About this file
This is a Request for Quote (RFQ) for Multi-Modality Contrast Therapy Units issued by the Defense Health Agency to support the 86th Medical Squadron at Ramstein Air Base, Germany.
The solicitation (HT940626QE095) seeks procurement of therapeutic medical equipment including two Game-Ready Med4 Elite Systems (230V/50Hz) and various accessory cuffs (ankle, full leg boot, knee, hip/lumbar, back, and shoulder cuffs in multiple sizes), plus shipping to Ramstein, Germany. The brand specified is Game-Ready Med4 Elite or equivalent products that meet stated salient characteristics. Salient characteristics require the equipment to combine four therapeutic modalities: cryotherapy, thermotherapy, rapid contrast therapy with less than one-minute changeover, and active compression therapy with four compression levels. The system must feature a user-friendly touchscreen interface, dual-user capability for simultaneous treatment of two patients with independent settings, and include multilanguage documentation, a one-year manufacturer warranty, and appropriate European power specifications (230V-240V/50-60Hz). Delivery is required within 60 calendar days of award to building 2497 at Ramstein-Flugplatz, with inspection and acceptance at destination. The RFQ was issued August 26, 2026, with quotes due September 2, 2026, at 12:00 PM Germany time. Award will be made using lowest price technically acceptable (LPTA) evaluation based on technical compliance with salient characteristics and price. This is an unrestricted, women-owned small business (WOSB) set-aside acquisition under FAR Part 12 for commercial products and services. Quoters must be registered in the System for Award Management (SAM), submit both technical and price documentation, hold quotes firm for 90 days, and provide product literature demonstrating compliance with specifications, valid commercial warranty terms for Germany, and delivery schedules meeting the 60-day requirement.
