STATEMENT OF WORK
Performance Based Statement of Work For U. S. Naval Test Pilot School
USNTPS QUALITATIVE EVALUATION
1.0 Introduction: The U. S. Naval Test Pilot School (USNTPS) is acquiring flight demonstration flight support qualitative evaluation program.
2.0 Background: The USNTPS trains engineering flight test pilots and flight test engineers for the Department of Defense, Department of Homeland Security, and international flight test organizations. The Qualitative Evaluation (QE) Program institutionalized within the USNTPS is a major facet of the curriculum that provides a wide variety of aircraft with differing flying qualities and performance characteristics to the students. The training augments and rounds the education received in aircraft that are organic to USNTPS. Prior to participation in the QE Program at USNTPS, an inspection of the contractor’s equipment, maintenance practices, and flight discipline must be completed.
This inspection is conducted by USNTPS staff personnel at the contractor’s place of business.
3.0 Scope:
3.1 The contractor shall provide up to 50 demonstration flight hours in an aerobatic Extra-300 aircraft to USNTPS student and instructor pilots, and UX-24 / HX-21 personnel to support student and pilot training. The flights will be conducted during the period 1/26/2026– 6/30/2026. (CLINs 0001-0003, 0007-0009, and 0013-0015).
3.2 Flight demonstrations shall take place at the U.S. Naval Test Pilot School which will require the contractor to ferry the aircraft to NAS Patuxent River, MD. The total of flight hours in paragraph 3.1. does not include the ferry time required for transporting the aircraft to and from NAS Patuxent River. Ferry time for one flight from the contactor’s location to Patuxent River and a return flight to the contractor’s location for each aircraft will be priced at a fixed rate. Travel expenses for the contractor pilot and maintainer will be costed separately and will be in accordance with Joint Travel Regulations. (CLINs 0004-0006, 0010-0012, and 0016- 0018).
3.3 Prior to participation in the QE Program at USNTPS, an inspection of the contractor’s equipment, maintenance practices, and flight discipline must be completed. This inspection is conducted by USNTPS staff personnel with the demonstration aircraft and pilot available for inspection at KNHK or 2W6 airports. If within close proximity to KNHK, USNTPS may elect to perform the survey at the contractor’s location. A flight checkout is required with one of the intended contractor pilots, with eventual checkout flights of all contractor/safety pilots required. All discrepancies noted in the inspection must be fixed and documented at the time of proposal submission.
4.0 Applicable Documents. The contractor is responsible for review and adherence to the following applicable documents, as they apply to this contract:
4.1. SECNAVINST 3770.1 Series: Use of Department of the Navy Aviation Facilities by Other Than
United States Department of Defense Aircraft
4.2. CNAF-M 3710.7 Series: NATOPS General Flight and Operating Procedures
4.3. UNSTPSINST 3710.2 Series: Visiting Aircraft Standard Operating Procedures
4.4. USNTPSINST 3710.3 Series: Qualitative Evaluation Program
5.0 Period of Performance. The period of performance for this flight Qualitative Evaluation is 1/26/2026– 6/30/2026, with exact flight dates set by the USNTPS training schedule. This period will include a base period of 1/26/2026-2/13/2026 and an option period from 2/14/2026-2/20/2026. The additional 1-week period will be determined by the USNTPS Qualitative Evaluation Program.
6.0 Performance Requirements. During each flight, the longitudinal and lateral-directional flying qualities will be demonstrated and evaluated throughout the aircraft’s operating envelope. The contractor or contractor-approved pilot-in-command, hereafter referred to as the Contractor Demonstration Pilot (CDP), shall be in the airplane for all flights and shall act as the pilot-in-command. The CDP will occupy the normal crew position within the aircraft. Contractor support services shall include:
6.1. A thorough, 1-hour briefing for each student covering aircraft systems, limitations, and procedures.
6.2. A CDP to act as the pilot-in-command for all flights.
6.2.1. A summary of the CDP’s flight experience (flight hours/ratings/records) will be furnished to the Test Pilot School Operations Department.
6.3. Maintenance, oil, special equipment, and any other support services associated with the operation of the aircraft.
6.3.1. The contractor shall comply with Federal regulations for all hazardous material as found in the Code of Federal Regulations (CFR), Title 40, Parts 260-265, 270, 300 and state regulations for hazardous wastes found in the Code of Maryland Regulations (COMAR), Title 10, Subtitle 26. The contractor shall be responsible for transportation, accumulation, and turn-in of regulated and hazardous waste, waste oils/fuels if not previously agreed to. Material safety data sheets for all hazardous materials brought on station will be mailed to USNTPS, Hazardous Waste Program Manager, Code 55TP91A, at least two weeks prior to arrival.
6.4. Any flight gear specific to the aircraft type.
6.5. Fully operational fixed-wing multi-seat aircraft which:
6.5.1. Must meet applicable FAA standards for the appropriate category and class.
6.5.2. Satisfies all scheduled and required maintenance periods such that the aircraft will be available throughout the contracted flight hour period and calendar duration for each demonstration/evaluation period.
6.5.3. Required to operate in Day VMC within controlled airspace requiring a Mode 3C transponder and VHF communications.
6.5.4. Desired to have IMC capability to transit to VMC conditions for executing the syllabus as needed
6.5.5. Desired to have UHF communications in addition to VHF communications.
6.5.6. Aircraft that has two sets of flight controls that can be operated by the student test pilots from the front or primary seat and by the student test engineers from the back or secondary seat.
6.5.6.1. Highly desired for student test pilots, who are all qualified military aviators, to take off and land the aircraft.
6.5.7. Aircraft and pilot capable of safely demonstrating the following aerobatic maneuvers:
1-g Stall Slow Flight Turning Stall Skidded Turn Stall Accelerated Stall Aileron Roll Barrel Roll Loop ½ Cuban 8 Immelman Split-S Knife Edge Hammerhead
Lomcevak (desired, not required) Outside Turn Outside Loop Normal, upright Spin Aggravated Upright Spin Normal Inverted Spin Flat Upright Spin
6.6. Paperwork and approvals completed to operate at the flight demonstration locations aforementioned in paragraph 3.0.
6.7. Aircraft(s) and crew(s) capable of providing 50 demonstration hours in a 3-week timeframe (base) and 1-week additional (option as described in section 5.0).
6.7.1. Multiple aircraft with adequate crew personnel offer the beneficial option to complete the flight period in 3-weeks while also providing redundancy.
USNTPS may limit the number of flights to 4 flights per day per pilot and may restrict flying to Monday – Friday.
6.7.2. Due to scheduling restrictions, flights are primarily scheduled in the morning or the afternoon, limiting the number of sorties that can be completed in a single day.
6.8. Access to the aircraft and associated maintenance records and logs for inspection by USNTPS during the period of performance.
In addition to all applicable Federal Aviation Regulations, the minimum qualifications for the CDP follow. The safety pilot is to be FAA Certified Commercial Pilot rated in the demonstration aircraft. In addition to all applicable Federal Aviation Regulations, the minimum qualifications for the contractor furnished safety pilot are:
A Certified Flight Instructor (CFI) as required by USNTPSINST 3710.3 Series.
A minimum of 500 flight hours.
A minimum of 250 flight hours first pilot time in airplanes.
A minimum of 50 hours in the demonstration aircraft, with not less than 5 hours in the demonstration aircraft within the previous 60 days prior to flight operations at Patuxent River, MD.
6.9. Must have a current FAA Commercial pilot certificate with current medical qualifications and required aircraft certifications.
6.10. An initial safety pilot qualification flight and NAS Patuxent River local area familiarization will be completed prior to student flights. If these flights are not completed during the initial checkout, they will be executed concurrently with hours specified in paragraph 6.1 at cost specified in paragraph 9.0. If the safety pilot has flown demonstration flights with USNTPS within the preceding year, the initial safety pilot qualification flight is not required.
6.10.1. The number of safety pilots should be limited to the minimum necessary. If more than two safety pilot checkouts are required, the contractor must provide sufficient justification to USNTPS for additional pilots due to the additional cost, time and effort required of USNTPS to checkout those pilots.
7.0 Actual flight time for reporting purposes is defined in CNAF-M 3710.7 Series. During ferry flights to/from the designated check ride or QE location, the “flight hour rate with fuel cost” is defined as the total cost for the ferry pilot, aircraft usage, fuel and maintenance. Once at the designated check ride or QE location, the “flight hour rate without fuel” will apply. For “flight hours without fuel cost”, USNTPS will provide JP-5, JP-8 or 100LL and therefore will not be billed for fuel costs from the contractor. The safety pilot, aircraft usage and maintenance costs will still be included however. USNTPS will provide hangar and flight line space for the duration of the demonstration flight period. In the event the aircraft requires extended maintenance, hangar space will be provided for up to two additional weeks. It remains the responsibility of the contractor to provide the maintenance of the aircraft. Government provided maintenance personnel will assist with aircraft movement into and out of the hangar. At the discretion of the USNTPS Maintenance Officer, limited maintenance assistance may be provided for routine maintenance tasks; however, USNTPS will not be held liable for their actions. Aircraft reposition or ferry costs should be specified, up to 5 hours per period. This flight cost is in addition to the demonstration flight hours as defined in paragraph 3.0.
8.0 The contractor maintains liability for any damage or loss of the aircraft and third party liability.
8.1. Current insurance, permitting requirements, and necessary forms are defined by SECNAVINST 3770.1 Series. Requirements and forms can be obtained via the following website:
http://www.navfac.navy.mil/products_and_services/am/products_and_services/afl/getting _started.html
Note that when DD Form 2400 states a Combined Single Limit amount and then follows it with the phrase "sublimited to $100,000 per passenger", the stated amount (e.g.
$1,000,000) is the total coverage and the $100,000 per passenger is within the $1,000,000, not in addition to it. This would mean that the coverage would not meet the minimum requirement. As an example, for aircraft less than 12,500 lbs with 3 passenger seats, the minimum is $500,000 bodily injury plus $500,000 property damage plus $300,000 for passenger seats, for a total of $1,300,000.
