This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal

Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that Naval Surface Warfare Center Carderock

Division (NSWCCD) intends to issue, and is a Request for Quotes (RFQ) for the following Supplies and/or Services.

This RFQ is for the procurement of Boat Inventory Management Support, Acquisition Engineering

Agent (AEA) support, Integrated Logisitics Support (ILS) Technical Data Package (TDP) Review, and ILS Allowance Parts List (APL) support.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-09 effective 10/26/2020 located on https://www.acquisition.gov/?q=browsefar and the Defense Federal Acquisition Regulation Supplement

CLAUSES AND PROVISIONS. The NAICS code is 541614 and the associated PSC code is B506, and the Small Business Standard is $16.5 million for this procurement: NOTE: A Class Waiver is not applicable to a procurement unless the NAICS code, PSC, and NAICS Code Descriptor currently in effect, match the item(s) being procured. This procurement IS NOT being set-aside for small business.

Interested parties may identify their interest to this requirement by submitting a quote and/or capabilities statement no later than 14:00 AM on 05 November 2020. It is anticipated one firm-fixed price purchase order will be issued in response to this RFQ. All responses shall include a quote with vendors name, a point of contact and phone number, GSA contract number (if applicable), price(s), FOB

Destination, Net 30 and business size. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.

Performance Work Statement

40 ft Patrol Boat (40 PB) Reliability Availability and Maintainability and Cost (RAM-C)

Modeling and Reporting

1.0 Background and Objectives

NSWCCD Code performs watercraft supportability analysis and enabling product development in the areas of configuration, maintenance, supply and training for the US Navy Boat program.

Code also provides logistics engineering and support to NAVSEA technical warrant holder

NAVSEA-05D and to PEO Ships PMS325 watercraft acquisition programs and projects. As part of this effort, RAM-C and Operational Availability (Ao) modeling and report development is being sought to support the 40PB Program’s Milestone Decision Authority to validate that the

40PB combatant craft acquisition has suitable availability to perform its US Navy wartime missions.

The objective of this contract is to develop models and reports to validate the Ao of 40PB for a successful Acquisition Milestone Decision. The requirement includes RAM-C model development leveraging a baseline comparative system (BCS), USCG Response Boat – Medium

(RB-M). This modeling environment uses USCG comparative reliability data, merged with

Navy environmental and supply chain parameters to validate the 40PB’s Ao. The intent of this effort is to comply with mandatory reliability requirements by delivering a robust and integrated modeling framework and report.

This work effort leverages Navy’s Model Based Product Support (MBPS) tool suite as GFE with model output files directly transferable for the government’s use to iterate analytical models for life cycle management decisions and to graphically demonstrate the funding necessary to enable mission availability outcomes.

2.0 Scope of Work

The following work effort is required:

2.1 RAM-C report, Ao Modeling Environment and Failure Reporting Analysis and

Corrective Action System (FRACAS). (6 month duration with 1 week [40 hrs] on-site)

2.1.1 Develop 40PB OPUS model with RB-M Comparative system data and

Navy supply chain parameters to enable Ao and Life Cycle Cost analysis

2.1.2 Develop 40PB Windchill Risk and Reliability Modeling and Simulation model with RB-M Comparative system data and Navy environmental parameters to enable Reliability and FRACAS modeling and analysis

2.1.3 Enable integrated systems modeling and simulation capabilities to support 40PB system decision analysis / trade off analysis requirements

2.1.4 Provide RAM-C preliminary report using Ao point estimation mathematical method 90 calendar days after contract award (CDRL

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for NAVSEA NSWCCD via a secure data collection site. Contracted services excluded from reporting are based on

Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) D, Automatic Data Processing and Telecommunications, IT and Telecom-

Telecommunications Transmission (D304) and Internet (D322) ONLY;

The contractor is required to completely fill in all required data fields using the following web address: https://www.sam.gov.

Reporting inputs will be for the labor executed during the period of performance during each

Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://www.sam.gov.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) Basis for Award

The Government has determined that an award to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation will represent the best value to the

Government. Quotes will be evaluated to determine the LPTA quote based on the following factors:

Factor 1 Price

Factor 2 Technical Capability/Approach

A quote must be rated "ACCEPTABLE" for each non-price factor to be eligible for award. An "UNACCEPTABLE" rating for any non-price factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.

The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the

Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop.

(b) Evaluation Factors

Factor 1: Price

Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices by adding the total proposed price for all CLINS, including all options. Quotes will be ranked from lowest- to highest-priced.

Factor 2: Technical Capability

The Government will evaluate the lowest priced Quoter for acceptability of Technical Capability. If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability, at which point evaluators will evaluate of the acceptability of that quoter’s Past Performance.

Technical Capability evaluations will result in one of the following ratings:

Minimum Requirements.

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical

Capability factor:

1) The quoted material shall meet the solicitation requirements including any required parts, delivery dates, and terms and conditions stated in the solicitation.

NSWCCD, Det Norfolk is supporting the 40 ft. Patrol Boat (40 PB) Acquisition Project requirement on behalf of PEO Ships, PMS 325 to develop a Reliability, Availability, Maintainability and Cost (RAM-C) report – a mandatory milestone review requirement. The effort includes a multi-step RAM-C analysis using reliability data from a baseline comparative system, USCG Response Boat – Medium (RB-M).

The report development requires RB-M reliability data (GFI), and applied knowledge of the USCG’s and US Navy’s supply chain and maintenance concepts to build Operational Availability comparative models in Navy’s approved Model Based Product Support (MBPS) modeling tools, OPUS 10 Suite and Windchill Risk & Reliability enterprise software or suitable substitute. The effort requires a transfer of knowledge to the government team to enable organic iteration of models and reports.

NOTE: NAVSEA-06L cannot provide Windchill license until Jan 2021 as GFE, therefore, the evaluation shall include the capability for interim reliability model build in ReliaSoft initially with data transfer to Windchill reliability model in CY 2021.

1. Technical Approach shall include Subject Matter Expertise having 10 yrs or more experience in analysis within US Coast Guard and US Navy maritime mission set:

a. Supportability Analysis & Logistics Product Data using GEIA-STD-0007, formerly MIL-

STD-1388-2B

b. Life Cycle Management Trade-off Studies

c. Reliability Availability Maintainability – Cost (RAM-C) Modeling Analysis and Reports

2. Demonstrated Capability in leveraging Modeling & Simulation Tools and conducting knowledge transfer in execution of US Coast Guard and US Navy maritime supportability analysis

a. OPUS 10 Suite – Availability and Life Cycle Management Modeling and Simulation tools

b. PowerLOG-J or SLICwave - Supportability Analysis, Logistics Product Analysis tools

c. Windchill and Reliasoft – Reliability and Maintainability and Failure Reporting Analysis and Corrective Action System (FRACAS) Modeling & Simulation tools

d. Navy or USCG Supportability Analysis Instruction techniques or formal course of instruction with hand-outs to transfer knowledge and capabilities to enable analysis iteration organically.

PRICE

The quoter’s proposed price will be evaluated on the basis of price reasonableness. The evaluation may include, but is not limited to:

a. Price comparison with other quoters;

b. Comparison with Independent Government Estimates (IGE).

Quoters responding to this solicitation are advised that, prior to award, the government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

(c) Contract Award

The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions. The

Government requests that the awardee return a signed copy, or notify the Contracting Officer by email that it will deliver the items, within 3 days of receiving the award notice.

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area

WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

When a Government facility has a delayed opening, is closed or Federal employees are dismissed early (due to severe weather, security threat, security exercise, or a facility related problem) that prevents personnel from working, onsite contractor personnel regularly assigned to work at that facility shall follow the same reporting and/or departure directions given to Government personnel. The contractor shall not direct charge to the contract for such time off, but shall follow parent company policies regarding taking leave (administrative or other). Non-essential contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. Subsequent to an early dismissal, delayed opening, or during periods of inclement weather, onsite contractors should monitor the OPM website as well as radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.

(d) When Federal employees are excused from work due to a holiday or a special event (that is unrelated to severe weather, a security threat, or a facility related problem), on site contractors shall continue working established work hours or take leave in accordance with parent company policy. Those contractor employees who take leave shall not direct charge the non-working hours to the contract. Contractors are responsible for predetermining and disclosing their charging practices for early dismissal, delayed openings, or closings in accordance with the FAR, applicable cost accounting standards, and the company’s established policy and procedures. Contractors shall follow their disclosed charging practices during the contract period of performance, and shall not follow any verbal directions to the contrary. The Contracting Officer will make the determination of cost allowability for time lost due to facility closure in accordance with FAR, applicable Cost Accounting Standards, and the Contractor's established accounting policy and procedures.

(e) If you intend to visit the Contracts Office, it is advised that you call for an appointment at least 24 hours in advance.

1400, local time.
