e. Exceptions taken to terms and conditions of the solicitation, to any of its formal attachments, or to other parts of the solicitation shall be identified. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Provide rationale in support of the exception and fully explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. The Government reserves the right to determine any such exceptions unacceptable and the proposal, therefore, ineligible for award.

When providing your rates, you shall include the information used in building that rate (i.e. base, overhead, G&A, profit, etc.). Cost/price information shall be contained within one volume or section. The Offeror shall use generally acceptable estimating techniques (i.e., labor hours, parametric modeling, cost estimating relationships, etc.).

i. Submission of electronic cost model. The proposal submission shall include an electronic cost model with active formulas demonstrating the mathematical calculation of the proposed cost (in Excel or other format approved by the Agreements Officer). The electronic cost model shall roll up to an annual and total program summary. All information supporting each ALIN should be visible and verifiable in the electronic cost model.

The formulas included in the electronic cost model shall not be locked, and the model shall be editable by the Government.

g. The proposal shall include a clear Basis of Estimate for all costs. All ground rules and assumptions must clearly be delineated. The Offeror shall explain in detail its Basis of Price, any deviations, exceptions, ground rules and assumptions or conditions made in the development of the proposal (e.g., blended rate calculations, discounts offered, escalation rates, etc.).

4. It is important to note, that the Government is not obligated to make any award as a result of these proposal instructions and all awards are subject to the availability of funds and successful negotiations. The Government is not responsible for any monies expended by the Offeror prior to the issuance of an agreement award.

5. The RSO reserves the right to modify any of the proposal requirements and/or proposal instructions at any time.
