Section SF 1449 - CONTINUATION SHEET
STATEMENT OF WORK
STATEMENT OF WORK
1. Purpose: Replacement of high use items.
2. Scope or mission: The Maintenance Group provides safe, mission ready aircraft for the Operations Group to execute the flying mission. We currently have 9 aircraft that require seat covers and other accessories.
3. Background: The youngest aircraft in our fleet is 19 years old and our oldest is 31. The items we are looking to procure are either not available or can no longer be procured through the normal supply chain. Additionally, the items we are looking to replace are high use items that provide the crews with privacy and comfort for their long missions. Regarding the seat covers and other seat components, the only way to replace the items would be to replace the entire seat assembly. An entire seat assembly can be ordered through the supply system for$90,000. There is nothing wrong with the structure of the seat, it is the cushion and the covers that become lose and damaged from excessive use. From a fiscal stand point, it is responsible to replace the parts at a lower cost.
4. Objective: We currently have funding to purchase 3 complete C‐17 sets. Line items 1‐13 of the solicitation are for the 3 sets and are FUNDED. Line items 14‐23 are OPTION line items for the the remaining 6 aircraft and are currently UNFUNDED. Quoters will be required to quote ALL line items (both funded and unfunded). The government reserves the right to award all or some of the line items (based on availability of funds). Basis of award will be based on the the quoter that successfully quotes all 23 line items, meets the requirements of the statement of work and solicitation, and is the lowest overall cost to the government.
5. Period of Performance/Delivery Date: 2 November 2020.
6. Special Requirements: For seat associated items, they must work with the existing C‐17 seat structure without fabrications. For the accessories, they must work with the existing structures in place (curtain frames, fasteners) without requiring additional fabrications or pieces. If able, the unit is requesting for STEWART ANG to be embroidered on the items. Apparently, parts have known to be taken while out on the road conducting missions. A general customization of these items would reduce the risk of loss, while allowing us to use them interchangeably amongst our fleet.
