Summary of Request for Quote (RFQ) M0068126Q0053

This is a Request for Quote for commercial inflatable military decoy systems issued by the United States Marine Corps, Commanding General Marine Corps Base Camp Pendleton. The solicitation is designated as a women-owned small business (WOSB) set-aside with a 100% reserved requirement. The RFQ was issued on June 4, 2026, with an offer due date of June 10, 2026, at 12:00 PM Pacific Time, and quotes must be submitted via email to SSgt Jaren L. Perkins at jaren.l.perkins@usmc.mil.

The requirement consists of four line items totaling six units of inflatable decoy systems: two Radar Defense Inflatable Vehicles, two Missile Launcher Inflatable 7-Ton Medium Duty Tactical Cargo Trucks, two YJ-12 Missile Defense Inflatables, and one Shipping and Handling item. All items are firm fixed-price contracts with delivery required between June 30, 2026, and July 31, 2026, to The Joint Staff, Room 2C965 Pentagon, Washington DC 20318-0350. Each inflatable system must maintain a 1:1 scale ratio, include thermal signature capabilities, withstand 35 mph winds, operate in temperatures from -30°F to +150°F, achieve inflation in 20-30 minutes using continuous-air-supported systems, and include specified components such as blowers, ground stakes, thermal blankets, and repair kits. All deliverables must be free of commercial logos or branding. The contractor must provide a minimum 12-month warranty and replace defective items within 30 days at no additional cost. Evaluation criteria emphasize technical capability and past performance as significantly more important than price, with award anticipated on a firm fixed-price basis. The NAICS code is 339999 with a size standard of 550 employees.

Continuation of Description

SPECIAL CONTRACT REQUIREMENTS

Salient Characteristics Compliance All delivered inflatable decoy systems shall fully comply with the salient characteristics identified in the solicitation. Failure to meet any listed physical, operational, thermal, dimensional, or environmental requirement may result in rejection of the item.

Dimensional Accuracy Requirement The contractor shall ensure all inflatable systems maintain a 1:1 scale ratio representative of the identified military platforms. Variations exceeding 5% of required dimensions may be grounds for rejection.

Thermal Signature Requirement Inflatable systems shall include thermal signature capability for the engine compartment through the use of thermal blankets, foil underlayment, or equivalent technology designed to simulate operational heat signatures.

Wind Resistance Certification The contractor shall certify that all inflatable systems are capable of maintaining structural stability and operational functionality in sustained wind conditions up to 35 mph.

Environmental Performance Requirement All inflatable systems shall be capable of operating within temperatures ranging from -30F to +150F (-20 C to +60C) without material degradation, structural failure, or loss of inflation capability.

Inflation System Requirement Inflatable systems shall utilize continuous-air-supported inflation systems compatible with either electrical power or gasoline/diesel generator operation. Inflation systems shall include all blowers and accessories necessary for full operational deployment.

Inflation Time Requirement All inflatable systems shall achieve full deployment and operational inflation within an average time of 20 to 30 minutes using the supplied blower systems.

Material Construction Requirement The contractor shall utilize commercial-grade exterior vinyl skin material with foil/fabric underlayment to enhance durability and thermal simulation capabilities. Camouflage fabric coverings shall be included where specified.

Packaging and Storage Requirement The contractor shall ensure all inflatable systems, blowers, repair kits, and accessories are packaged to fit within the specified storage dimensions identified in the salient characteristics.

Included Components Requirement Each inflatable system shall include all components identified in the packing list, including but not limited to inflation blowers, ground stakes, thermal blankets, repair kits, and associated accessories.

Inspection and Acceptance Procedures The Government reserves the right to conduct dimensional verification, inflation testing, operational testing, and visual inspections prior to acceptance. Acceptance shall occur only after successful verification that all salient characteristics and contract requirements have been met.

Repair and Warranty Requirement The contractor shall provide a minimum 12-month warranty covering material defects, blower failures, seam failures, inflation system malfunctions, and workmanship deficiencies under normal operational use.

Replacement of Defective Items Defective or nonconforming items identified during inspection or within the warranty period shall be replaced or repaired by the contractor within 30 calendar days at no additional cost to the Government.

Country of Origin and Material Disclosure The contractor shall identify the country of origin for all major system components and certify compliance with all applicable federal acquisition sourcing restrictions and trade requirements.

15.

16.

Operational Demonstration Requirement Prior to final acceptance, the Government may require a live inflation and deployment demonstration to verify inflation times, structural stability, thermal signature functionality, and overall compliance with contract requirements.

Non-Brand Name Requirement / No Logos This requirement is not a brand name procurement. Vendors may submit products from any manufacturer provided the proposed items meet all stated salient characteristics and performance requirements identified in the solicitation. Additionally, all inflatable systems delivered under this contract shall be free of commercial logos, manufacturer branding, trademarks, or identifying markings unless specifically authorized in writing by the Contracting Officer.
