Evaluation Factors for Award ADDENDUM TO RFO 52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (RFO PART 12)

1.0 BASIS FOR CONTRACT AWARD

The Government intends to award a single, Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The evaluation will be conducted using a three-step, sequential process:

Step 1: Administrative and Compliance Review.

Technical Acceptability Evaluation Step 2: ("Acceptable" / "Unacceptable" basis).

Step 3: Price Evaluation (Reasonableness and Total Evaluated Price in Euro currency).

2.0 STEP 1: ADMINISTRATIVE AND COMPLIANCE REVIEW

The Government will perform an initial responsiveness review to ensure completeness and strict compliance with the submission requirements of the Addendum to RFO 52.212-1 (Section L). An offer may be rejected without further evaluation if it fails to meet these requirements, including but not limited to:

Failure to submit all three (3) required electronic volumes.

Exceed the specified page limitations (Volume I Technical must not exceed 25 pages).

Failure to submit the Price Offer (Volume II) using Attachment 2 - Price Schedule.

Failure to submit a signed SF 1449, with populated CLIN pricing under Volume III, (including signed acknowledgment of all solicitation amendments, if applicable).

Failure to submit a complete Vendor Profile (Volume III), including the required statement specifying the extent of agreement with all terms, conditions, provisions and clauses of the solicitation.

Failure to show verification of an active registration in the System for Award Management (SAM.gov).

3.0 STEP 2: TECHNICAL ACCEPTABILITY EVALUATION

The Government will evaluate the Technical offer (Volume I) on an "Acceptable" / "Unacceptable" basis. To receive an overall technical rating of "ACCEPTABLE", the offeror must receive an "Acceptable" rating in all three (3) subfactors. An "Unacceptable" rating in any single subfactor will render the entire technical offer unacceptable and ineligible for award.

Technical Rating Description

ACCEPTABLE The technical offer clearly meets the minimum requirements of the solicitation and PWS.

UNACCEPTABLE The technical offer does not clearly meet the minimum requirements of the solicitation or PWS.

The standards for acceptability for each subfactor are defined as follows:

Subfactor A: Experience

Requir ed Ele ment

Standard for an "Acceptable" Rating

1. Com pany P ortfolio Scale B aseline

The offeror submits a portfolio of at least two (2) but no more than three (3) contracts of similar scope and complexity. The portfolio demonstrates, through the provided details, the necessary experience, scale, and operational baseline to manage the requirement. If relying on subcontractor or Waste Water Lead Operator experience, their roles and commitment are clearly substantiated and logically linked to the performance of this contract.

2. Key Person nel Qu alificati ons

The offeror identifies the proposed on-site Lead Operator and provides documentation verifying the individual meets the mandatory Level II (or higher) WPI certification and three (3) year experience requirement (IAW PWS 4.14). The offeror also provides resumes for all other on-site operator personnel that clearly demonstrate each individual meets the three (3) year experience requirement (IAW PWS 4.8). Where the offeror relies on a proposed individual or subcontractor for acceptability, the offer includes clear commitment documentation.

Subfactor B: Approach

Require d Elem ent

Standard for an "Acceptable" Rating

1. Staffi ng & Labor S tructure

The Organizational and Crew Chart and accompanying Operational Narrative demonstrate a realistic and sufficient labor structure to perform the required waste water treatment plant operations, maintenance, sampling, reporting, and associated support services. If subcontracting is proposed, the division of responsibilities and lines of authority are clearly defined and ensure prime contractor accountability.

2. Oper ational Approa ch

The offer clearly describes the workflow, supervision, and communication approach necessary to perform the requirement in accordance with the PWS.

Subfactor C: Quality Control Plan (QCP)

The Government will evaluate the offeror's QCP on an Acceptable/Unacceptable basis to determine whether it clearly demonstrates the offeror's understanding of, and ability to comply with, the PWS quality control requirements.

QCP Evaluation Element

Standard for an "Acceptable" Rating Governing PWS Reference(s)

1. Service Summary Coverage

The QCP clearly addresses how the offeror will monitor and control performance for all Service Summary performance objectives (SS-1 through SS-7). PWS Section 2, Section 4

2. Inspection and Defect Correction

The QCP clearly describes scheduled and unscheduled inspections, identifies responsible personnel, and includes procedures to identify, document, correct, and prevent recurrence of deficient performance.

PWS Section 4

3. Compliance and Reporting Controls

The QCP clearly addresses controls for required plans and reports, personnel qualifications/certifications, sampling/laboratory compliance, and safety/hazardous material requirements.

PWS 1.3, 1.5, 1.6, 1.12, 1.13,

1.14, 1.15, 1.17, Section 4, Appendix C

4.0 STEP 3: PRICE EVALUATION

The Government will evaluate the Price offer (Volume II) of all offerors whose Technical offers are rated "Acceptable." The evaluation will include the following:

4.1. Mathematical Integrity & Order of Precedence: The Government will verify the mathematical accuracy of Attachment 2 - Price Schedule. In the event of a discrepancy between calculations or documents, the unit price in Attachment 2 shall govern and will be used to calculate the corrected extended price. Prices on the SF 1449 will be corrected to match Attachment 2.

4.2. Total Evaluated Price (TEP): The TEP will be calculated as the sum of the offered prices for the Base Period and all four (4) Option Periods. The Government will also evaluate the option under RFO 52.217-8 for evaluation purposes.

4.3. Price Reasonableness: The TEP will be evaluated to determine if it is fair and reasonable.
