DESCRIPTION OF SUPPLY
Procurement of High-Resolution Correlation Optical Time-Domain Reflectometer (C- OTDR)
1.0 Background
The United States Naval Observatory (USNO) is responsible for the production and dissemination of Precise Time, Astrometry, and Earth Orientation Parameters (EOP) to the Department of Defense (DoD) and Intelligence Community (IC) for use in navigation under DoD Instruction (DoDI)
4650.06. This mission includes maintaining the Master Clock for the DoD; maintaining and distributing Network Time Protocol (NTP); maintaining and disseminating GPS timing products and services; Two-Way Satellite Time Transfer; development and dissemination of Earth Orientation Data products to the DoD; telescope operations and maintenance; Astrometric Observations analysis; and Celestial Reference Frame management.
The successful operations of all these activities require management and maintenance of multiple highly specialized pieces of astronomy and physics equipment, including atomic clocks, lasers, auxiliary electronics, mirror systems, laboratory equipment, camera and detector systems, etc.
USNO is required to send timing signals over precisely calibrated fiber optic links. This SOW outlines the minimum technical requirements and salient characteristics for the procurement of one (1) customized metrology-grade Correlation Optical Time-Domain Reflectometer (C-OTDR) to support precision fiber optic network characterization and signal latency measurements.
2.0 Scope and Objective
The objective of this procurement is to acquire a customized Luciol Instruments LOR-220 series (or exact technical equivalent) photon-counting C- OTDR. The instrument shall be utilized to perform ultra-high-resolution, single-ended distance and propagation delay measurements on passive Single-Mode Fiber (SMF) links spanning hundreds of meters.
3.0 Requested Part Number
Based on the specific operational requirements, the requested configuration is aligned with the following manufacturer part number:
- Manufacturer: Luciol Instruments
- Proposed Part Number: LOR-223-SMF-1310FP/1550FP/1650FP- AFC
4.0 Salient Characteristics / Minimum Technical Requirements
The vendor shall provide one (1) C-OTDR meeting the following strict technical specifications.
Note: Due to the requirement for sub-centimeter spatial resolution for accurate one-way delay inference, standard telecommunications OTDRs utilizing long pulse widths for high dynamic range shall not be accepted.

- Light Source Technology: All three optical sources shall utilize Fabry-Perot (FP) Lasers to ensure the necessary power, coupling efficiency, and high-speed modulation required for nanosecond pulse generation.
Light Emitting Diodes (LEDs) are strictly unacceptable.
4.2 Performance & Resolution Requirements:
- Technology: The unit shall utilize photon-counting or correlation OTDR (C-OTDR) technology.
- Optical Pulse Width: Shall be capable of generating ultra-short optical pulses of 1 nanosecond (1
ns) or less.
- Event Dead Zone: Shall not exceed 15 centimeters (cm).
- Spatial Resolution: Shall be capable of resolving closely spaced events separated by as little as 10 cm.
- Refractive Index (IOR) Input: The unit's software shall allow the operator to manually input and adjust the Group Refractive Index (n) with high precision for accurate propagation delay calculations.
4.3 Hardware & Interface:
- Optical Connector: The unit's optical test port shall be fitted with an AFC (Angled Physical Contact / FC- APC) style connector to minimize optical return loss (ORL) at the bulkhead.
- Form Factor: Portable, standalone unit suitable for field and laboratory environments.

4. Standard protective carrying case.
6.0 Shipping and Acceptance
- Shipping shall be to the U.S. Naval Observatory's location in Washington, DC.
- Lead Time: Vendor shall state the estimated lead time upon quote submission (expected 4 to 20 weeks ARO due to custom configuration).
- Acceptance Criteria: Final acceptance shall occur upon successful power-on self-test (POST) and verification that the supplied unit matches the requested wavelength, laser, and connector configuration.
- Shipping shall be included in the per unit price for each item. Planning and support for the completion of these tasks shall be coordinated with the technical POC listed below for the USNO.
7.0 Security Requirements
This equipment is unclassified Commercial Off-The-Shelf (COTS) test hardware. It shall be operated in an unclassified environment and shall not process, store, or transmit classified data. No specialized security clearance is required for the vendor to fulfill this hardware delivery.
Requirements This requirement is for the procurement of a High-Resolution Correlation Optical Time-Domain Reflectometer (C-OTDR) for the United States Naval Observatory.
