About this file
This is a draft DD Form 254 (Department of Defense Contract Security Classification Specification) for solicitation FA680025R0003, which outlines the security requirements for a commercial lab solution contract at Barksdale Air Force Base. The document specifies an unclassified facility clearance level with requirements for contractors to have access to Sensitive Compartmented Information (SCI), non-SCI intelligence information, and Controlled Unclassified Information (CUI).
The contract supports rapid research, development, prototyping, demonstration, evaluation and transition of cyber, quantum, and EMP technologies. Key security requirements include OPSEC requirements, authorization to use Defense Technical Information Center (DTIC) services, and specific oversight responsibilities split between AFGSC SIO for SCI material and Wing Information Protection Office for collateral classified activities. The Defense Counter-Intelligence Security Agency retains oversight for collateral information at contractor facilities. The contract has a due date of February 10, 2025, and will be managed by AFICC/767 ESF at Barksdale AFB under Contracting Officer Capt Matthew Marshall.

The National Industrial Security Program Operating Manual, 32 CFR Part 117, applies to this contract. Task orders issued under this contract may vary in classification from unclassified to TS/SCI. Contact the SSO for specific verbiage for this sentence (if applicable). Appropriate local service/component command security directives, regulations, and standard operating procedures will be provided by the requiring agency (normally through the Performance Monitor or component command COR). Upon completion or termination of the classified contract, or sooner when the purpose of the release has been served, the contractor will return all classified information (furnished or generated) to the source from which received unless retention or other disposition instructions are authorized in writing by the Government Contracting Activity. Furthermore, the contractor will account for and return to the appropriate issuing office, all identification badges and/or entry passes/vehicle decals issued to contractor personnel upon completion or termination of the classified contract, termination of employment, or suspension of classified clearance or access of any contractor employee. This contract involves handling and storage of classified material. Contractor has responsibility for alarmed areas (except SCI facilities unless approved by AFGSC/SSO) and properly escorting both contractor and government ensuring compliance to include COMSEC and OPSEC requirements. Contractors will be subject to investigation and potential adverse actions in the event of security deviations and violations.
Ref 10a: Access to COMSEC information requires a final U.S. Government clearance at the appropriate level. Further disclosure of COMSEC information by a contractor, to include subcontracting, requires prior approval of the Government Contracting Activity. Non-accountable COMSEC information, though not tracked in the COMSEC material control system, may still require a level of control within a document control system. Refer to NSA/CSS Manual 3-16, “Control of Communication Security Material,” and the Committee of National Security Systems Instruction (CNSSI) 4001, “Controlled Cryptographic Items,” for guidance. If access to COMSEC information is required at Government facilities, contractor personnel will follow the security requirements of the host government activity.
Ref 10b: The contractor is permitted access to Restricted Data. Access to Restricted Data requires a final U.S. Government clearance at the appropriate level.
Ref 10d: The contractor is permitted access to Formerly Restricted Data. Access to Formerly Restricted Data requires a final U.S. Government clearance at the appropriate level.

In addition to the above guidance, contractors shall follow all ICDs, policy, guidance, standards, and specifications for the protection of classified national intelligence information as well as the security classification guidance provided by the agency from which the non-SCI intelligence information is provided or derived and are part of the security specifications for the contract.
2. The Director of National Intelligence (DNI) retains authority over access to intelligence sources and methods. The DNI may inspect and monitor contractor, licensee, and grantee programs and facilities that involve access to such information.
3. Access and additional security specifications are as follows:

Upon completion or cancellation of the contract, all intelligence materials shall be returned to the direct custody of the originator of the materials. Contractor personnel must maintain accountability for all intelligence (to include foreign intelligence) materials released to their custody.

3.4. The Contractor must restrict access to only those individuals who possess the necessary security clearance and who are actually providing services under the contract with a valid need-to-know. Further dissemination to other contractors, sub-contractors, other government agencies, private individuals or organizations is prohibited unless authorized in writing by the originating agency through the GPM.
3.5. The Contractor must ensure each employee having access to intelligence material is fully aware of the special security requirements for this material and shall maintain records in a manner that will permit the Contractor to furnish, on demand, the names of individuals who have had access to this material in their custody.
3.6. Intelligence material must not be released to foreign nationals or immigrant aliens whether they are consultants, U.S. Contractors, or employees of the Contractor and regardless of the level of their security clearance, except with advance written permission from the originator. Requests for release of foreign nationals shall be initially forwarded to the GPM and shall include:
3.6.1. A copy of the proposed disclosure.
3.6.2. Full justification reflecting the benefits to U.S. interests.
3.6.3. Name, nationality, particulars of clearance, and current access authorization of each proposed foreign national recipient.
3.7. The contractor must designate an individual who is working on the contract as a custodian. The designated custodian shall be responsible for receipting and accounting for all classified intelligence material received under this contract. This does not mean that the custodian must personally sign for all classified material. The inner wrapper of all classified material dispatched should be marked for the attention of a designated custodian and must not be opened by anyone not working directly on the contract.
3.9. Within 30 days after the final product is received and accepted by the procuring agency, classified intelligence materials released to or generated by the contractor, must be returned to the originating agency through the GPM unless written instructions authorizing destruction or retention are issued. Requests to retain material shall be directed to the GPM for this contract in writing and must clearly indicate the justification for retention and identify the specific document to be retained.
3.10. Classification regarding, or derivative/declassification markings of documentation produced by the contractor, shall be consistent with that applied to the information or documentation from which the new document was derived/prepared. If a compilation of information or a complete analysis of a subject appears to require a security classification other than that of the source documentation, the contractor shall assign the tentative security classification and requires instruction from the GPM. Pending final determination, the material shall be safeguarded as required for its assigned or proposed classification, whichever is higher, until the classification is changed or otherwise verified.
4. Intelligence material carries special markings. The following is a list of the authorized control markings of intelligence material:
4.1. “Dissemination and Extraction of Information Controlled by Originator (ORCON).” This marking is used, with a security classification, to enable a continuing knowledge and supervision by the originator of the use made of the information involved. This marking may be used on intelligence which clearly identifies, or would reasonably permit ready identification of an intelligence source or method which is particularly susceptible to countermeasures that would nullify or measurably reduce its effectiveness. This marking may not be used when an item or information will reasonably be protected by use of other markings specified herein, or by the application of the “need-to-know” principle and the safeguarding procedures of the security classification system.
4.2. “Authorized for Release to (Name of country(ies) International Organization.” The above in abbreviated “REL______.” This marking must be used when it is necessary to identify classified intelligence material the U.S. Government originator has predetermined to be released or has been released through established foreign disclosure channels to the indicated country(ies) or organization.
5. The following procedures govern the use of control markings:
5.1. Any recipient desiring to use intelligence in a manner contrary to restrictions established by the control marking set forth in para. 4 above, shall obtain the advance permission of the originating agency through the GPM. Such permission applies only to the specific purposes agreed to by the originator and does not automatically apply to all recipients. Originators shall ensure that prompt consideration is given to recipients’ requests in these regards, with particular attention to reviewing and editing, if necessary, sanitized or paraphrased versions to derive a text suitable for release subject to lesser or no control markings.
5.2. The control marking authorized above shall be shown on the title page, front cover, and other applicable pages of documents, incorporated in the text of electrical communications, shown on graphics, and associated (in full or abbreviated from) with data stored or processed in automatic data processing systems. The control marking also shall be indicated by parenthetical use of the marking abbreviations at the beginning or end of the appropriate portions. If the control marking applies to several or all portions, the document must be marked with a statement to this effect rather than marking each portion individually.
5.3. The control markings shall be individually assigned at the time of preparation of intelligence products and used in conjunction with security classifications and other marking specified by E.O. 12526 and its implementing security directives. The marking shall be carried forward to any format in which the same information is incorporated including oral and visual presentations.
