About this file

This is a Request for Quote (RFQ) for Telecommunication Engineering Services issued by the U.S. Navy under solicitation number N0018926QL245. The procurement is designated as a Women-Owned Small Business (WOSB) set-aside, with NAICS code 517810 and a size standard of $30.5 million. The solicitation was issued on July 16, 2026, with quotes due by July 21, 2026, at 10:30 AM Eastern Time. The contracting activity is FLC Norfolk, with contact information provided for Ivy Cuffee (757-443-1628) and Samantha Ballance for solicitation inquiries.

The requirement is for one lot of Telecommunication Engineering Services to enhance telecommunication systems, awarded on a Firm Fixed Price (FFP) basis with a performance period from August 1, 2026, to July 31, 2027. Performance will occur at U.S. Fleet Forces Command, Norfolk, Virginia (DoDAAC N00060), with Robert Courville as the point of contact. Quotes must address technical specifications including technical documentation, maintenance requirements, repair and troubleshooting guidance, parts lists, and current lead-times. Quoters must also warrant that products are new and in original packaging, with technical assistance available for installation and on-site acceptance testing. Evaluation will be based on two factors: Factor I (Technical Specifications) on an Acceptable/Unacceptable basis, and Factor II (Price), with award to the lowest-priced technically acceptable quote. The Government intends direct award without exchanges and reserves the right to establish a competitive range or conduct exchanges if necessary.

The following factors shall be used to evaluate quotes: Factor I, Technical Specification and Factor II, Price. The Government will award to the lowest priced quote with an "Acceptable" rating for Factor I - Technical Specifications unless the contracting officer is aware of past performance information related to such quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes with an "Acceptable" Factor I rating, conduct a price, past performance tradeoff, and award to other than the lowest priced quote with an "Acceptable" Factor I rating.

The Government intends to award a contract without exchanges. The establishment of a competitive range is not anticipated. Accordingly, each quoter should submit its most favorable terms from a price and technical standpoint. However, the Government reserves the right to establish a competitive range and conduct exchanges if later determined by the PCO to be necessary. The Government reserves the right to award a firm fixed price award to other than the lowest priced quoter; award a firm fixed priced without exchanges; or award a firm fixed priced after exchanges, whichever is in the best interest of the Government.

A written notice of award or acceptance of a quote e-mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote shall result in a binding contract without further action by either party. This procurement is being conducted under FAR Part 12.

Non-Price Quote Evaluation Criteria:

Factor I - Technical Specifications The vendor's overall technical approach will be evaluated on its ability to successfully meet the requirements of the solicitation and the items vendors are directed to address above in Factor I: Technical Specifications of the

ADDENDUM FAR 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS. The Government will evaluate Factor I on an Acceptable /Unacceptable basis using Ratings Table 1 below.

NOTE: A rating of "Unacceptable" for Factor I means that the quoter's quote is not awardable and will not be further evaluated.

Price Quote Evaluation Criteria:

Factor II - Price:

A vendor's quoted price will be determined by adding all extended amounts for all CLINs, which are comprised of all items listed within the quote. If the lowest priced quote is evaluated as technically acceptable, that quote represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that quoter without further consideration of any other quotes.

Price will be evaluated in accordance with FAR Part 12. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of prices quoted. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.

Additionally, the government may request quoters to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items or uncertified cost and pricing data. Failure to submit the requested information may result in disqualification of the submitted quote.

Ratings Table These ratings will be used in the evaluation of Factor I - Technical Specifications TABLE 1
