This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13, Simplified Acquisition Procedures.
This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04, effective 6/2/2023.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. This request will be a Brand Name Only acquisition.
The Material Measurement Laboratory’s Biosystems and Biomaterials Division, Biomaterials Group provides measurement assurance to support the development of innovative applications in regenerative medicine and public health. The group is developing microbial and mammalian reference materials and analytical methods to facilitate high quality cell material development for the regenerative medicine and biotechnology community. The Group requires a cell counter to further its mission requirements.
Responsible quoters shall provide pricing for the following brand name cell counter. All equipment must be new. Used or remanufactured equipment will not be considered for award.
This is a Brand Name Only procurement:
The Biomaterials Group requires a Beckman Coulter Multisizer 4e cell counting instrument based on electric impedance, to quantify the concentration and size distribution of biological samples. This measurement capability is critical for current and future NIST efforts in these fields. Without obtaining the Multisizer 4e, the Group cannot continue supporting ongoing research that requires monitoring stability over time and completing characterization for the next set of microbial cell reference materials (RMs) already under development.
DELIVERY
The instrument must be delivered within 60 days of award. The instrument will be shipped F.O.B Destination Shipping to:
The National Institute of Standards & Technology 100 Bureau Drive, Building 224 RM. B139 Gaithersburg, MD 20899
FOB DESTINATION MEANS: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
EVALUATION CRITERIA
The Government intends to award a purchase order resulting from this solicitation to the responsible Quoter whose quotation, conforming to the solicitation is the lowest priced technically acceptable quotation.
Technically acceptable means that the Contractor provides a Cell Counter, meeting the requirements in the specifications document, and the requirements of the line item(s) in the solicitation. If the Contractor does not provide the information, NIST will determine it does not.
NIST intends to evaluate quotes and issues a contract based on the initial quotes received. Therefore, the Contractor’s initial quote should contain the Contractor’s best terms from a price and technical standpoint. NIST reserves the right to request revised quotes from, or negotiate final contract terms with, one or more, but not all, Contractor’s, if later determined by the Contracting Officer to be necessary.
Quoter’s must address each specification in the Statement of Requirements (SOR) and clearly demonstrate that the commercial items quoted meet each specification.
Price will be evaluated to determine that the total price (including the optional) items is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government.

It is the sole responsibility of the contractor to identify in their quote any exceptions to the terms and conditions of the solicitation.
