About this file

This is a Women-Owned Small Business (WOSB) solicitation for commercial stainless steel stock issued by the Naval Surface Warfare Center (NSWC) Crane under solicitation number N0016426Q0230. The solicitation was issued on July 10, 2026, with an offer due date of July 24, 2026, at 12:00 AM. The requirement is for eight line items of stainless steel plates in various dimensions (CRES 303, CRES 304L, or CRES 316), with quantities of 181 each, plus one shipping lot and one data requirements lot. All items are firm fixed price and must comply with MIL-STD-147, MIL-STD-15011, and MIL-STD-23312 for palletization and material handling standards.

The contract will be awarded to a responsible WOSB offeror using a Low Price Technically Acceptable evaluation methodology. Quoters must submit a completed SF 1449 form with all pages (1-31), provide product literature demonstrating conformance to specifications, complete a technical evaluation matrix, and maintain current SAM.gov registration. Responsiveness requires all pricing to be entered on each CLIN, and technical acceptance is based on conformance to standards and acceptable past performance ratings per the Supplier Performance Risk System (SPRS). The delivery period is 20 weeks from the date of lead time event and award. Inspection and acceptance occurs at both origin and destination at NSWC Crane, 300 Highway 361, Crane, Indiana 47522-5001, with Breana Mena serving as the inspection and acceptance point of contact. The contract incorporates various FAR and DFARS clauses including those addressing electronic payment submission via WAWF, small business rerepresentation requirements, and covered defense telecommunications equipment prohibitions.
