Summary of Solicitation N0010426QK061

This is a Request for Quotation (RFQ) for the procurement of SP84 Fire Extinguisher Cartridges (Model CCU-126/A, National Stock Number 1377-01-377-9215) issued by Naval Supply Systems Support on April 30, 2026, with a response due date of June 1, 2026. The solicitation requires delivery of 349 net units plus additional units for First Article Testing (FAT), Lot Acceptance Testing (LAT), and investigative/retain samples, with delivery expected 675 days after contract award. This is a competitive, fixed-price procurement that is not a small business set-aside, and the item is classified as a Critical Safety Item used in C-130 aircraft fire suppression systems.

The contract will flow down significant compliance requirements including ISO 9001:2015 quality standards, MIL-DTL-82894 specifications, radiographic inspection per ASTM E1742, ammunition lot numbering per MIL-STD-1168, and extensive documentation requirements via the Worldwide Ammunition-data Repository Program (WARP). Deliveries are designated for multiple recipients including Naval Surface Warfare Center Indian Head Division (for test samples), the Naval inventory system (45 units), Air Force Munitions depots (186 units), and numerous Foreign Military Sales (FMS) cases to allied nations including Canada, Denmark, Greece, Korea, Norway, Egypt, and Botswana (approximately 88 units total across 10 FMS CLINs). Offerors must provide Unique Item Identification (UID) marking, maintain configuration control, submit radiographic test techniques for approval, and prepare for potential rework at contractor expense if test failures occur, with retest costs estimated at $145,473.90. Payment will be made via Wide Area Workflow (WAWF) with evaluation based on past performance in quality and timeliness of delivery, and consideration of estimated government FAT testing costs of $157,526.14.

The shipping container will normally be the outer container.

The Contractor ensure one of the below traceable seals are properly affixed depending on the type of shipping container.shall

a. Type 1 TRACEABLE SEALS (WIRE SEALS): Type 1 seals are the preferred seals for containers having provisions or means for application of the seals, e.g., metal, plastic, fiberglass, or wood containers with lids or hinged covers, latches, brackets or flanges. A Type 1 seal is, typically, a wire length with an aluminum disk or pellet which is crimped or crushed using a die which imprints a "U.S." symbol on one side of the disk/pellet with an individual's traceable serial number on the reverse side of the disk/pellet.

b. Type 2 SEALS (LABEL SEALS): Type 2 seals are the preferred seals for fiberboard or Styrofoam containers or for metal, plastic, fiberglass or wood containers that will not readily accept Type 1 seals. Type 2 seals are, typically, nonmetallic labels with pressure sensitive backing. They may be pre-printed, stamped or marked with a "U.S." symbol. Type 2 seals be applied such that the label must be cut shall or defaced in order to open a container. Adhesives adhere well enough to prevent peeling during shipping conditions and well enough shall to prevent lifting and replacement of the label. Particular consideration be given to label seals required to adhere to wood and shall fiberboard surfaces.

8. Restrictions Involving Non-Manufactured Wood Packaging (NMWP) and Pallets (per Defense Logistics Agency Directive subpart 47.305-1(c) (90): " wooden pallets and wood containers produced of non-manufactured wood be constructed from Heat Treated (HT to 56 degrees All shall Centigrade for 30 minutes) material and certified by an accredited agency recognized by the American Lumber Standards Committee (ALSC) in accordance with Non-manufactured Wood Packing Policy and Non-manufactured Wood Packing Enforcement Regulations, both dated May 30, 2001."
