About this file

This is a Request for Proposal (RFP) for machining services to fabricate nickel aluminum bronze (NAB) piece parts for the Virginia-Class submarine propulsor manufacturing program managed by the Naval Surface Warfare Center Carderock Division (NSWCCD). The contract is structured as a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with multiple contract line items (CLINs) organized by year. Year 1 CLINs (0001-0012) cover non-recurring equipment pricing and fabrication of component parts including S1L tops, bottoms, bodies, and masses (675 units each), R4L tops, bottoms, bodies, center masses, and end masses (varying quantities from 125-250 units each), shim ring sets (125 units), and 6,000 engineering services labor hours. Years 2-5 (CLINs 1001-1010, 2001-2010, 3001-3010, 4001-4010) contain identical piece part quantities with firm fixed pricing, while a separate CLIN 5000 covers Contract Data Requirements List (CDRL) deliverables. Pricing for most CLINs references a step ladder pricing table in Section J Attachment 1, with material pricing reviewed semi-annually for adjustments of ±5%. Engineering services are priced on a Cost Plus Fixed Fee basis with a 15% fee withhold capped at $100,000.

Delivery locations vary by component type, with most items shipping to NSWC Carderock Division in Bethesda, Maryland, while body tubes and single mass components ship to Portsmouth Naval Shipyard in Kittery, Maine. Delivery schedules range from 90 days for quantities 1-200 to 270 days for quantities 401-650. The contractor must comply with ISO 9001:2015 quality management standards, perform First Article Inspection (FAI) and Lot Acceptance Inspection (LAI) with dimensional and visual inspections, provide Certificates of Conformance and Analysis, and maintain detailed manufacturing quality metrics and configuration management. All piece parts must be fabricated per referenced drawings (PR15006B through PR15024A), cleaned with acetone prior to packaging, and accompanied by comprehensive inspection results and material certificates. A post-award meeting is required within 30 days of contract award, bi-weekly progress reporting is mandatory, and the contractor must maintain traceability for all procured materials. Work is classified as unclassified with distribution authorized to U.S. Government agencies and contractors.

Quantities will be specified in the DO.

4.2.2 First Article Inspection (FAI) Requirements: The contractor shall perform a First Article Inspection (FAI) and submit the results to the Government via (CDRL A001). The FAI shall verify that delivered piece parts and subcomponents were evaluated using acceptance inspection plans or procedures that confirm compliance with the drawing references identified in each DO. The Government reserves the right to witness any or all inspections.

Inspection requirements will be specified in each DO. At a minimum, the contractor shall perform:

- Dimensional Inspection

- Visual Inspection

- Material Certificates of Conformance/Analysis

Dimensional Inspection results shall be submitted via (CDRL A001) as part of production certification.

The measurement equipment shall have proof of calibration and be traceable to a nationally recognized standard. Substantiating documentation shall be appended to (CDRL A001). Note. The measurement uncertainty associated with each device must be within +/-20% of the feature tolerance that it is being used to verify.

4.2.3 First Article Inspection Results Report: The contractor shall prepare and submit a First Article Inspection (FAI) Results Report (CDRL A001) to the Government. The report shall document the inspection methodology, tooling used, and the results of all Contractorperformed inspections and tests.

Only inspections conducted by the Contractor shall be included in the FAI Results Report.

First Article approval applies only to the DO under which it is granted, unless the Government extends approval to additional DOs. If production is interrupted for more than 12 months, two or more consecutive lots failing the lot acceptance criteria, or if changes occur in equipment, personnel, procedures, or other factors that may affect product quality, the Government may require additional First Article samples before production resumes.

The Government may require additional samples, tests, or cost compensation for Government testing if any item fails to meet DO requirements. Production prior to formal First Article acceptance is strictly prohibited.

4.2.4 Lot Acceptance Requirements: Lot Acceptance consists of the Government's review and acceptance of the Contractor's inspections. Required inspections will be specified in each DO. Potential inspections and tests the Contractor may be responsible for include:

- Dimensional Inspection

- Visual Inspection

- Material Certificates of Conformance/Analysis

4.2.5 Lot Acceptance Inspection Requirements: Lot Acceptance Inspection shall include dimensional and visual inspections. Dimensional inspection sample quantities shall follow the requirements specified in the drawings and shall apply to each CLIN on the DO, except for Shim Rings (PR15023) and any dimensions specifically identified in the drawings. Shim Rings (PR15023) shall receive 100% inspection as required.

All inspections shall be performed in accordance with drawing requirements, after machining all features and prior to packaging for shipment. Randomly selected units for inspection shall be chosen by the Government and provided to the contractor after the contractor notifies the Government that half of the lot for a given CLIN has been completed. This process applies to each CLIN exercised under the DO.

Dimensional inspection results shall be submitted as (CDRL A002) for production certification and shall include results for every CLIN in the DO. Measurement equipment shall have proof of calibration and be traceable to a nationally recognized standard. Supporting documentation shall be included in (CDRL A002). Measurement uncertainty for each device shall be within 20% of the tolerance of the feature being verified.

Any dimensional deviation occurring during production shall require a process evaluation and a full repeat of the configuration management task. The production certification for each lot (CDRL A002) shall identify any parts requiring reevaluation or rework.

4.2.6 Lot Acceptance Inspection Report: The Contractor shall prepare and submit a Lot Acceptance Inspection Results Report (CDRL A002) documenting the inspection methodology, tooling used, and results of all Contractorperformed inspections. Only inspections conducted by the Contractor shall be included.

The Government may witness any inspection and may request onsite access to all manufacturing and inspection process information.

4.2.7 Government Inspection Prior to Delivery Acceptance: The Government may conduct any of the following inspections or tests:
