ADDENDUM TO FAR 52.212-1
1. INSTRUCTIONS TO OFFERORS
a. In order to be eligible for award, the Offeror must be determined to be responsible per FAR 9.1.
b. This is a 100% small business set-aside solicitation for work package HRMC-043-24, for the cleaning of the supply and exhaust ventilation systems onboard a Los Angeles Class submarine conducted in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified procedures for Certain Commercial Items, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS). Contracts awarded under FAR 13 are not subject to FAR 15.3 procedures. Accordingly, award of a contract under this simplified acquisition solicitation, should an award be made, shall follow the procedures outlined in FAR 13, as supplemented.
c. The offer submitted in response to this solicitation must be in compliance with the requirements as stated in the solicitation, attachments, and work package HRMC-043-24. Offerors are required to meet all solicitation requirements, terms and conditions, representation and certifications, and technical requirements, in addition to those identified as factors. All claimed responsibilities to meet the requirements shall be realistic and are subject to verification by the Government.
d. Offerors shall provide all information requested in RFQ N32253-24-Q-0045. Failure to adhere to RFQ instructions will cause the Offeror’s quote(s) to be deemed ineligible for award. Once a quote is deemed ineligible for award, no further evaluation of quote(s) will commence.
e. The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government’s requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror’s quote.
f. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable. Failure to comply with the terms and conditions of the solicitation may result in rejection of the quote, an unfavorable quote evaluation, or being deemed ineligible for award.
2. QUOTE SUBMISSION
a. The Government intends to evaluate quotes and award a Firm Fixed-Price award without discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines the process to be necessary.
b. Each Offeror shall submit quotes electronically via email in a format readable by Microsoft and Adobe applications. The Contractor shall submit quotes for consideration no later than the due date and time listed in Block 8 of the SF 1449. Only one (1) quote shall be submitted, per Offeror, in response to this requirement.
c. Each Offeror shall submit, at a minimum, the following:
i. SF 1449 Solicitation Document – Offerors are required to fill out the following information on the SF 1449 solicitation document: a price for the CLINs listed and provision 52.204-24 of the solicitation document. The information for 52.204-26 and 52.212-3 will be verified in SAM.gov. Lastly, Offerors are required to fill and sign blocks 30a-30c prior to submission of the SF 1449.
ii. Price Summary – Offerors’ Price Quote shall be submitted and shall contain all detailed information as requested which includes a breakdown of all labor hours, number of employees, material (itemized by price and description), travel costs, and any subcontractor information along with Other Direct Costs (ODCs) in order to be considered eligible. Supplementary information to support their price quote, including but not limited to, a breakdown of unit/material pricing, subcontractor quotes, travel costs, labor categories and labor rates may be requested and shall be provided.
Note: If quoting a Rough Order of Magnitude (ROM) for material purchase, or otherwise, the Offeror shall identify and provide supporting documentation to substantiate the estimated price. A ROM estimate submitted as part of the Offeror’s quote will be considered an Offeror’s firm fixed price offer and will not be subsequently adjusted.
iii. Technical Approach – Offerors are required to provide a detailed statement regarding their technical approach and capability to complete the work package requirements in HRMC-043-24. The technical statement should not simply rephrase or restate the
Government’s requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror’s quote. The technical statement shall not exceed 30 pages.
iv. Vent Cleaning Approval – Offerors are required to provide documentation of their approved vent cleaning procedure by NAVSEA Code 05Z42 and NSWCCD-SSES Code

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
i. Technical
ii. Total Price
See Addendum to FAR 52.212-2 for more information.
Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-cost factor of technical approach.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
There are no options for this requirement.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
ADDENDUM TO FAR 52.212-2
1. BASIS FOR CONTRACT AWARD
A contract may be awarded to the Offeror whose quote conforms to the solicitation’s requirements (to include all stated terms, conditions, representation, certifications, and all other information required by Addendum 52.212-1 of this solicitation) and is judged, based on the evaluation factors, to represent the best value to the Government. Additionally, the Offeror must be deemed a responsible prospective contractor in accordance with FAR 9.1.
2. EVALUATION FOR AWARD
The Government will award a Firm Fixed Price contract from this Request for Quotes (RFQ) to the responsible Offeror whose offer conforming to the RFQ is the Lowest Price Technically Acceptable
(LPTA).
3. EVALUATION FACTORS
a. The evaluation factors represent key areas of importance to be considered in the LPTA selection decision and include:
FACTOR 1: Technical
FACTOR 2: Total Price
Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factor of Technical Approach.
Factor 1 – Technical
Technical factor will receive either an acceptable or unacceptable rating defined below based on an overall evaluation of the Offeror’s Technical Statement, Vent Cleaning Approval, and SPRS Supplier Risk report (see Addendum to FAR 52.212-1, Section 2(c)(iii), (iv), and (v)) . An “UNACCEPTABLE” rating makes a proposal ineligible for award and no further evaluation will be conducted.
Combined Technical Approach/Risk Rating
Rating Description Acceptable Quote meets the requirement of the RFQ, Offeror has a satisfactory SPRS
Supplier Risk Report, and the technical statement indicates an adequate approach to and understanding of the technical requirements set forth in the subject work package, and risk of unsuccessful performance is no worse than moderate
Unacceptable Quote does not meet the requirement of the RFQ, or the Offeror has an unsatisfactory SPRS Supplier Risk Report, or the technical statement indicates an inadequate approach to or understanding of the technical requirements set forth in the subject work package, or risk of unsuccessful performance is high
“Risk” is defined as the potential for unsuccessful contract performance. The consideration of risk assesses the degree to which an Offeror’s proposed approach to achieving the technical factor may involve risk of disruption of schedule, increased cost or degradation of performance, the need for increased Government oversight, and the likelihood of unsuccessful contract performance.
A “Satisfactory SPRS Supplier Risk Report” means that the the Offeror’s SPRS Supplier Risk Report is categorized as green, blue, purple, or the Offeror’s performance record has no score (black). Note that Risk reports categorized as red or yellow are also considered satisfactory SPRS Supplier Risk Reports but additional mitigation efforts will be required upon award.
An “Unsatisfactory SPRS Supplier Risk Report” means that the Offeror’s SPRS Supplier Risk Report is categorized as gray and indicates that an Offeror has been debarred or otherwise.
Factor 2 – Total Price
Total Price will not be scored or rated. The Government will evaluate the total price for its reasonableness in accordance with various analysis methods listed in FAR 13.106-2 and FAR 15.404-1. The total price is defined as the calculated sum of all priced CLINs in this solicitation.
