STATEMENT OF WORK

Performance Based Statement of Work For U. S. Naval Test Pilot School

USNTPS QUALITATIVE EVALUATION

1.0 Introduction: The U. S. Naval Test Pilot School (USNTPS) is acquiring flight demonstration support of its Qualitative Evaluation flight exercise.

2.0 Background: USNTPS trains engineering flight test pilots and flight test engineers for the Department of Defense, Department of Homeland Security, and international flight test organizations. The Qualitative Evaluation (QE) Program institutionalized within USNTPS is a major facet of the curriculum that provides a wide variety of aircraft with differing flying qualities and performance characteristics to the students. The training augments and rounds the education received in aircraft that are organic to USNTPS. Prior to participation in the QE Program at USNTPS, an inspection of the contractor’s equipment, maintenance practices, and flight discipline must be completed. This inspection is conducted by USNTPS staff personnel at the contractor’s place of business.

3.0 Scope:

3.1. The contractor shall provide up to 25.0 demonstration flight hours in a T-33 (also known as “CT-133” or “CT-33”) aircraft to support the USNTPS Fixed Wing QE 1 exercise and VX-23. Up to 20.0 hours shall be provided for USNTPS and up to

5.0 hours shall be provided for VX-23. Each flight is expected to provide 1.0 hours of flight time to the USNTPS student or staff member or VX-23 aircrew aboard as logged IAW CNAF M-3710.7 (takeoff roll to final landing touchdown, plus five minutes). The flights will be conducted during the period from 01 May to 04 June 2023, with preferred flying days spanning from 01 May to 18 May and coordinated between the contractor, USNTPS, and VX-23. (CLIN 0001)

3.2. Flight demonstrations shall take place at the USNTPS flight line, which will require the contractor to ferry the aircraft to NAS Patuxent River, MD. The total of flight hours in paragraph 3.1. do not include ferry flights required for transporting each contractor aircraft to and from NAS Patuxent River. Flight hours required to ferry each aircraft between the contactor’s location or aircraft home station and NAS Patuxent River will be priced at a fixed rate. Travel expenses for the safety pilot and maintenance personnel (if applicable) will be priced separately and shall be in accordance with Joint Travel Regulations.

(CLIN 0002)

3.3. Prior to participation in the QE Program at USNTPS, an inspection of the contractor’s equipment, maintenance practices, and flight operations must be completed. This inspection is conducted by USNTPS staff personnel at the contractor’s place of business or at an agreed-upon location, and typically involves separate ground (maintenance) and flight (operational) segments. All discrepancies noted in the inspection must be corrected and documented at the time of proposal submission. After a satisfactory initial inspection, only maintenance practices must be re-inspected every two years. If five years have elapsed since the last use of the contractor or aircraft, then a full inspection must be repeated. This contractor and aircraft were last used in October 2022, and the maintenance inspection of the aircraft was last conducted in May 2022.

4.0 Applicable Documents. The contractor is responsible for review and adherence to the following applicable documents, as they apply to this contract:

4.1. SECNAVINST 3770.1 Series: Use of Department of the Navy Aviation Facilities by Other Than United States Department of Defense Aircraft

4.2. CNAF M-3710.7 Series: NATOPS General Flight and Operating Procedures

4.3. USNTPSINST 3710.2 Series: Visiting Aircraft Standard Operating Procedures

4.4. USNTPSINST 3710.3 Series: Qualitative Evaluation Program

5.0 Period of Performance. The period of performance for this QE exercise is 01 May to 04

June 2023, with preferred flying days spanning from 01 May to 18 May and coordinated between the contractor, USNTPS, and VX-23.

6.0 Aircraft Requirements.

6.1. One fully operational T-33 aircraft (“the aircraft”) is required to complete up to

25.0 hours of flight demonstration exercises.

6.2. The aircraft shall be configured with dual flight controls (capable of being flown from the either seat).

6.3. The aircraft must meet applicable FAA standards for the appropriate category and class.

6.4. The aircraft shall have completed all required maintenance such that the aircraft will be available throughout the contracted flight hour period and calendar duration for each demonstration/evaluation period.

6.5. The aircraft must be capable of operating in Visual Meteorological Conditions (VMC) during daytime hours within controlled airspace requiring a Mode 3-C transponder and Very High Frequency (VHF) radio communications. Automatic Dependent Surveillance - Broadcast (ADS-B) equipment is not required unless this QE exercise involves flight into airspace requiring ADS-B equipment.

6.6. The aircraft must be authorized to operate using one of three fuels provided at NAS Patuxent River: JP-5, JP-8, or 100LL.

7.0 Safety Pilot Requirements. A contractor or contractor-approved pilot-in-command (“the safety pilot”) is required. The safety pilot’s certificates, ratings, endorsements, and recency of experience shall satisfy all applicable Federal Aviation Regulations for flying the T-33 aircraft, and the safety pilot shall meet the following minimum experience, Federal Aviation Administration (FAA) certification, and general qualification requirements:

7.1. At least 500 flight hours.

7.2. At least 250 flight hours as first pilot (pilot in command) in airplanes.

7.3. At least 50 hours in the T-33, with not less than 5 hours in the T-33 within the previous 60 days prior to flight operations with USNTPS or VX-23 personnel aboard.

7.4. Have a current Commercial Pilot certificate with instrument rating or a current Airline Transport Pilot certificate with appropriate commercial privileges (if required), as well as other privileges, ratings, and endorsements appropriate for the T-33 aircraft.

7.5. Have a current Flight Instructor (CFI) certificate with appropriate ratings for the T-33 aircraft.

7.6. Have a current 1st or 2nd class medical certificate.

7.7. Attend a one-time Crew Resource Management (CRM) brief presented by an appropriate USNTPS representative. This brief is not required if the safety pilot has received the brief as part of a previous QE exercise.

7.8. Complete an operational evaluation flight and/or an NAS Patuxent River local area orientation flight with an appropriate USNTPS representative, if required.

These flights will be executed concurrently with hours specified in paragraph 6.1 at the costs specified in paragraph 9.0. If the safety pilot has previously been evaluated by USNTPS as part of a flight operations evaluation and the contractor and aircraft have been used within the preceding five years, then the operational evaluation flight is not required. If the safety pilot has flown demonstration flights with USNTPS at NAS Patuxent River within the preceding year, then the local area orientation flight is also not required.

8.0 Performance Requirements. During the flights, the flying qualities, performance characteristics, and onboard systems of the aircraft will be evaluated throughout the aircraft operating envelope. The safety pilot shall be in the aircraft for all flights and shall act as the pilot-in-command. The contractor shall provide the following:

9.0 Costing and Maintenance Support. Flight hours shall be calculated in accordance with

CNAF M-3710.7 (takeoff to landing, plus 5 minutes) and billed in increments of 0.1 hours.

For hours flown during contractor aircraft ferry flights from the aircraft home station to NAS Patuxent River, USNTPS/VX-23 will pay the “flight hours with fuel” rate, which includes all costs of aircraft usage, maintenance, and contractor fueling. For hours flown during demonstration flights and for the first flight leg from NAS Patuxent River back to the aircraft home station, USNTPS/VX-23 will pay the “flight hours without fuel” rate, which includes all costs of aircraft usage and maintenance but excludes the cost of fueling.

USNTPS/VX-23 will provide JP-5, JP-8, or 100LL fuel as applicable to the contractor aircraft during demonstration flights at NAS Patuxent River and for the first flight leg back to the aircraft home station. If more than one flight leg is required to ferry the aircraft back to the home station, USNTPS/VX-23 will pay the “flight hours with fuel” rate for additional, required flight hours. Daily rates for safety pilots and maintenance personnel (if applicable) will be charged separately. USNTPS/VX-23 will provide hangar (if available) and flight line space for the duration of the demonstration flight period. In the event the aircraft requires extended maintenance, hangar space will be provided for up to two additional weeks. It remains the responsibility of the contractor to provide for maintenance of the aircraft. Government provided maintenance personnel will assist with aircraft movement into and out of the hangar. At the discretion of the USNTPS or VX-23 Maintenance Officer, limited maintenance assistance may be provided for routine maintenance tasks; however, USNTPS/VX-23 will not be held liable for their actions.

10.0 Liability and Insurance. The contractor shall maintain liability for any damage or loss of the aircraft, as well as third-party liability.

10.1. Current insurance, permitting requirements, and necessary forms are defined by

OPNAVINST 3700.19 Series. Requirements and forms can be obtained via the following website: https://www.cnic.navy.mil/om/calp.html.

10.2. Note that when DD Form 2400 states a Combined Single Limit amount and then follows it with the phrase "sub-limited to $100,000 per passenger", the stated amount (e.g. $1,000,000) is the total coverage and the $100,000 per passenger is within the $1,000,000, not in addition to it. This would mean that the coverage would not meet the minimum requirement. As an example, for aircraft less than 12,500 lbs with 3 passenger seats, the minimum is $500,000 bodily injury plus $500,000 property damage plus $300,000 for passenger seats, for a total of $1,300,000.

12.0 Contract Line Item Number (CLIN) Descriptions.

12.1. CLIN 0001 (Flight Hours): Flight hour rates include costs as defined in paragraph

9.0. The expected sortie duration will be 1.0 hours per USNTPS/VX-23 crewmember, for a total not to exceed 25.0 hours. Sortie completion determination will be the responsibility of the QE Program Manager. If a sortie does not meet the training objectives due to an aircraft failure or non-performance of the safety pilot, the hours for that flight will not be accrued towards the total contract. If a sortie does not meet training objectives because it returned early due to a weather recall initiated by the USNTPS, then any hours completed will be accrued. Flight hours shall be calculated in accordance with CNAF M-3710.7 (takeoff to landing, plus 5 minutes) and entered into the NAVAIR Flight Information Scheduling Tool (FIST) after flight. Flight hours shall be billed in increments of 0.1 hours.

12.2. CLIN 0002 (Ferry Flight and Travel): The contractor shall ensure the aircraft is on station and ready for all flight events. One round-trip ferry mission from the aircraft’s home station to NAS Patuxent River, MD is expected for each performance period. The aircraft is expected to remain on station during the entire performance period until all flight hours are complete. Prior coordination with the QE Program Manager or Fixed Wing QE Exercise Monitor is required to fly the aircraft off station during the performance period (i.e. a weekend airshow). Any aircraft relocation that does not support USNTPS/VX-23 will not accrue an additional ferry flight. Travel expenses cover the cost of lodging, rental vehicles, and per diem IAW Joint Travel Regulations. Travel expenses will be charged for up to one day prior to the first scheduled flight to one day after the last flight is completed.
