All units must be delivered F.O.B. Destination to USCG Base Guam, 1 Victor Wharf Bldg. 3, Santa Rita, GU 96915, within an estimated 90 days from contract award. The contractor is responsible for all ocean freight, drayage, customs clearance, and inland transport fees. Vehicles must be delivered completely assembled, fully operational, and serviced with all factory fluids at nominal operating ranges. Final acceptance inspections will occur at the delivery address, with government representatives verifying complete mechanical integration, power systems functionality, interior climate control metrics, and appropriate off-road operational labeling. The contractor must provide 72 business hours' notice prior to arrival to coordinate terminal gate security clearance.

STATEMENT OF WORK & TECHNICAL SPECIFICATIONS
PROJECT: Low Speed Vehicle (LSV) Acquisition AGENCY: United States Coast Guard (USCG) Base Guam
1.0 BACKGROUND & OPERATIONAL MISSION
United States Coast Guard (USCG) Base Guam requires reliable, specialized utility transport units capable of executing mission-essential tasks in austere conditions. Market research establishes that gasoline-powered utility platforms are uniquely suited to satisfy this operational demand. Due to severe electrical grid vulnerability and unreliable power infrastructure on Guam, alternative fuel modes (such as battery-electric powertrains) present unacceptable tactical risks. Furthermore, these units serve as primary contingency response platforms directly following Typhoon (Hurricane/Tropical Storm) events. In post-typhoon environments, immediate deployment is required to clear debris, conduct facility structural integrity inspections, and coordinate emergency personnel logistics. The baseline capability models identified to fulfill these parameters are the Vantage Vehicles V2XS-AT and V2XP-AT platforms. Vehicles that are equivalent or better may be submitted for quotation.
2.0 SCOPE OF PROCUREMENT
The contractor shall supply and deliver two (2) brand-new, current-production year fleet logistics vehicles configured strictly for Off-Road and Closed-Facility operational use. The procurement consists of the following line items:

3.0 SALIENT TECHNICAL REQUIREMENTS
Both contract line items must meet or exceed all critical technical capabilities and interior system specifications detailed below:

Engine & Fuel Electronic Fuel Injection (EFI) gasoline powertrain. Highly resilient to prolonged idling and dynamic fuel quality variables.
Transmission Fully automatic transmission system optimizing power distribution without manual operator gear selection.
Drive Configuration 4x2 Rear-Wheel Drive assembly engineered for high payload maneuverability across facility environments.
Steering Electronic Power Steering (EPS) delivering low-speed operational agility around confined military piers and airfields.
Climate Control Factory-installed interior air conditioning and ventilation system designed for severe tropical, high-humidity marine climates.
Cabin Controls Integrated power windows and heavy-duty central power door locking systems on all operational cabin entry points.
Media & Comms Standard AM/FM integrated radio system for weather alerts and facility-wide broadcast notifications.
Classification Configured and designated exclusively for Off-Road / Closed-Facility Use. Vehicles must feature all non-highway, low-speed restricted operation notices.
4.0 SHIPPING, DELIVERY, & LOGISTICS
• F.O.B. Destination: The contractor is solely responsible for all ocean freight, drayage, customs clearance, and inland transport fees required to complete delivery directly to the end-user facility.
• Estimated delivery date: At most 90 days from award.
• Mandatory Delivery Address: All units must be processed and physically offloaded at:

• Receiving Coordination: The contractor shall notify the designated Base Guam Point of Contact (POC) a minimum of seventy-two (72) business hours prior to arrival to coordinate terminal gate security clearance.
• Condition upon Delivery: Vehicles shall be delivered completely assembled, fully operational, and serviced with all factory fluid reservoirs topped to nominal operating ranges.
5.0 QUALITY ASSURANCE & INSPECTION
Final acceptance inspections will occur at the designated delivery address on USCG Base Guam. Government representatives will cross-examine each vehicle against the stated salient specifications to verify complete mechanical integration, full functionality of power systems, interior climate control metrics, and appropriate off-road operational labeling before formal documentation sign-off.
