About this file

This Request for Quotation (RFQ) N0042126Q1149, issued by the Naval Air Warfare Center Air Division on 27 April 2026, seeks procurement and installation of a comprehensive antenna system and communications suite for the CH-53K helicopter platform at Patuxent River, Maryland. The quotation deadline is 30 August 2026, with required delivery by 1 June 2026. This is not a small business set-aside. The procurement includes 13 line items totaling various quantities of RF cabling, connectors, antenna mounts, coaxial switches, pipe materials, mounting hardware, surge protectors, and cable assemblies. Item 0001 requires ACG Services on a firm fixed price basis for one lot. The contractor must provide installation services as a complete "turn-key" solution, integrating SATCOM antenna systems compatible with MUOS, DAMA, and Dedicated Waveform communications; military-grade VHF/UHF antennas supporting encrypted and unencrypted PRC-117 communications; RF splitter/amplifier units; a second communications mast with sufficient structural integrity; and all supporting mounting hardware and RF cabling.

Quotations should be submitted to Annie Bohmann at the Naval Air Warfare Center Air Division, Building 439 Suite F, 47110 Liljencrantz Road Unit 7, Patuxent River, MD 20670-1545 (240-572-9625; annie.n.bohmann.civ@us.navy.mil). Inspection and acceptance will occur at the Naval Air Warfare Center Air Division with Joseph Pham as the Technical Point of Contact (joseph.k.pham4.civ@us.navy.mil). All deliveries are FOB Destination. Payment requests and receiving reports must be submitted electronically through Wide Area WorkFlow (WAWF) at https://wawf.eb.mil/. The contract includes standard federal acquisition clauses addressing cybersecurity (DFARS 252.204-7012), electronic payment submission, system for award management maintenance, and various representations and certifications regarding covered defense telecommunications equipment, hexavalent chromium prohibition, buy American compliance, and whistleblower protections. Early and partial shipments are acceptable; electronic equipment must be marked with "DO NOT SCAN" stickers. Receiving hours are Monday through Friday, 0630-1500 EST.

Section C - Description/Specifications/Statement of Work Statement of Work

1.0 SCOPE

To procure and install a comprehensive communications suite to support the current and future operational requirements of the CH-53K helicopter platform. The installation shall integrate with current system and provide robust and scalable capabilities for both satellite and line-of-sight communications.

2.0 BACKGROUND

The current mission system profiles for the CH-53K program demand greater flexibility than our third-party support contractor can provide, often leading to scheduling conflicts and delays. To mitigate these issues and enhance operational readiness, this project will install a permanent, government-controlled communications suite.

This one-time installation will provide the H-53 Test Team with the autonomy to manage and execute testing schedules without external dependencies. By eliminating recurring contractor costs and associated delays, the program will achieve maximum scheduling flexibility and significant cost avoidance. The return on investment (ROI) for this initiative will be realized upon the first operational use of the new antenna systems.

3.0 REQUIREMENTS

1. The contractor shall provide, install, and test the following equipment to meet the specified operational needs. The installation shall be a complete "turn-key" solution.

Item# Component Requirement Specification

2.1 SATCOM

Antenna System The contractor shall install one (1) SATCOM antenna system fully compatible with Military University/User Objective System (MUOS), Demand Assigned Multiple Access (DAMA), Dedicated, and Integrated Waveform communications. The delivery shall include all associated gear, such as transceivers, modems, and power supplies, required for a fully operational system.

2.2 Military

VHF/UHF

The contractor shall install one (1) military-grade VHF/UHF antenna capable of supporting both encrypted (secure) and unencrypted (non-secure) PRC-117 Antenna communications. This system is necessary as the current civilian VHF station does not support this requirement.

2.3 RF Signal

Distribution The contractor shall install one or more 1-to-4 Radio Frequency (RF) splitter/amplifier units to ensure signal integrity and accommodate future system growth.

2.4 Antenna Mast The contractor shall install a second communications mast. The mast's structural integrity, length, and circumference must be sufficient to support all specified antenna systems. Its placement must ensure a clear Line-of-Sight (LOS) to parked aircraft and provide reliable communications with in-flight aircraft at extended operational ranges.

2.5 Installation Hardware & Cabling

The contractor shall provide all supporting mounting hardware, RF cabling, and routing clamps required for a complete and secure installation of all components specified in this SOW.
