About this file
This is a Request for Quotation (RFQ) issued by the Naval Air Warfare Center Air Division for Chell pressure scanner equipment. The RFQ number is N0042126Q1317, issued on 27 August 2026, with quotations due by 01 September 2026. This is not a small business set-aside.
The procurement seeks ten line items consisting of Chell 2416 pressure scanners and one Chell 2401 barometric pressure standard for the Propulsion and Power Evaluation Facility (PSEF). Specifically required are four pressure scanners rated at +/-1 psid with 16 channels, four scanners at +/-5 psid with 16 channels, one scanner at -12 to 15 psid with 16 channels, one scanner at -12 to 500 psid with 16 channels, and one barometric pressure standard with 11-16 psia calibration range. All equipment must feature 0.03% accuracy (0.02% for the barometric standard), 1/8 compression fittings, power over ethernet, TCP/IP/UDP connectivity, KPT (NetScanner) connections, and support both Chell and NetScanner emulation protocols to ensure compatibility with existing Pressure Systems equipment. Delivery is requested by 20 November 2026 to Naval Air Systems Command at Patuxent River, Maryland. The warranty period is limited to 12 months from delivery date. All quotations are firm fixed price, and the government is tax-exempt. Contact information for technical questions is provided for Melvin Yost and Robert Fabbri at the Propulsion Systems Evaluation Facility.

Section C - Description/Specifications/Statement of Work
Performance Work Statement
Propulsion and Power Evaluation Facility
New High performance Pressure calibrator system
1.0 Introduction
The Propulsion and Power Evaluation Facility (PSEF), evaluates the structural and material aspects of gas turbine engines under simulated conditions.
Tests are performed primarily for the Navy and Marine corps, however stakeholders and customers from all the service branches rely on PSEF's data and stringent testing processes. Data is collected and analyzed for determining performance, life cycle, and failure cause modes. PSEF will need to acquire the latest, modernized, pressure scanning system because the current Pressure Systems scanners are no longer in business, nor supported by any manufacture. The acquisition of a Chell Pressure scanner system emulates and utilizes the compatible hardware saving the taxpayer. Chell's NetScanner emulation allows PSEF engineers to gradually update pressure scanner modules, that will work alongside the older Pressure System units.
The Chell modules utilize the same cabling and power distribution as the older Pressure Systems scanners. Chell's hardware compatibility will save the facility and taxpayer money compared to comparable pressure scanners. The cost of integrating Chell pressure scanners into PSEF's data acquisition network will be lower due to the NetScanner emulation mode Chell provides.
PSEF's existing pressure scanners, made by Pressure Systems, are no longer manufactured, or supported because Pressure Systems is no longer in business. Given the fifteen years these pressure scanners have been in service at PSEF, channels and entire units have begun to malfunction, and some have drift off their designated calibration. Many of PSEF's stock of Pressure Systems scanners are no longer suitable from a reliability standpoint.
Modules need to be replaced to maintain a high level of accuracy on the data PSEF delivers to customers and stakeholders. The system will need to be updated, although PSEF engineers have implemented creative workarounds to correct and utilize a dwindling stockpile of Pressure System units.
Updating pressure scanners will provide PSEF with the capability to provide clear, concise and accurate data during operations. The new Chell pressure scanners offer PSEF engineers flexibility, because the Chell scanners work in conjunction with the old Pressure System units. Chell's unique ability to emulate in NetScanner mode allows for a soft transition to a newer, manufacturer supported pressure scanner system.
2.0 Scope
The goal of this update is to replace pressure scanner components that no longer function reliably to support pressure/vacuum data acquisition in PSEF's associated engine test cells. PSEF test cells that utilize a pressure scanner system support T64, T56, T408, AE1107, T700, T701, T401 and T901 testing across all branches of service. The new Chell modules will allow instrumentation engineers with flexibility to replace only the Pressure System modules that need to be taken out of service due to errors and faults. PSEF's current plan is to replace barometric pressure standards and pressure scanner modules in a single test cell. The existing working stockpile of Pressure System units will be re-distributed to other PSEF test cells till they need to be replaced or funding is allocated for their replacement. Replacing faulty units allow greater data accuracy and reliability. Updating pressure scanners will allow PSEF to acquire critical data to help meet all our future testing requirements. The manufacturer shall provide materials for a fixed fee and meet the technical requirements listed below.
