COMBINED SYNOPSIS/SOLICITATION 1333ND25QNB640395

Dynamic Directed Energy Deposition System

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13.5 Simplified Acquisition Procedures.

This solicitation is a Request for Quotations (RFQ) for a Dynamic Directed Energy Deposition System. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular (FAC) 2025-04 effective 6/11/2025.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. This acquisition is being procured using Small Business Set-Aside competition.

The Materials Measurement Science Division (MMSD) in the Material Measurement Laboratory (MML) at the National Institute of Standards and Technology (NIST) advances measurement science, standards, and technology to support the industrialization of advanced manufacturing. A critical national need is the development of metrology tools that reliably link materials composition, processing conditions, structure, and performance - particularly in metal-based additive manufacturing (AM), where rapid solidification under extreme conditions presents major challenges to microstructure control.

To address these challenges, MMSD is developing a high-speed X-ray metrology platform capable of probing materials’ structural evolution in real time during AM processes. Current high-speed X-ray diffraction (XRD) measurements are limited by slow sample preparation and fixed compositions, restricting systematic exploration of the vast composition–processing space critical to understanding AM. The inability to measure dynamic phase transformation behavior at relevant time and length scales remains a significant barrier to AM’s broader industrial adoption.

DELIVERY

Delivery will be FOB DESTINATION and will be delivered not later than 240 days from the date of award.

FOB DESTINATION MEANS: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

EVALUATION CRITERIA AND BASIS FOR AWARD

The Government intends to award a single purchase order resulting from this solicitation to the responsible Contractor whose quotation, conforming to the solicitation, will provide the best value to the Government, price and other factors considered.

In addition to price, the following factors shall be used to evaluate quotations:

1. Technical Approach

2. Experience

EVALUATION CRITERIA

Factor I – Technical Approach

Technical capability will be based on the detailed technical information provided in the quotation.

The Government will evaluate whether the Offeror has demonstrated that its proposed instrument meets or exceeds all minimum requirements. Quotations that do not demonstrate that the proposed instrument mees all requirements will not be considered further for award. If an Offeror does not indicate whether its proposed equipment meets a certain minimum requirement NIST will determine that it does not.

In evaluating technical capability, additional consideration will be given to:

1. Laser power over 500W up to 1500W.

2. Scope and python compatibility of API or control library.

Evaluation of this factor is a subjective evaluation of the Offerors demonstrated resources, capability, and methods to meet all requirements. The Offerors submittals will be evaluated in terms of demonstrated understanding of the requirements and demonstrated capability to meet or exceed the requirements. This may include the authority to provide the required system and the capability to meet all the requirements including but not limited to item specifications, delivery, installation, and warranty.

Factor II – Prior Experience

The assessment of the Offerors submittals will be used as a means of subjectively evaluating the offerors demonstrated breadth and depth of experience in providing similar equipment. The assessment of the vendors relevant experience will be used as a means of evaluating the capability of the vendor to successfully meet the requirements of the RFQ. The Government will only review four

(4) relevant experience projects. Projects submitted in excess of four (4) relevant projects will not be considered.

Price:

The proposed price will be evaluated based on the total price. The proposed price must be entirely compatible with the technical proposal.

NIST intends to evaluate quotes and issue a contract based on the initial quotes received. Therefore, the offerors initial quote should contain the Contractors best terms from a price and technical standpoint. NIST reserves the right to request revised quotes from, or negotiate final contract terms with, one or more, but not all, Contractors if later determined by the Contracting Officer to be necessary.

REQUIRED SUBMISSIONS:

Contractors shall submit the following:

1. Technical Approach

• The Offeror shall submit its technical approach for the Dynamic Directed Energy Deposition System it is proposing which may include charts, graphs, tables, drawings and product literature. The offeror must demonstrate that its proposed instrument meets or exceeds each minimum requirement described in the SOR document including laser power wattage and documentation on API or programmatic control library implementation and contents. The documentation shall clearly describe, in sufficient detail, the Contractors authority, proposed item, resources, and methods to successfully fulfill the requirements including all requirements per the Request for Quotation.

2. Experience

• The Offeror shall submit a maximum of four (4) projects which best demonstrate the Contractors experience performing relevant projects. Each project shall be submitted utilizing heading “Relevant Experience Project Data Sheet” For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFQ (i.e., unique features, technical capabilities). A relevant project is defined as a project that is similar in size, scope, and complexity to that of the RFQ. Projects submitted for the Contractor must be completed within the past three (3) years of the date of issuance of this RFQ.

Price will be evaluated to determine that the total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government.

Price – Contractors shall provide a Firm-Fixed price quotation for Line Item 0001.

Line Item (CLIN) 0001, Firm-Fixed Price: Delivery of one (1) Dynamic Directed Energy Deposition System, meeting the specifications in the requirements document and request for quotation inclusive of F.O.B Destination $_________________total firm-fixed price.

3. Contractors shall provide a Firm-Fixed price quotation to complete the requirements of the statement of requirements.

5. If the Contractor objects to any of the terms and conditions contained in this solicitation, the contractor shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:” [Contractor shall list exception(s) and rationale for the exception(s)].

It is the sole responsibility of the contractor to identify in their quote any exceptions to the terms and conditions of the solicitation. If the contractor does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the contractor’s acceptance of the Government’s terms and conditions for inclusion into the resultant purchase order.

6. Quoters shall provide an active Unique Entity Identifier (UEI) for the System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.gov to be considered for award.

Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC).

If a contractor submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the contractor’s FSS or GWAC contract, and the statement required above shall be included in the quotation.
