About this file

This document is a solicitation from the Oregon State Marine Board requesting quotes for the removal and disposal of a 28' Bayliner sailboat that caught fire and sank at the South Breakwater Dock at Tom McCall Waterfront Park in Portland, Oregon on June 23, 2023. The work is required to begin between July 12 and July 17, 2023, though the timeline may need to be amended due to the dynamic river environment. Interested salvage contractors are requested to review the attached sample contract and provide pricing for raising and transporting the boat to a haul-out location, removing the boat from the water and transporting it to a secure storage location, 35 days of secure storage, and the disposal of the boat and all associated contents and materials. The solicitation notes that as a result of a recent multi-agency review process, the Department of Administrative Services Risk Management group has recommended specific insurance types and coverages, which are detailed in Section 12 of the sample contract. Respondents must provide evidence of the required coverage as described in Section 12 subsection "k".
