Vendors must demonstrate complete understanding of all requirements outlined in the attached Statement of Need dated 15 April 2026 and provide pictures of each item for technical review. The Government anticipates awarding a Firm Fixed Price contract without discussions; however, it reserves the right to conduct discussions. Pricing should reflect rates afforded to the vendor's most valuable customers. The offer expiration date has been extended through 11 June 2026. A critical notice states that funds are not presently available; no award will be made until funding becomes available, and the Government reserves the right to cancel the solicitation before or after the closing date with no obligation to reimburse offerors for costs.

Evaluation Factors for Award
ADDENDUM TO 52.252-2
Offers will be evaluated based on Lowest Price Technically Acceptable (LPTA). Offers shall be evaluated for technical acceptance (IAW the attached SoN dated 15 Apr 2026) in order of lowest price. Once two offers have been deemed technically acceptable, evaluations will cease.
Price: Vendors should submit quotations with prices afforded to their most valuable customers.
Technical Acceptance: In order to be considered technically acceptable, vendors must demonstrate a complete understanding of every requirement outlined in the attached Statement of Need dated 15 Apr 2026.
Issuing a written notice of award or acceptance to the successful vendor within the specified acceptance period outlined in the quote will establish a legally binding contract without requiring additional steps from either party. The Government reserves the right to accept a quote (or part of a quote) before the vendor's specified expiration time, even if negotiations occur after its receipt, unless a written notice of withdrawal is received prior to award.
LPTA serves the government's best interest by promoting efficiency and transparency in the acquisition process. By focusing on the lowest price among technically acceptable proposals, LPTA streamlines evaluations, reduces administrative burden, and ensures taxpayer dollars are used responsibly. This approach is particularly advantageous when requirements are well-defined, and price is the primary differentiator.
