(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
1. Price. Price shall be inclusive of all costs, charges, labor, materials, equipment, supplies, transportation, delivery, installation, supervision, and any other costs necessary to satisfy the requirements of this solicitation and the Statement of Work (SoW). The Government will first evaluate and arrange offers by price, from lowest-priced offer to highest-priced offer.
2. Technical. Technical capability will be evaluated on a pass/fail basis, beginning with the lowest-priced offer. To receive a rating of Pass, the Offeror's quote must demonstrate that it meets all minimum requirements of the SoW and this RFQ.
The quote must provide a technical description of the proposed supplies and services and confirm the Offeror's capability to meet the solicitation requirements.
Offers will be evaluated on how well the proposed supplies and services meet the Government's requirements. Any offer that fails to meet any minimum requirement of the SoW or this RFQ will be rated Fail and will not be considered for award.
The Government will evaluate the lowest-priced offer first. If that offer receives a rating of Pass under the Technical factor, the evaluation process may stop and that Offeror may be selected for award. If the lowest-priced offer is rated Fail, the Government will evaluate the next lowest-priced offer, continuing in ascending order of price until an offer is found technically acceptable or all offers have been evaluated.
(b) Options - Not Appliable
(c) Notice of Award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time specified for acceptance shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not discussions have occurred after its receipt, unless a written notice of withdrawal is received before award.
