PERFORMANCE WORK STATEMENT
C1 PERFORMANCE WORK STATEMENT. The Distribution Management Office (DMO) has an ongoing requirement to provide storage for personally owned vehicles (POV) for deploying service members aboard Camp
Lejeune and Camp Lejeune satellite activities. The Camp Lejeune satellite activities include the following:
Camp Johnson, North Carolina
Camp Geiger, North Carolina
Marine Corps Air Station, New River, North Carolina
Stone Bay, Marine Corps Base Camp Lejeune, North Carolina
The Contractor shall provide all services necessary to store vehicles, owned by deploying Government personnel in a safe, secure storage area within the Contractor’s facility. Storage facility shall be located within 10 driving miles of the Marine Corps Base, Camp Lejeune Front Gate (Holcomb Boulevard) or the Marine Corps Base, Camp
Lejeune Piney Green Gate (located at Piney Green Road and Hwy 24). Within 30 days of notification of contract award, the contractor’s facility shall have the capacity to store a minimum of 1,200 vehicles. At the maximum storage capacity of 1,200 vehicles, the contractor shall have no more than three locations. The facility shall be within 10 driving miles of the Marine Corps Base, Camp Lejeune Front Gate (Holcomb Boulevard) or the Marine
Corps Base, Camp Lejeune Piney Green Gate (located at Piney Green Road and Hwy 24). In addition, the contractor shall provide towing services and minor maintenance of the vehicles (see para 5.4.1), in accordance with the requirements set forth in this solicitation.
The 10 mile limit states the Government’s minimum needs. Past experience with a more distant storage location indicates that an unacceptable number of service members will not use a more distant facility. The delay and costs of private and public transportation to the more distant location proved to be a deterrent. This defeated the primary reason for the contract, which was to provide a useable service to the service members. A secondary purpose of the contract was also unsatisfied by the more distant location. A central location for the vehicles of deployed service members enables the Government to locate this property for the estates of service members killed in action and for the families of those who are too seriously wounded to communicate with Government officials about their property.
Since many deployed service members would not use the more distant location, the Government was less able to carry out its responsibilities regarding the vehicles of these service members if they were killed or wounded in action. In addition, a location within 10 driving miles from the Marine Corps Base, Camp Lejeune Front Gate or the
Marine Corps Base, Camp Lejeune Piney Green Gate allows for DMO personnel to reach the contractor’s facility/facilities in a timely manner in the event of a problem.
The period of performance for services rendered within this contract is stated below. The option periods may be exercised at the discretion of the Government per Federal Acquisition Regulation (FAR) clause 52.217-9 Option to
Extend the Term of the Contract (Mar 2000).
