PLEASE READ THIS ENTIRE NOTICE AS IT CONSTITUTES THE ONLY NOTICE THAT

WILL BE ISSUED.

This is a combined synopsis solicitation prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

Request For Quotation (RFQ) number is N66604-20-Q-8571.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price purchase order for Rechargeable Lithium Ion Batteries.

The items required for purchase are as follows:

The above products are manufactured by SubCtech GmbH, Wellseedamm 1-3, Anlieferung Geb 1, 24145 Kiel, Germany. Please see that attached Technical Requirements for information regarding the Government’s minimum requirements.

PLEASE NOTE: Ensure any and all costs associated with this requirement (i.e. shipping) are included in your quote, as this is a FFP order.

In accordance with DFARS Clause 252.211-7003 the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government’s unit acquisition cost is $5,000.00 or more.

Required delivery date for all items is 10/30/2020, F.O.B. Destination, Newport, RI. 02841.

This procurement is being solicited on an unrestricted basis, as concurred with by the NUWCDIVNPT Office of Small Business Program (OSBP) and Small Business Administration (SBA) Procurement Center Representative (PCR). The North American Industry Classification System (NAICS) Code is 335999. The Small Business Size Standard is 500 employees.

Incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC) 2020-07. Full text of incorporated FAR/DFARS clauses and provisions may be accessed electronically at https://acquisition.gov/far.

The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9.

As of 13 AUG 2020, in accordance with Section 889(a)(1)(A)&(B) of the John S. McCain National Defense Authorization Act, contracts are required to complete and submit a copy of the attached representation regarding use of covered telecommunications equipment or services:

FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (AUG 2020).

Further, solicitations must contain FAR 52.204-25, Prohibition of Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (AUG 2020), which is incorporated into this solicitation by this posting.

Please complete and sign the attached FAR 52.204-24 Representation document and return with your company’s quote.

This requirement will be awarded to the Offeror with the lowest price technically acceptable (LPTA) quote.

NOTE: In order to be determined technically acceptable, the offeror must quote items which meet the Government’s minimum requirements, in the required quantity.

The Government will consider past performance information in accordance with DFARS provision 252.213-7000 where negative information within PPIRS-SR (now known as Supplier Performance Risk Systems (SPRS)) may render a quote being deemed technically unacceptable.

This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

Electronic Payment through Wide Area Workflow (WAWF) is the payment method.

Offerors shall include price, delivery terms, and the following additional information with submissions: point of contact (including phone number and email address), contractor cage code, and contractor DUNs number. Offers received after the closing date and time specified will be ineligible for award.

The quotes may be submitted via email to the below email address and must be received on or before Thursday, September 24, 2020, 2:00PM EST. Offer received after the closing date are considered to be late and will not be considered for award.
