About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the Naval Surface Warfare Center (NSWC) Crane Division for headspace gauges across multiple calibers.

The solicitation N0016426Q0079 is a firm fixed-price, indefinite-quantity contract set aside 100% for small business concerns, with an offer due date of May 12, 2026 at 12:00 PM. The contract covers nine contract line items (CLINs 0001-0009) for individually serialized headspace gauges in calibers including 300 AAC Blackout (GO and NO-GO), 5.56mm NATO, 7.62x39mm, 6.5 Creedmoor, 7.62x51 NATO, 300 Norma Magnum, and 338 Norma Magnum, with minimum order quantities of one unit each and one lot for shipping. The contract has a minimum guarantee of $2,000,000 across a five-year performance period with quantity price breaks ranging from 1-20 units through 500+ units for each contract year. Delivery is required within 10 weeks from the lead time event to NSWC Crane's Supply Operations Building in Crane, Indiana. The gauges must be manufactured from AISI O1 or O2 high-alloy tool steel, heat-treated to 58-60 HRC hardness, and meet precise SAAMI or NATO headspace dimensional specifications with tolerances of +0.0002" for GO gauges and -0.0002" for NO-GO gauges, with perpendicularity within 0.0002" TIR and surface finishes of 16 microinches Ra for bearing surfaces. Each gauge requires third-party ISO 17025 calibration certification, permanent labeling with gauge type and caliber designation, CAD drawings with all critical dimensions, and individual packaging in labeled protective containers. Evaluation will be conducted on a low-price technically acceptable basis, assessing technical approach compliance with specifications, past performance via the Supplier Performance Risk System, and pricing, with award to the lowest responsive and technically acceptable bidder.

1. Headspace Dimensions:

- Go Gauge (Minimum Headspace): SAAMI or NATO MINIMUM headspace dimension +0.0002" tolerance. - as applicable (See Caliber)

- No-Go Gauge (Maximum Headspace): SAAMI or NATO MAXIMUM headspace dimension -0.0002" tolerance. - as applicable (See Caliber)

- Diameter Requirements: Gauges must conform to SAAMI or NATO diameter specifications at both the MINIMUM (Go Gauge) and MAXIMUM (No-Go Gauge) headspace distances.

2. Material and Hardness:

- Material: High-alloy tool steel AISI O1 or O2.

- Heat Treatment: SAAMI Heat treated to a Rockwell Hardness of 58-60 HRC.

3. Geometric Tolerances:

- Perpendicularity: The critical surfaces of the gauge (e.g., datum surfaces to gauge faces) must be perpendicular within 0.0002" Total Indicated Reading (TIR).

4. Surface Finish:

- Surfaces: All bearing surfaces (i.e., surfaces that contact the chamber) must have a surface finish of 16 microinches Ra (Roughness Average) or better. All other surfaces must have at minimum surface finish of 32 microinches Ra or better.

5. Labeling:

- Each gauge must be permanently and clearly labeled with the following information:

- "SAAMI MINIMUM (GO)" "NATO MINIMUM (GO)" - as applicableOR

- "SAAMI MAXIMUM (NO-GO)" "NATO MAXIMUM (NO-GO)" - as applicableOR

- Nominal headspace dimension (e.g., "1.6300")

- Caliber (e.g., "5.56x45mm")

- Manufacturer's identification (e.g., serial number or lot number)

6. Certification and Calibration:

- The vendor must provide third-party certification/calibration for the following critical dimensions, verified to tolerances per applicable SAAMI or NATO specifications:

- Go Gauge (Minimum Headspace dimension) + .0002"

- No-Go Gauge (Maximum Headspace dimension) -.0002"

- Perpendicularity

- Diameter

- The certification/calibration report must include:

- Gauge identification (serial/lot number)

- Date of calibration

- Calibration laboratory name and accreditation information (e.g., ISO 17025)

- List of instruments used for calibration (including calibration dates)

- Measurement data for each critical dimension

- Statement of conformity to SAAMI or NATO specifications

- Signature and title of the certifying technician.

7. CAD Drawings:

- The vendor must provide a complete and accurate CAD drawing for each gauge, including:

- All critical dimensions and tolerances

- Material specifications

- Heat treatment specifications

- Surface finish requirements

- Datum surfaces

- Revision level

8. Packaging and Storage:

- Individual Packaging Required: Each gauge be individually packaged in a labeled, durable storage container to protect it must from damage during shipping and storage and to facilitate proper storage of the gauges when not in use.

- Container Requirements: The storage container must be appropriate for the gauge size and weight and made of a material that will not damage the gauge (e.g., a rigid plastic case with foam padding).

- Labeling: The label on the storage container must match the information on the gauge.
