1.3 Selective Interchange

1.3.1 The contractor is hereby authorized to perform Selective Interchange of inducted assets at the subcomponent level.

Cannibalization of units that have not been inducted is not typically authorized and requires specific additional approval by the PCO.

Selective Interchange is defined here as the exchange/use of selected serviceable repair parts components from a non-RFI assembly for use in expediting the repair/overhaul of a like assembly. Selective Interchange, as deemed appropriate by the contractor, may be undertaken to ensure the replacement/piece part availability necessary to meet the projected/known needs of both repair and overhaul items. The contractor shall maintain traceability for all components or parts exchanged/selectively interchanged. In no event, however, shall a Selective Interchange be the basis of a claim that a unit or assembly is Beyond Physical Repair (BPR), or requires Over and Above Repair (OAR), if that unit otherwise would not have been BPR, or required OAR.

1.4 Over and Above Repair (OAR)

1.4.1 Scope. An item sent to the Contractor shall be considered to require Over and Above Repair (OAR) effort if the repair required is highly unusual, not the type of repair that would be anticipated as a result of normal Navy operation of the item and is not included in the contract pricing due to the nature or scope of the repair needed for that particular item. Therefore, repair of OAR items may be subject to equitable adjustment.

1.4.2 The Contractor shall obtain written concurrence from DCMA for all units determined by the Contractor to require OAR effort.

All such OAR determinations, including the basis for the determination, the repair required, the proposed price to repair and the DCMA written concurrence, shall be provided by the Contractor to the PCO prior to undertaking repair of the item. After receipt of the required documentation, the PCO shall provide the Contractor disposition instructions or contractual authority for repair of the item. The contractor is not authorized to undertake OAR unless and until authorized in writing by the Contracting Officer.

1.5 Missing on Induction Components (MOI)

1.5.1 The Contractor shall immediately notify DCMA when an item is received with a missing component. The contractor shall obtain written verification from DCMA for all assets determined to have missing on induction (MOI) components and shall provide written notice of all such determinations, including identification of the missing parts, the turn-in document number and the DCMA written verification, to the LMS with a copy to the PCO and ACO prior to induction and/or repair of the asset. The Contractor shall not proceed with repair of asset with MOI components until instructions on how to proceed are provided by the PCO to the Contractor. If selective interchange cannot resolve the MOI component issue the PCO direction (in accordance with the LMS and DCMA) will result in following the BPR or OAR processes, as determined on a case by case basis.

Authorized variances are a temporary departure from the requirements only and do not authorize a change to the item's configuration baseline. Variance requests shall be prepared in accordance with DI-SESS-80640D - Request for Variance. Variances: The Contractor shall submit all variance requests to the PCO for coordination with NAVSEA, who hold management configuration of the TDP.
