EOP EARTH MOMENTA

BACKGROUND

The U.S. Naval Observatory (USNO) provides precise time & time interval (PTTI), Earth orientation and astronomical data and advice to all Department of War (DoW) agencies and user organizations. Earth orientation parameters (EOPs) are needed to relate the orientation of terrestrial (Earth) fixed axes to celestial (quasi-inertial) fixed axes that are needed for many DoW and spacecraft applications (including GPS). The Earth Orientation (EO) Department, within the USNO, generates and provides EOP data for the DoW, the Global Positioning System (GPS), U.S. Federal agencies, and various international organizations. The EO Department is responsible for collecting EOP observations made by GPS receivers and very long baseline interferometry (VLBI). It is also responsible for providing EOP products derived from those and other observations to users as part of its Combination and Prediction process.

The Earth rotates about a spin axis that is not fixed, but that moves in space - this motion consists of precession, nutation, and wobble. Also, the Earth rotation varies from day-to-day. Since many spacecraft and other applications have knowledge of their position and orientation relative to celestial bodies (stars and quasars), these assets need knowledge of the change in Earth orientation relative to celestial bodies (stars and quasars) in order to determine their position and orientation relative to the Earth.

The USNO EOP Combination and Prediction (C/P) division has been and continues investigating the complex geodynamics, and associated observations, involved in improving the prediction of Earth polar motion and UT1-UTC EOPs. These improvements encompass not only achieving better accuracies in all polar motion and UT1-UTC EOPs, but also encompass increasing robustness by improving the processing and increasing the number of US-based (and other) observations of the motion of the Earth's rotation axis in space.

In addition, the EOP C/P division provides an on-line Earth Orientation (EO) Matrix calculator so that DoW and public organizations may estimate the total transformation matrix from terrestrial to celestial reference frames, and EOPs are a critical input to this calculator.

SCOPE:

USNO is seeking someone with EOP expertise (hereafter "the Subject Matter Expert") who can provide the following:

1. Evaluate atmospheric, ocean and hydrological angular momentum data (AAM, OAM and HAM) provided by outside sources for possible inclusion in Earth orientation production.

- Provide improved prediction procedures, including but not limited to accounting for physical phenomena including AAM, OAM and HAM provided by outside sources.

2. Algorithms and design documents for improving input pre-processing the combination of atmospheric, ocean, and other Earth based momentum quantities. GPS data inputs, lunar laser ranging, and other techniques could also be used to improve polar motion, UT1-UTC and even other EOP inputs.

3. An evaluation of proposed new nutation and precession models by several experts within the International Earth Rotation and Reference System Service (IERS).

- Advice on SOPs of proposed simultaneous implementation of such new models by several IERS product services and the

IAU;

- A series of test cases to ensure that the terrestrial to celestial EO Matrix calculations are correct once new models are implemented.

- Provide answers to those who have technical issues using the EO matrix on-line calculator.

4. The Subject Matter Expert may be called upon to answer technical questions and review documents from other organizations related to EOP predictions and the terrestrial to celestial EO Matrix calculations produced at USNO or by other organizations.

REQUIREMENTS:

The Subject Matter Expert will be on call to answer questions and consult with EOP Division personnel to create reports and documentation. Short analyses to improve answers may be required. Occasional on-site visits to USNO may be required.

REPORTS TO USNO:

The Subject Matter Expert will provide a written summary of topics completed/discussed every quarter for the duration of this contract.

CONTRACTOR QUALIFICATIONS:

The Subject Matter Expertise will have the following qualifications:

1. The Contractor must have 30+ years' experience in analyzing Earth Orientation Parameters and theories related to the determination of the terrestrial to celestial transformation matrices.

2. The Contractor should have knowledge of numerical analysis techniques, spectral analysis, wavelets, advanced optimal estimation techniques, exponential smoothing models, expectation maximization methods, and other methods of analyzing prediction and non-stationary time series products.

3. The Contractor should have some knowledge of the mathematical models used by analysts who process the VLBI, GPS, Satellite Laser Ranging (SLR), AAM, OAM and other Earth angular momentum observations inputs for Earth orientation.

4. The Contractor should have some knowledge of AAM and OAM generation and usage in EOP solutions.

5. The Contractor shall have some knowledge of using smoothing/weighted cubic splines, Kalman Filtering, H-inf filtering and other advanced optimal estimation techniques.

6. The Contractor shall have developed theory and code for computing terrestrial to celestial transformation matrix results.

7. The Contractor shall have developed theory and code for predicting Earth orientation data for prediction intervals up to one year in advance.

PERIOD OF PERFORMANCE:

Base Year: 10 July 2026 to 09 July 2027

Option Year 1: 10 July 2027 to 09 July 2028

Option Year 2: 10 July 2028 to 09 July 2029

Option Year 3: 10 July 2029 to 09 July 2030

Pursuant to FAR clause 52.232-18, funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract.

Requirements This instant requirement is to procure the services of Dr. Dennis McCarthy, a world-renowned expert with over 25+ years of experience in analyzing and producing Earth orientation parameters (EOP) results. United States Naval Observatory develops and maintains the standards for Earth orientation parameters for the DoW components. Polar motion and UT1-UTC are Earth wobble and rotation quantities that are part of the EOP set.
