Any questions should be sent via email to joseph.r.cederstrom.mil@mail.mil. The subject line must read: “W912L1-20-R-0026 –RFI”

b. Contract Line Item Number (CLIN) structure will be in the contract award documents. This is an Indefinite- Delivery/Indefinite Quantity (ID/IQ) contract utilizing unit price Firm-Fixed-Price (FFP) Delivery Orders in accordance with Federal Acquisition Regulation (FAR) Part 16.

c. Only the Contracting Officer executing this contract and the Successor Contracting Officer has the authority to modify the terms and conditions of this contract.

d. Any supplies to be furnished under this contract will be ordered by issuance of Delivery Orders by the individuals or activities designated in this contract. Pursuant to Section 843 of the National Defense Authorization Act for Fiscal Year 2004 (PL 108-136) such orders may be issued from date of contract award until the last day of the basic contract period and any options exercised provided the performance period of the Task Order does not exceed 12 months. The total term of the contract, any options or extensions, and any performance there under may not exceed three (3) years. The Government reserves the right to modify this clause to incorporate future statutory changes.

e. The Government reserves the right to issue additional solicitations and award additional contracts within the activities covered by this contract.

2. NAICS CODE, CONTRACT CEILING AND MINIMUM ORDERS

a. Contract Award: As a result of this solicitation, utilizing the evaluation procedures defined in ADDENDUM

52.212.1 (Instructions to Offerors) and ADDENDUM 52.212-2 (Evaluation Criteria), the Government intends to award one IDIQ contract.

b. NAICS Code: The NAICS code for this requirement is 332999- “All Other Miscellaneous Fabricated Metal Product Manufacturing”. The size standard for this NAICS is 750 employees. This requirement is a total small business set aside.

c. The Government intends to award one contract as a result of this solicitation.

d. Contract Ceiling: The maximum value of the contract will not exceed $65K for the Texas Army National Guard over the life of the contract (base plus options). This contract ceiling is the Government's most optimistic scenario with respect to monetary appropriations, future requirements, and work currently being accomplished. In the event that the $65K capacity is exhausted prior to the end of the contract term, it is possible, but unlikely, that additional (within scope) capacity may be added in order to facilitate re-solicitation of the requirement.

e. Delivery Order Periods: The maximum period that a task order will not exceed is up to 12 months.

f. Rate Charges: The unit of measure for this IDIQ will be “each”. The vendor shall provide firm fixed priced pricing that will equate to a total unit price.

3. Place of Delivery: The place of delivery will be at various locations within the state of Texas, but primarily in Austin, TX.

2. The Government will evaluate proposed prices for reasonableness using price analysis techniques. Proposed prices evaluated as unreasonable may be grounds for eliminating a proposal from competition. The following factors shall be used to evaluate proposals:

(1) Price

(2) Technical

(3) Past Performance

Technical and past performance, when combined, are approximately equal to price.

Factor 1- Price.

The Government reserves the right to require the submission of Other than Certified Cost or Pricing Data as is deemed necessary to arrive at a fair and reasonableness price.

Factor 2- Technical

The standard is not met if the contract fails to adequately address any of the technical elements listed in the description of an acceptable rating. The proposal does not provide the Government reasonable assurance the offeror will successfully meet the minimum requirements under the solicitation ad resultant contract if awarded.

Factor 3- Past Performance

The past performance evaluation will assess the offeror’s probability of meeting the solicitation’s requirements as indicated by that offeror’s record of past performance. Past performance is assess at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation.

(a) Recency Assessment. An Assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must have been performed during the past four (4) years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

(b) Relevancy Assessment. To be relevant, the effort must be similar in nature of work, size, and complexity. The Government will conduct and in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature of work, size, and complexity to the services/products being procured under this solicitation. Recent past performance is defined as not more than four (4) years from the solicitation release date; relevant in term of similar nature of work, size, and complexity.

(c) Assigning Ratings. The past performance factor will be assigned one of the ratings defined below:

Past Performance Evaluation Ratings Rating Description

Acceptable

Based on the offeror(s)’ performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror(s)’ performance record is unknown.

Unacceptable

Based on the offeror(s)’ performance record, the Government has no reasonable expectation that the offeror will successfully perform the required effort.

(d) Offeror(s)’ without a record of relevant past performance or for whom information on past is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have “unknown” past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
