The techniques and procedures described under FAR 15.101-2 will be the primary means of assessing proposal reasonableness. If a fair and reasonable price cannot be determined, the next lowest priced proposal will then be evaluated until a fair and reasonable price is determined.
e. Step 5 – Make a selection.
f. The Government intends to make a selection without interchanges with respective offerors. The Government, however, reserves the right to conduct interchanges if deemed in its best interest of the government.
6. Changes to this Solicitation:
a. The Government reserves the right to revise or amend the specifications, drawings, or this solicitation, to include any and/or all attachments. Such revisions will be communicated to all offerors. If such revision requires significant change, the proposal closing date may be postponed or extended by adequate days to enable offerors to revise their proposals. In such cases, the revision will be identified in an amendment to the solicitation.
7. Cancellation of this Solicitation:
a. The Contracting Officer reserves the right to withdraw or cancel the proposed solicitation at no additional cost to the Government at any time prior to award. A notice of cancellation will be transmitted in the event of withdraw or cancellation. This solicitation is not an authorization to begin performance and in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal.
