each order limited to a minimum of 1 and maximum of 3 units.

Key evaluation factors include estimated completion time, past performance, small business participation, and total evaluated price, with the government using a best value tradeoff source selection process. Offerors must provide certified welding procedures, personnel qualifications, detailed technical proposals, and small business participation documentation. The solicitation emphasizes the dummy hubs' purpose of allowing the Navy to mount and inspect CPP blades in a controlled environment, with universal designs applicable to multiple ship classes including DDG-51, CG-47, LPD-17, LHA-6, and LSD-41. Proposals are due by 13 January 2026, with the government intending to evaluate and potentially award the contract without discussions.

1.1 BACKGROUND

The United States Navy (USN) relies on the use of special lifting and handling fixtures for inspection and repair of USN Controllable Pitch Propeller (CPP) blades. One of these fixtures, referred to as the CPP "Dummy Hub", allows the Navy to mount CPP blades in the same position and orientation as they would be on a real CPP hub, enabling balancing capability, application of blade gages for inspection, and access to the blades pressure and suction faces during repair.

The USN has many different CPP dummy hubs in its inventory with applicability to one ship class and/or one blade design (Right-Hand or Left-Hand Rotation). The latest "universal" dummy hub designs allow for the application of a wide-range of blade designs from different ship classes.

Large-Type Universal Dummy Hub Applicability:

- DDG-51 ATD

- DDG-51 Fleet

- CG-47

Intermediate-Type Universal Dummy Hub Applicability:

- LPD-17

- LHA-6

- LSD-41

1.2 SCOPE OF WORK

This contract involves the manufacture and inspection of large/intermediate type universal dummy hubs.

Each dummy hub assembly includes the following major components:

- Dummy Hub

- Adaptor Plate Sets (for each ship class)

- Mounting Hardware
