B.1. LIMITATION OF FUNDS - INCREMENTALLY FUNDED CONTRACTS
In accordance with clause MCC52.232-72, "Limitation of Funds -Incrementally Funded-Contracts, "funds in the amount of $TBD have been allotted to this contract. It is contemplated that funds now obligated under this contract will cover the work to be performed until TBD . The Contractor shall not perform work on the contract which exceeds the total amount actually allotted by the Government to the contract. The Government is not obligated to reimburse the Contractor for costs incurred in excess of the total amount allotted by the Government to this contract. The contractor assumes the risk for any increased costs beyond what the Government obligates.

STATEMENT OF WORK
1. Introduction
MCC is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in eligible developing countries. To be eligible countries must demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. To receive assistance, eligible countries are required to enter into a public agreement (Compact) with the MCC that includes a multi-year plan for achieving shared development objectives and the responsibilities of each country in achieving those objectives, regular benchmarks to measure progress, multi-year financial plan, and a plan to ensure accountability for the use of MCA assistance.

2. Scope of Position
This position is located in the Department of Compact Operations, Sector Operations, Millennium Challenge Corporation (MCC).
3. Personal Services Contract
MCC is authorized to enter into a contract with an individual as a Personal Services Contractor (PSC) under the authority of Section 614(a) (8) of the Millennium Challenge Act of 2003.
A personal services contract is different from non-personal services Government contracts, which establishes an independent contract relationship. Under a non-personal services contract, the contractor or employees of the contractor are subject to the technical direction but not the supervision of the MCC.
As defined by the Federal Acquisition Regulation (FAR) 37.104, a personal services contract is characterized by the employer-employee relationship it creates between the Government and the contractor personnel. Thus, the PSC is subject to the relatively continuous technical direction, supervision and control of the MCC. PSCs may be assigned inherently governmental duties (see FAR 7.502). By law and
1.) Performance in Washington, D.C., US, MCC eligible countries, other US and foreign cities (as required for outreach purposes), and/or at the PSC's home of record.
2.) Principal tools and equipment furnished by the Government.
3.) Services are applied directly to the integral effort of agencies or an organizational subpart in furtherance of assigned function or mission.
4.) Comparable services, meeting comparable needs, are performed in the same or similar agencies using civil service personnel.
5.) The need for the type of service provided can reasonably be expected to last beyond 1 year.
6.) The inherent nature of the service, or the manner in which it is provided, reasonably requires directly or indirectly, Government direction or supervision of contractor employees in order to:
i) Adequately protect the Government's interest;
ii) Retain control of the function involved; or
iii) Retain full personal responsibility for the function supported in a duly authorized Federal officer or employee.
4. Key Requirements
Selectee must satisfy the following Key Requirements:

Must be able to obtain and maintain a federal security clearance.
Performance in Washington, DC USA, MCC eligible countries, other US and foreign cities (as required for outreach purposes), and/or at the PSC's home of record.
Domestic and international travel may be required.
Statement of Employment & Financial Interest (e.g., Office of Government Ethics "OGE Form- 450" or similar statement) may be required.
Active System for Award Management (www.sam.gov) registration (this is a free, Government website) and be listed as sole-proprietor. Use your name in lieu of a company name.
Designated and/or random drug testing may be required.
The Millennium Challenge Corporation (MCC) is precluded from permitting Personal Services Contractors (PSCs) from permanently working overseas without Chief of Mission Authority or an approved Domestic Employee Teleworking Overseas (DETO) Agreement.
5. Duties
At the Associate Director Level:
If the selectee only qualifies at the "Associate Director" level:
Will be established at a developmental position in an effort to expand the population of potential candidates and to attract and retain an individual with the potential to aspire to the full performance level position. Promotion to the full performance level is neither guaranteed nor implied and promotion will be based solely on the incumbent's ability to perform at the Director (Agriculture & Land), as determined by the position's supervisor and will only occur at the beginning of each Option exercise.
At the Director Level:
If the selectee qualifies at the "Director" level:
Participates actively in the relevant practice area and performs a variety of assignments associated with the development and implementation of MCC-funded projects and activities, as well as a range of responsibilities related to practice area development and MCC internal administration. The assigned practice area is based on a specific area of policy/guidance for which effective implementation is a priority for MCC, as-well-as by the presence in MCC of staff with professional expertise where the subject area and the staff working in it cut across MCC divisions. The subject area is relevant to most MCC partner countries at some stage of compact consultation, design, or implementation. Examples of current practice groups include infrastructure, Agriculture, Land, ESA, Gender and Social Assessment, etc.
Serves as the sector and/or integrated project lead and primary point of contact in MCC headquarters for projects in one or more countries in various stages of compact development and implementation.
This position is NOT authorized to supervise any Federal employees.
a) Major Duties and Responsibilities:
Participates actively in the relevant practice area and performs a variety of assignments associated with the development and implementation of MCC-funded projects and activities, as well as a range of responsibilities related to practice area development and MCC internal administration. The assigned practice area is based on a specific area of policy/guidance for which effective implementation is a priority for MCC, as-well-as by the presence in MCC of staff with professional expertise where the subject area and the staff working in it cut across MCC divisions. The subject area is relevant to most MCC partner countries at some stage of compact preliminary analysis, design, or implementation. Examples of current practice groups include Land and Agricultural Economy, Transport and Vertical Structures, Water and Sanitation Infrastructure, Environment and Social Performance, Gender and Social Inclusion, and others.
Serves as the sector and/or integrated project lead and primary point of contact in MCC headquarters for projects in one or more countries in various stages of compact development and implementation.
Compact Development
As the sector lead, participates in interdisciplinary teams to assess sector problems, root causes and country compact project proposals performing a variety of assignments to include:
Analysis of country concept papers;
Analysis of country proposals including specific recommendations for improvements (e.g., proposals for compliance with sector due diligence guidelines, sector best practices, MCC's economic analysis, and monitoring and evaluation guidelines, and recommendations for plans, identification of critical policy and other conditions required for project sustainability, etc.);
Expert consultation in researching, analyzing, and developing authoritative solutions for complex issues regarding proposed compact programs;
Analysis and refinement of budget and financial data/information;
Evaluation of risk and mitigating measures;
Technical input and support in the development of economic analysis and ERR models;
Negotiations with host country counterparts to address and resolve issues during the program development and review process;
Preparation of presentations of proposed programs to MCC senior management and Board of Directors, including relevant sections of Investment Memos and corresponding supporting documentation for IMC and Board Review; and, Support as appropriate during compact negotiations and finalization of compact terms and conditions.
Compact Implementation
As sector and/or project lead on a project or activity in compact implementation phase, monitor implementation progress and provide technical oversight and support to MCA counterparts.
Responsibilities include:
Per MCC clearance matrix and standards of clearance, review and clear all documents requiring MCC non-objection. These include procurement documents such as RFP and evaluation reports; Quarterly Disbursement Requests (QDR);
Monitoring and Evaluation (M&E) plans; and other exceptional documents such as proof of compliance with Condition Precedents(CP's);
Develop strategy (and budget) with appropriate members of the Country Team for Project implementation oversight, approve consultants' SOW, monitor and provide feedback on consultants' performance and review due diligence financial reports;
Monitor MCA Project Teams' adherence to procurement plan and timeline;
Monitor and track progress of MCA Project Team's efforts to adhere to CP achievement schedule, and support MCA to assure and verify satisfaction of CP requirements;
Participate in regular coordination meetings with Country Team members and MCA counterparts;
Monitor and report on project process and non-routine events (potential "red flags") at regular Country Team meetings;
Quality assurance on MCA development of all key Procurement Terms of Reference;
Travel as needed to provide Project oversight, technical support and coaching to the appropriate MCA team members;
Identify capacity "gaps" and provide input to development of capacity building strategy for MCA Project Team; and, Draft project related portions of the Internal Program Review (IPR) and communicate with MCA counterparts key findings and concerns as appropriate.
Practice Area
Communicate and consult with the appropriate Practice Lead as appropriate and participate actively in the relevant Practice Area to:
Ensure consistency and quality of professional practice in accordance with and in compliance with MCC's statutory requirements;
Support the continuing development of professional expertise at MCC in relevant and related practice areas;
Support continued learning, sharing and dissemination of information among all staff, and innovation in selected professional areas across MCC; and, Provide guidance to management in the development of policies and advice on "best practice" standards in specified professional areas and lead the development of such policies and standards when requested by management.
Other Responsibilities
As assigned, participates in Technical Evaluation Panels as a "non-voting member" and serves as Project Monitor (PM).
Contributes to the improvement of operational procedures, compiles and analyzes data and supports both internal external reporting and communication.
Prepares background, analysis, and recommendations for senior management use at meetings, external events, and other forums.
Consults with all levels of management, other federal agencies, and international development stakeholders, as appropriate. Maintains awareness of MCC's internal regulations and guidelines as well as other relevant regulatory materials.
Performs other related duties as assigned.
b) Knowledge Required by the Position
Knowledge of the technical assessment process and public policy issues related to MCC relevant practice area initiatives and programs, as-well-as a working knowledge of the other program area, sufficient to participate in complex assignments and projects associated with the development and implementation of long-term international development programs.
Ability to perform research and analysis on issues that arise in the planning and implementation of long-term international development programs affiliated with country compacts.
Ability to work effectively as a member of an interdisciplinary team with staff from other international USG and host country institutions.
Ability to analyze and evaluate a wide variety of information from many different sources in order to formulate advice and counsel to MCC management and country counterparts, and to identify and incorporate industry best practices into MCC operations and programs.
Written and oral communication skills to prepare comprehensive reviews, briefings, proposed policy studies and special reports.
Project management skills to lead management and implementation oversight for complex and integrated projects.
Skill in representing MCC at relevant USG interagency meetings regarding development policy and preparing recommendations to advance agency interests.
Ability to brief high-level U.S. and foreign government officials on critical technical matters and to explain complex issues clearly and concisely.
Knowledge of both policy and operational aspects of a variety of U.S. and global development assistance models.
c) Travel
MCC estimates the selectee may undertake up to 4 to 6 international trips annually.
d) Supervisory Controls
As an authority in the analysis and evaluation of programs and issues, the employee is subject only to administrative and policy direction concerning overall project priorities and objectives. The employee is typically delegated complete responsibility and authority to plan, schedule and carry out major projects concerned with the analysis and evaluation of programs or organizational effectiveness.
Analyses, evaluations and recommendations developed by the employee are normally reviewed by management officials only for potential influence on broad agency policy objectives and program goals. Findings and recommendations are normally accepted without significant change.
e) Guidelines
Guidelines consist of broad administrative and program policy statements, basic legislation, related court decisions, or local laws that require extensive interpretation. The employee uses judgment and discretion in determining intent, and in interpreting and revising existing policy and regulatory guidance for use by others within or outside the employing organization. The employee is recognized as an expert in the development and/or interpretation of guidance on program planning and evaluation in a specialized area.
f) Complexity
The employee analyzes interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. He or She develops detailed plans, goals, and objectives for the long-range implementation and administration of programs, and/or develops criteria for evaluating the effectiveness of the program. Decisions concerning planning, organizing, and conducting studies are complicated by conditions, such as conflicting program goals and objectives. Options, recommendations, and conclusions take into account and give appropriate weight to uncertainties about the data and other variables which affect long-range program performance.
g) Scope and Effect
The purpose of the work is to analyze and evaluate major aspects of substantive, mission-oriented programs. The employee resolves problems or copes with issues which directly affect the accomplishment of principal agency program goals and objectives. The employee develops regulations or guidelines for the conduct of program operations, or new criteria for measuring program accomplishments. Study reports contain findings and recommendations of major significance to top management of the agency, and often serve as the basis for new systems, initiatives, policies, or programs.
h) Personal Contacts/Purpose of Contacts
Personal contacts include individuals and groups at all levels of the Corporation, representatives from other Federal agencies/organizations, contractors, and the general public. The purpose of contacts is to influence, motivate, persuade or negotiate with others who may hold different points of views in order to influence managers or other officials to accept recommendations or to obtain the desired effect.
i) Physical Demands
The work is primarily sedentary, although some walking, bending or carrying of light items may be involved and travel can be particularly physically demanding.
j) Work Environment
Work is mainly performed in an office setting although field work can be conducted in remote and difficult environments.
6. Position Security Level
Noncritical-Sensitive/Moderate Risk
The PSC start date is contingent upon a successful background investigation conducted by the MCC Security Office (MCC Domestic & International Security (DIS)).
7. Required Qualifications
Offerors must meet all the qualification requirements, including education and all qualifying specialized experience described below by the closing date of this announcement. Desired qualifications will be considered only once all education and qualifying specialized experience requirements are met. Please clearly demonstrate that you possess the following:
1. An advanced postgraduate degree (accredited Masters, Ph.D., J.D., etc.) in law, economics, geography, public administration, business administration, planning, or another related discipline.
2. A minimum of 10 years of experience in design and implementation management of complex land sector projects in developing countries focused on issues including for example land administration;
legal and institutional reform; property rights formalization and registration (including both statutory and customary approaches); land market functioning; and land sector-related technology and technology systems.
3. A minimum of 10 years' experience with project budgeting, management of project budgets, drafting specifications or responding to specifications of project related contracts and management of project-related contracts.
4. A minimum of 10 years of experience representing an organization effectively and authoritatively on complex land sector technical matters with entities including foreign governments, donors and development institutions (DFIs), private sector actors, multi-lateral organizations, and non-governmental organizations (NGOs) in the land sector.
5. Demonstrated ability to independently assess problems and their root causes within a country's land sector and identify areas of programmatic investment to address selected root causes.
6. Demonstrated experience serving as the lead technical authority on land sector matters in relation to a specific project or within a team.
7. Demonstrated ability to identify and implement workable solutions to complex project management problems of a technical, legal, political, financial, procurement, or management nature.
8. Demonstrated inter-personal and negotiation skills and ability to work cooperatively and productively in multidisciplinary and multicultural teams with other technical experts in diverse fields, foreign government officials and other stakeholders. Demonstrated ability to effectively communicate complex land sector legal, institutional and market principles to peers and non-specialists.
9. Fluency in spoken and written English.
8. Desired Qualifications
1. Knowledge of US Government Agencies or MCC organization, rules, procedures, administrative policies, and operational requirements.
2. Experience working in the regions and countries in which MCC works.
3. Demonstrated experience with the economics of land and land markets, including an ability to understand and describe the distinct ways that land sector project interventions can drive economic outcomes.
4. Familiarity with quantitative and qualitative methods for assessing and evaluating the effectiveness of land sector programs.
5. Advanced professional expertise in one or more of the following selected areas of land sector practice: mapping and survey technology and systems; legal and institutional reform; land registry and cadastral system technologies; and land-based revenue generation, management and systems.
6. Professional proficiency in French - desired but not required.
Note: All experience must be well-documented on the resume and within the Submission. All aspects of the Submission must specifically show how the Offeror meets the qualifications required. Credit may be given for appropriate unpaid and/or parttime work. To receive credit, Submissions should clearly identify the duties and responsibilities in each position held and the total number of hours worked per week.
9. Required Documentation
Interested Offerors must submit following required documents:
A completed and signed Bio-Data Form (Section J List of Documents, Exhibits, and other Attachments of this Combined Synopsis Solicitation) with proposed salary (Subsection 12(c) below)—see Submission Instructions to PSCs Candidates (Offerors) regarding permissible signature types. (It is important to fill out the desired salary section);
A curriculum vitae or resume (limit ten (10) pages);
A written narrative clearly describing relevant experience and knowledge of each of the qualifications listed in Section 7. Qualifications (limit five (5) pages); and
At least three (3) and no more than five (5) professional references with current contact information.
Cover Letter Requirements and Identification of Points of Contact (See SECTION G for guidance on what to include in this document). This letter is different than the next letter.
A cover letter, not to exceed one (1) page, to highlight your interest and suitability for this position. The cover letter is not considered as a part of the required written narrative (Subsection 9(3) above); and
A copy of Academic Transcript(s). Transcript(s) may be requested by MCC before award to validate the offeror's education history (limit twenty (20) pages).
10. Compensation
PSCs for the services of individual experts or consultants are limited by the Classification Act. In addition, the Office of Personnel Management (OPM) has established requirements which apply in acquiring the personal services of experts or consultants in this manner (e.g., benefits, taxes, conflicts of interest).
This position is located in the Department of Compact Operations, Sector Operations Division, Millennium Challenge Corporation (MCC) and the maximum number of hours allowed is 2,087 hours per year for each position. Each contract will include four one-year option periods that may be exercised at the sole discretion of MCC.
Overtime is not authorized on this contract. However, credit hours and compensatory time off for travel may be authorized for a full-time PSC.
The pay range for this position is:
Associate Director 3B: $102,700 - $171,700 ($49.20 - $85.27 per hour); or Director 3A: $128,400 - $192,700 ($61.52 – 92.322 per hour) inclusive of locality pay. Final compensation will be negotiated within this pay range based upon the successful offeror's work experience. A salary above this pay range will not be entertained or negotiated.
MCC issues W-2s to the PSCs and makes the employer contribution to FICA and Medicare for the PSCs. MCC also withholds FICA, Medicare, federal tax and state tax on behalf of the PSCs. The PSCs are not eligible for the Foreign Earned Income Exclusion.
11. Benefits
Under the MCC personal services contracting authority, PSCs are not employees for purposes of laws administered by OPM, such as Federal Retirement Benefits and health and life insurance. As such, PSCs are not eligible for participation in the Civil Service Retirement System or the Federal Employees Retirement System. Moreover, PSCs are not eligible to receive Federal Health and Life Insurance or participate in the Federal Thrift Savings Plan.
Notwithstanding the above, and if agreed upon by the Government and the PSC before the award of a contract, the PSC may receive a pay supplement of 15% of the employee's direct labor cost in lieu of fringe benefits.
a) Sick Leave
A full-time PSC earns sick leave on the same basis as direct-hire MCC employees, that is, maximum four (4) hours for every biweekly pay period.
b) Annual Leave
A full-time PSC earns four (4), six (6) or eight (8) hours of annual leave for each biweekly pay period depending on the number of years of previous federal government employment based upon determination made by MCC.
c) Parking & Transit Subsidy
A full-time PSC working at MCC Headquarters in Washington, DC is eligible for parking or transit subsidy, subject to the availability of funds. The full-time PSC whose primary place of performance is not at the MCC Headquarters is not eligible for this subsidy. The full-time PSC whose duty station is overseas is not eligible for this subsidy.
d) Credit Hours
A full-time PSC is eligible for credit hours (up to 24 hours earned) under the MCC Credit Hour Program. PSCs may not receive credit hours for time spent in travel status. The PSCs shall be compensated for the credit hour balance upon termination, subject to availability of funds.
12. Travel Rules
The PSC is subject to the Federal Travel Regulations and MCC travel policies and procedures to the same extent as MCC direct-hire employees.
13. Combined Synopsis Solicitation Submission Instructions to PSC Candidates (Offerors)
In accordance with FAR 52.214-34 and 52.214-35, all submissions are to be in the English language and US Dollars. Submissions in other languages or monetary denominations will not be considered.
Offerors must address each qualification listed under Section 7. Qualifications and demonstrate how the offeror meets each qualification. Unless stated otherwise, all required qualification elements will be weighted equally.
a) Qualified individuals must be registered in the System for Award Management (SAM) before submission, either in "Active" or "Submitted" status. The approval of your record in SAM may take weeks and the Government cannot award a contract without an "Active" SAM registration.
Offerors without a SAM registration (neither "Active" nor "Submitted") at the close of the RFQ submission deadline may be rejected. MCC will extract pertinent representations and certifications from the offeror's SAM account. Either include the first page print out or provide your Unique Entity ID and Cage Code.
b) Submissions shall be formatted to fit on 8 ½" x 11" paper. Suggested margins are 1" all around and the font should be Times New Roman, no larger than 12-point. It is the responsibility of the offeror to ensure that all pages are properly formatted to fit and that all information properly fits within the margins of each page.
Hourly rates shall not be mentioned anywhere in your submission other than on the Bio-Data Form (Section J List of Documents, Exhibits, and other Attachments) of this Combined Synopsis Solicitation.
It is the responsibility of the offeror to ensure that all pages are properly formatted to fit and that all information properly fits within the margins of each page.
c) Qualified individuals must submit a completed and formally signed Bio-Data Form (Section J
List of Documents, Exhibits, and other Attachments of this Combined Synopsis Solicitation).
Typed signatures are not acceptable. Physically sign Bio-Data Form. If you do not have a scanner you can take a picture of it with your phone and submit that. Please ensure that you provide a current, valid e-mail address and telephone number for notification purposes.
The Bio-Data Form must be fully completed including a proposed hourly rate and signature. A Bio-Data Form without a proposed hourly rate and signature may result in the offeror being rejected for award.
d) Qualified individuals must submit a curriculum vitae or a resume, which clearly demonstrates their education, experience, knowledge, and skills and abilities as they relate to the qualification elements. Resume must indicate: the earliest possible start date for the offeror; as well as formal title, and duration (start date / end date) for each listed position. Resume is limited to ten (10) pages and must not contain a photo or any salary information.
Note that any salary negotiations will be based on the offeror's education, skills and years of relevant experience.
e) Describe your experience and knowledge in regard to the qualification requirements in no more than five (5) pages. Clearly demonstrate how your prior experience is relevant to the duties of this position as listed under Section 5. Duties and the qualifications listed under Section 7. Qualifications. The responses should describe specifically and accurately what experience, training, education and/or awards you have received that are relevant to each factor. Cite specific examples where appropriate.
f) Qualified individuals must submit at least three (3) but no more than five (5) professional references, who are not relatives or family members. Submitted references must include current information, as follows:
1) Name of reference
2) Offeror's relationship to reference
3) Title of reference at current job
4) Reference current telephone number (work or personal)
5) Reference e-mail address (work)
At least one (1) reference should be from direct supervisors (current or prior) who can provide information regarding the Offeror's knowledge and experience in the relevant field. Preferably, the references should be from within the last five (5) years of the Offeror's professional employment history.
g) To be considered for award, submissions must be signed and received prior to the closing date and time specified above. Only physical signatures are permitted; electronic or typed signatures are not acceptable, e.g. "/s" or "typed name of the Offeror".

Receipt of submissions in response to this announcement does not constitute an award commitment.
The U.S. Government will not reimburse any costs incurred in the preparation of a submission. Any submission is at the sole risk and expense of the Offeror.

16. Selection Process
In order to be considered for award, an offeror must, at a minimum, meet the Required Qualifications listed in Paragraph #7. Required Qualifications of this SECTION. Consideration and selection will be based on a panel evaluation of the offeror's qualifications.
All submissions will receive one of three scores for each of the required and desired qualifications:
Does Not Meet, Meets or Exceeds. MCC reserves the right to conduct interviews with the most qualified offerors and/or conduct a reference check on those individuals.
The U.S. Government and MCC are not obligated to make any award or pay for any costs associated with the preparation and submission of a proposal in response to this announcement.
The contract award is contingent on availability of funds.
MCC reserves the right to not award any contract as a result of this announcement.
17. Contract Award
This contract shall be awarded directly by MCC to an individual, not to a firm. When registering in SAM be sure to use your name for the business name. Do not create a company.
Identify yourself as “Sole Proprietor”. Use this information to assist with enrolling in SAM and for your Unique Entity ID. A DUNS # is no longer required to register in SAM.
If you need assistance with registering in SAM.GOV visit the Federal Service Desk website at FSD.GOV and type in “How do I register a new entity in SAM.gov?”. Then just follow the guidance provided.
At the Government's discretion, e.g. unable to identify a best-value offeror or secure funding, this solicitation may be canceled without an award. The Government may consider opening a new solicitation for this position.
18. Contract and Period of Performance
The successful Offeror(s), who is/are found to be the best value to the Government, may be offered a Time-and-Materials (T&M), personal services type contract for a one (1) one-year base period plus four (4) one-year option periods.
The base period of performance shall be for one (1) year. All option periods are exercised at the sole discretion of MCC based upon performance, agency requirements and availability of funding. The contract will be for a full-time PSC position with 2,087 maximum total hours per year (period of performance) over the duration of the contract.

F.1 DELIVERABLES
Deliverables are associated with the duties identified in Section C to include reports as required by the Contracting Officer Representative (COR).
The PSC will provide a brief monthly progress report as a regular deliverable. Monthly progress reports will consist of the following format to measure the progress of the work undertaken that month:

Monthly reports are due the first workday of each month.
Deliverables will be considered "draft" upon initial receipt. Drafts will be reviewed and accepted or concerns raised/comments provided within two weeks of receipt. The PSC shall appropriately address the Corporations' concerns and provide final deliverables within one week of receiving the MCC response.
In addition to monthly progress reports, the PSC will submit biweekly timesheets on a schedule and format determined by MCC. Timesheets will include a list of hours worked per compact or country program, along with a brief description of the tasks undertaken for each program during the pay period.
The PSC also will produce other reports and analyses as requested by MCC.

G 1. TIMESHEET INSTRUCTIONS
The contractor shall submit time sheets for actual hours worked.
Time sheets shall be sent to the COR and/or the PM on the first Monday after the end of the pay period. The COR and/or the PM will approve the time sheets and will forward to the Interior Business
Center (IBC). IBC processes payroll checks via direct deposit in the PSC bank account on the second Tuesday after the end of the pay period.
If it is determined that the time is incorrect the time sheet may be revised by the Government, or the Contractor may be required to submit a revised time sheet.
To constitute a proper time sheet, each time sheet must include the following information:
(1) Name of the Contractor;
(2) Date of pay period;
(3) Contract number; also modification number, if applicable;
(4) UEI number; and
(5) Employee Signature (must be physically signed. Typed or electronic signatures not acceptable)

Offerors/quoters must provide a Cover Letter signed by an individual authorized to commit the company to the quote/proposal. The cover letter must include the Offeror/Quoter’s Business Entity Name, Address, Point of Contact, Phone Number, Email and Unique Entity Identifier (UEI) and identify all enclosures included in the quote/proposal. In addition, the Offeror/quoter must identify the company’s anticipated Contractor Performance and Assessment Reporting System (CPARS) Contractor Representative, to include the individual’s full name, telephone number and email address. The letter shall reference the solicitation number and acknowledge that it transmits an offer in response to the solicitation and amendment(s).
