About this file

This is a sealed-bid solicitation (N0010426RK056) issued by Naval Supply Systems Command (NAVSUP) for the procurement of multipurpose initiators used in NACES ejection seat systems across multiple Navy and Marine Corps aircraft platforms. The procurement is restricted to Martin-Baker Aircraft Company Limited and comprises seven contract line items (CLINs 0001-0007) covering different impulse cartridge and explosive actuated device models with national stock numbers ranging from 1377-01-271-7786 to 1377-01-325-3047. Total quantities required include 314 units for CLIN 0001 (CCU-118/A), 168 units for CLIN 0002 (JAU-66/A), 154 units for CLIN 0003 (CCU-100/A), 207 units for CLIN 0004 (CCU-101/A), 62 units for CLIN 0005 (CCU-105/A), 48 units for CLIN 0006 (CCU-99/A), and 250 units for CLIN 0007 (CCU-102/A). The procurement includes production lots with accompanying lot acceptance test samples, investigative unit retains, and foreign military sales (FMS) variants for Australia, Austria, Kuwait, and Mexico. Sealed offers must be received by 2:00 PM on March 9, 2026, with electronic submission authorized to stacey.l.romberger.civ@us.navy.mil.

The contract is a firm fixed-price arrangement with a 60-calendar-day offer acceptance period. Delivery schedules commence from the date of award, with most production units required within 315-345 days and technical data packages, test plans, and radiographic reports due between 60-280 days after award. The solicitation includes comprehensive technical requirements referencing military specifications (MBA-S-143501 through MBA-S-143517), approved deviations (FY26-V002 through FY26-V009), MIL-STD-1168 lot numbering standards, and extensive quality assurance provisions including first article testing, lot acceptance testing, radiographic inspection, and configuration management per SAE EIA-649. Critical safety item designation applies to all items, requiring heightened quality assurance surveillance. The contractor must maintain compliance with ISO 9001:2015 quality management standards, provide shelf-life certification (minimum 85% remaining at delivery), submit wide area workflow (WAWF) receiving reports, and deliver items with proper UID markings and hazardous material documentation per MIL-STD-129 and MIL-STD-130. Performance work statement requirements specify energetic material age limits (24 months for explosives, 12 months for raw materials), configuration control, obsolescence reporting, DMSMS assessments, and failure analysis reporting with associated corrective actions at contractor expense.
