About this file
This is a solicitation for a firm fixed price, cost plus fixed fee, and cost no fee hybrid contract for DDRx (Direct Digital Receiver) Sustainment Support services.
The solicitation, issued by the Naval Supply Fleet Logistics Center Norfolk (NAVSUP FLT LOG CTR NORFOLK), seeks support for BAE Systems DDRx equipment and components at ROTHR (Radar and Over-the-Horizon Radar) receive sites located in Texas, Virginia, and Puerto Rico, with work also potentially performed at the supplier's facilities in Australia. The base contract period runs from June 26, 2026 through June 25, 2027, with four option periods extending through June 25, 2031. Sealed proposals must be submitted electronically by June 5, 2026 at 10:00 AM EST to lauren.a.lauver.civ@us.navy.mil. The contract includes five contract line items (CLINs): engineering services (firm fixed price), repair support services for bonded stock procurement (firm fixed price), repair services (cost plus fixed fee), software support travel (cost no fee), and a contract data requirements list (not separately priced). Option periods mirror the base period structure across Texas/Virginia sites and add Puerto Rico coverage in Option II and beyond. Key services include replacement of degraded equipment, technical support and post-design services, software support and management, Risk Management Framework cybersecurity compliance support, and asset return logistics. The Government will furnish a test fixture for troubleshooting and development purposes. The contractor must comply with DoD cybersecurity requirements, maintain qualified personnel, provide identification badges for site access, and submit monthly progress reports with quarterly payment for the base year. Award is based on fair and reasonable pricing from a responsible offeror; this is identified as a sole-source procurement. Small business subcontracting plans are required.
