This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the Naval Surface Warfare Center Carderock Division (NSWCCD) for a Six-Channel Resistive Heating Power Console.

The solicitation seeks procurement of one complete, fully integrated six-channel resistive heating power console with programmable controllers to support materials research, welding development, and allied thermal fabrication processes. The system must be compatible with 3-phase 380V, 415V, or 440V input power and provide a minimum 60V AC output with six independent microprocessor-based controllers capable of independent programming, local set points, ramp rates, hold times, and multi-step profiling. Each channel requires a digital display showing target set point and actual process temperature, with minimum 1 Hz sampling rate and ±1°F temperature accuracy. The console must include automatic high-temperature limit shut-off and be delivered with all necessary triple cable sets, three-way splitters, and compensating link cables with thermocouple plugs. A 25-foot primary power input cable is required. Delivery is scheduled for no later than September 15, 2026, FOB Destination to NSWC Carderock Division in West Bethesda, Maryland. The contractor must provide factory calibration of all control modules and temperature sensors with a Certificate of Calibration (CDRL A001) upon delivery. The solicitation is designated as a Women-Owned Small Business (WOSB) set-aside with a 100% small business requirement, NAICS code 335311, under a Firm Fixed Price arrangement. The offer due date is July 1, 2026, at 12:00 PM local time, with questions due by June 25, 2026. Award will be made to the responsible quoter whose technically acceptable quote is most advantageous considering past performance and price. Inspection and acceptance will occur at both the destination and contractor's facility per minimum specifications.

1.0 SCOPE:

The Naval Surface Warfare Center Carderock Division (NSWCCD) Code 611 requires a contract to acquire a new, turn-key, six-channel power console to support materials research, welding development, and allied thermal fabrication processes.

A six-channel resistive heating power console serves as a vital power supply and controller for pre-heating and post-weld heat treatment (PWHT) applications. This system is critical for managing fabrication temperatures and cooling rates. To maintain current and future test program schedules and ensure laboratory capability throughput, Code 611 must procure a replacement system that meets or exceeds the technical capabilities outlined below.

2.0 MINIMUM SPECIFICATIONS:

The system provided by the contractor shall be a complete, fully integrated, and functional assembly meeting the following minimum salient characteristics:

2.1 Electrical and Capacity Specifications:

2.1.1 Input Voltage: System must be compatible with 3-phase 380V, 415V, or 440V power sources.

2.1.2 Output Voltage: System must provide a minimum output of 60V AC.

2.1.3 Capacity: The system shall include a fully integrated transformer assembly supporting up to six (6) independent channels of resistive heating control.

2.1.3 Primary Cable: Must include a primary power input cable with a minimum length of 25 feet.

2.2 Control and Programming Specifications:

2.2.1 Independent Control: The console must feature six (6) built-in, microprocessor-based controllers, each capable of independent programming and operation.

2.2.2 Programming Modes: Controllers must support local set points, specific ramp rates, hold times, and multi-step profiling.

2.2.3 Visual Interface: Each channel must have a digital display showing both the Target Set Point and the Actual Process Temperature.

2.2.4 Data Integrity: Controllers must have a minimum sampling/refresh rate of 1 Hz.

2.2.5 Accuracy: The system must achieve a temperature accuracy of 1F.

2.3 Safety and Connectivity:

2.3.1 Safety Features: Each channel must include an automatic high-temperature limit shut-off.

2.3.2 Cable Interface: The system shall be delivered with all necessary triple cable sets, three-way splitters, and compensating link cables with thermocouple plugs required for immediate operational use.
