SECTION 1 – INTRODUCTION
1.1 PROJECT DESCRIPTION
Fulton County, Georgia (“County”) is is seeking qualified firms to provide animal services for the Emergency Management Agency. The objective of this procurement is to obtain the services of a qualified contractor to provide animal services that will include all personnel, supplies, utilities, necessary insurances, and equipment for the unincorporated areas of Fulton County as well as the cities of Alpharetta, Atlanta, Chattahoochee Hills, College Park, East Point, Fairburn, Hapeville, Johns Creek, Milton, Mountain Park, Palmetto, Roswell, Sandy Springs, South Fulton and Union City.
Through the issuance of this Request for Proposal (“RFP” and/or “Proposals”), the County is soliciting Proposals from qualified Proposers for the most cost- effective and efficient animal services from Proposers who will operate with a maximum level of customer service, animal care, and safety.
Proposals provided in response to this RFP that comply with the submittal requirements set forth in Section 4.0, including all forms and certifications, will be evaluated in accordance with the criteria and procedures described in Section 5.0. Based on the results of the evaluation, the County will award the [insert project description here] to the most advantageous Proposer based on the cost and the evaluation factors set forth in the RFP.
1.2 METHOD OF SOURCE SELECTION
This procurement is being conducted in accordance with all applicable provisions of the Fulton County Code of Ordinances and the specific method of source selection for the services required in this Proposal is Code Section 102-375, Competitive Selection Procedures for Professional and Consultant Services.
1.3 BACKGROUND
The continuing mission of Fulton County Animal Services is to provide a humane environment for Fulton County’s homeless pets while enforcing the animal Serviceslaws of Fulton County, GA in a manner that reflects quality and professionalism. In partnership with the Fulton County Animal Services contractor, additional services are provided such as veterinary care for our animals including spay/neuters, pet adoptions, pet reclaims, volunteer programs, foster home programs, rescue group coordination and other life-saving programs.
Intake is trending up this year (2023). Over the last 4 years it has fluctuated up and down
— up in 2019, down in 2020, up in 2021 and down in 2022. We anticipate it will start to steadily increase and expect that it will level out at around 8,500 animals annually.
Approximately 80% of our intake is dogs, which is high for the region. Of greater concern is the number of adoptions, which is trending downward. Adoptions last year (2022) were down 26%. There has also been a significant reduction in the number of dogs being transferred to other rescue group partners and shelters. Consequently, dogs are staying in the shelter longer and the shelter population is steadily increasing.
The successful bidder will be able to showcase in their proposal their past experience in successfully managing an Animal Services program that services approximately 8,465 animals per year. The following is a breakdown, by category, of how many animals are serviced by Fulton County Animal Services per year based upon a 2 year average of data (2021 and 2022).
