Section C - Description/Specifications/Statement of Work

Performance Work Statement for

Developing a New White-tailed Deer Spotlight Survey Route on the Marine Corps Recruit Depot Parris Island

1.1 SCOPE: This Performance Work Statement (PWS) defines the effort required by the Natural Resources Section (NRS) of the Environmental Division (ED) to develop a new spotlight survey route to estimate the white-tailed deer herd population located on Marine Corps Recruit Depot, Parris Island (MCRDPI).

Since the mid-1990's, the Natural Resources Section staff have used a spotlight survey route to count white-tailed deer :1.2 BACKGROUND that was established when conditions on the Depot were much different with respect to habitat, tree cover and developed areas, i.e., the visibility distances have changed. This method of counting white-tailed deer observed uses a formula developed by the South Carolina Department of Natural Resources (SCDNR). The resulting number then is used to estimate the herd abundance and ultimately how many, if any, to cull during the hunting season. Since conditions have changed over the past 30 years, another survey route needs to be assessed and developed to better estimate the deer herd and therefore estimate a more accurate number of deer to be culled, if necessary. Having a qualified entity to develop this survey route will assist the MCRDPI in responding, assessing, reporting and assisting the State (SCDNR) with managing these animals.

This PWS describes the services required to develop a new more accurate spotlight survey route for 1.2. : DESCRIPTION OF SERVICES white-tailed deer. This will enable the NRS staff to maintain more accurate, continuous data collection, monitoring and tracking in order to better understand the species' movements and habitat use, and population dynamics. White-tailed deer are a State (SCDNR) managed big game species subject to State regulations. This requirement assists the Natural Resources Section in proactively managing these resources to support the recruit training mission per the Sikes Act as amended, the Depot's Integrated Natural Resources Management Plan and MCO 5090.2, Volume 11 - Natural Resources Management.

Efforts to monitor and manage the white-tailed deer herd will continue to focus on quantifying the herd/population number 1.3. : OBJECTIVES and health, and habitat use and spatial ecology to assist MCRDPI natural resources personnel in their efforts to manage these species, ensuring continued access to training areas on the installation to support the continuity of operations, help prevent conflicts and assist MCRDPI with the stewardship of the Depot's natural resources, and to maintain a healthy vegetated community for wildlife and training recruit training areas.

Overpopulation of white-tailed deer can severely impact habitat and cause more harmful human-deer conflicts via vehicle strikes.

Some monitoring information is reported to the SCDNR. The survey route, population numbers, habitat assessment, and monitoring and harvest of white-tailed deer will enable the Depot natural resources personnel to: 1) manage the natural resources around the training mission thus assisting with continued access in order to support the Depot's Continuity of Operations; 2) manage the habitat necessary to support wildlife in which we are charged with managing as required by the Sike3s Act and MCO 5090.2, Volume 11; 3) help to better protect these animals, their habitat and humans from conflict interactions.

QUALITY ASSURANCE

SURVEILLANCE PLAN

Developing a New White-tailed Deer Spotlight Survey Route

For the

U.S. Marine Corps Recruit Depot, Parris Island

MCRD/ERR

5/6/2026

INTRODUCTION

This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions while implementing the performance work statement. It is designed to provide an effective surveillance method of monitoring contractor performance for each listed objective on the Performance Requirements Summary (PRS) in the contract.

The QASP provides a systematic method to evaluate the monitoring work, research and response work the contractor is required to furnish. The QASP is based on the premise the Government desires to acquire a new spotlight survey route to assess the white-tailed deer population on MCRD Parris Island in order to provide management strategies for this State managed big game species. A service contract to develop this survey route is the best means of achieving that objective.

The contractor, not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the Government is quality assurance to ensure contract standards are achieved.

In this contract the quality control program is the driver for product quality. The contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensuring a "self-correcting" contract is to ensure the quality control program approved at the beginning of the contract provides the measures needed to lead the contractor to success.

Once the quality control program is approved, careful application of the process and standards presented in the remainder of this document will ensure a strong quality assurance program.
