About this file

This is a Request for Quote (RFQ) solicitation issued by the Bureau of Land Management (BLM) for tree thinning and removal contractor services on approximately 1,844 acres of Utah juniper and single-leaf pinyon pine forest in Nevada's Battle Mountain District. The RFQ number is 140L3726Q0068, issued as a small business set-aside under NAICS code 115310 with a $34 million size standard.

The contract involves manual "lop and scatter" treatment across two units: Henderson Creek Unit (737 acres) and Twin Spring Hills Unit (1,107 acres). Work must be completed between September 15, 2026, and February 28, 2027, with contractors required to start within 15 days of the performance start date. The project aims to reduce hazardous fuel loading and improve fire resistance in sagebrush and woodland ecological sites. Contractors must provide all labor, equipment, supplies, and materials; submit a signed SF1449, completed price schedule, and responses to evaluation factors. The Government will award a single firm-fixed-price purchase order based on best value, with technical capability rated more important than price. Questions are due by June 9, 2026 (COB), responses posted by June 12, 2026, and quotes due June 17, 2026, at 0900 MDT. Contractors must be actively registered in SAM at submission time, provide a qualified on-site supervisor fluent in English, and comply with Service Contract Act wage requirements (ranging from $13.75 to $25.28 per hour depending on occupation) plus fringe benefits including health and welfare, vacation, and holidays. Twin Spring-Henderson Roadside Lop and Scatter FY26 Statement of Work

1.0 Introduction

1.1 The Bureau of Land Management, Battle Mountain District Office, is seeking contractor services to conduct tree thinning and removal treatments (manual “lop and scatter” throughout the project acres) on approximately 1,844 acres of Utah juniper (Juniperus osteosperma) and single-leaf pinyon pine (Pinus monophylla). These treatments will be completed to establish fuel breaks southeast of the Roberts Mountains and along the north slope of Monitor Range. The services requested within the project acres are the manual severing of whole trees and uniform dispersal of the materials within the total project acres.

Trees within the treatment units will be removed in accordance with the Project Specifications explained below in Section 4.

Table 1: Summary of Units Unit Acres Henderson Creek Unit 737 acres Twin Spring Hills Unit 1,107 acres Total 1,844 acres

2.0 Background

2.1 The purpose of the project is to reduce hazardous fuel loading, increase canopy fuel distance to prevent spread of wildfire through the tree canopy in future wildfire events, to create a safer environment for fire personnel during an incident response, and to improve the success of fire suppression activities within the project area. This project is also intended to improve the overall health of sagebrush and woodland ecological sites in order to promote more fire resistance and resilient communities. Modifying the fuel loading will assist in reducing the risk and severity of wildfire and improve other resource values within the treatment area.

2.2 Vegetation in these units is typical for the Great Basin and consists of a mixture of pinyon pine, juniper, sagebrush, bitterbrush, and various grasses. The treatment units may have areas with slopes that exceed 50%, but the overall topography is relatively average for these sites, with slopes mostly ranging from 5% to 40%. Current tree densities vary widely from 50-300 trees per acre. Tree size, determined by DRC (Diameter at Root Collar), range from 6” to 24” on average within the project area.

3.0 General Information

3.1 Site Tour: Interested parties are urged and expected to inspect the site where services are to be performed to assess all reasonably observable site and local conditions that may affect contract performance and pricing that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. The BLM will not be conducting a pre-bid tour of the project area. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Inquiries about project location are welcome, and maps to assist in site visits are available at the Battle Mountain District Office, 50 Bastian Road, Battle Mountain, NV 89820.

3.2 The Contractor shall provide such operation facilities as may be required for performance in accordance with the contract requirements of the contract. Use of any operation area shall be arranged by and at the discretion and risk of the Contractor, and the Government shall not be held responsible for any loss, mishap, or accident due to conditions of any operating facility used. The Contractor shall provide appropriate warning signs for traffic if roads are used during operations of contract performance. Contractor will return sites and any roads utilized for operations of contract performance to pre-use condition.

3.3 Designated areas for “lop and scatter” shall be cut and treated in conformance with these specifications and this Statement of Work. Unless otherwise specified, the Contractor shall furnish at work sites all equipment, labor, supplies, and materials required to complete the job as specified in this contract. The Contractor shall be responsible for service and repair of equipment as necessary to continually maintain progress sufficient to complete the required acreage within the period of performance.

3.4 The contractor is responsible for making sure that the correct treatment specifications are followed within each designated area.

3.5 Work Crew: Crew for operation of equipment and any additional site needs.

4.0 Scope of Work: Tree Thinning and Removal by Uniform Dispersal (Lop and Scatter) in Designated Areas

** UNIFORM ALLOWANCE **

If employees are required to wear uniforms in the performance of this contract (either by the terms of the Government contract, by the employer, by the state or local law, etc.), the cost of furnishing such uniforms and maintaining (by laundering or dry cleaning) such uniforms is an expense that may not be borne by an employee where such cost reduces the hourly rate below that required by the wage determination. The Department of Labor will accept payment in accordance with the following standards as compliance:

The contractor or subcontractor is required to furnish all employees with an adequate number of uniforms without cost or to reimburse employees for the actual cost of the uniforms. In addition, where uniform cleaning and maintenance is made the responsibility of the employee, all contractors and subcontractors subject to this wage determination shall (in the absence of a bona fide collective bargaining agreement providing for a different amount, or the furnishing of contrary affirmative proof as to the actual cost), reimburse all employees for such cleaning and maintenance at a rate of $3.35 per week (or $.67 cents per day). However, in those instances where the uniforms furnished are made of """"wash and wear"""" materials, may be routinely washed and dried with other personal garments, and do not require any special treatment such as dry cleaning, daily washing, or commercial laundering in order to meet the cleanliness or appearance standards set by the terms of the Government contract, by the contractor, by law, or by the nature of the work, there is no requirement that employees be reimbursed for uniform maintenance costs.

** SERVICE CONTRACT ACT DIRECTORY OF OCCUPATIONS **

The duties of employees under job titles listed are those described in the """"Service Contract Act Directory of Occupations"""", Fifth Edition (Revision 1), dated September 2015, unless otherwise indicated.

** REQUEST FOR AUTHORIZATION OF ADDITIONAL CLASSIFICATION AND WAGE RATE

Standard Form 1444 (SF-1444) **

Conformance Process:

The contracting officer shall require that any class of service employee which is not listed herein and which is to be employed under the contract (i.e., the work to be performed is not performed by any classification listed in the wage determination), be classified by the contractor so as to provide a reasonable relationship (i.e., appropriate level of skill comparison) between such unlisted classifications and the classifications listed in the wage determination. Such conformed classes of employees shall be paid the monetary wages and furnished the fringe benefits as are determined (See 29 CFR 4.6(b)(2)(i)). Such conforming procedures shall be initiated by the contractor prior to the performance of contract work by such unlisted class(es) of employees (See 29 CFR 4.6(b)(2)(ii)). The Wage and Hour Division shall make a final determination of conformed classification, wage rate, and/or fringe benefits which shall be retroactive to the commencement date of the contract (See 29 CFR 4.6(b)(2)(iv)(C)(vi)). When multiple wage determinations are included in a contract, a separate SF-1444 should be prepared for each wage determination to which a class(es) is to be conformed.

The process for preparing a conformance request is as follows:

1) When preparing the bid, the contractor identifies the need for a conformed occupation(s) and computes a proposed rate(s).

2) After contract award, the contractor prepares a written report listing in order the proposed classification title(s), a Federal grade equivalency (FGE) for each proposed classification(s), job description(s), and rationale for proposed wage rate(s), including information regarding the agreement or disagreement of the authorized representative of the employees involved, or where there is no authorized representative, the employees themselves. This report should be submitted to the contracting officer no later than 30 days after such unlisted class(es) of employees performs any contract work.

3) The contracting officer reviews the proposed action and promptly submits a report of the action, together with the agency's recommendations and pertinent information including the position of the contractor and the employees, to the Wage and Hour Division, U.S. Department of Labor, for review (See 29 CFR 4.6(b)(2)(ii)).

4) Within 30 days of receipt, the Wage and Hour Division approves, modifies, or disapproves the action via transmittal to the agency contracting officer, or notifies the contracting officer that additional time will be required to process the request.

5) The contracting officer transmits the Wage and Hour decision to the contractor.

6) The contractor informs the affected employees.

Information required by the Regulations must be submitted on SF-1444 or bond paper.
