COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIALLY AVAILABLE LASERS
This Combined Synopsis/Solicitation (RFQ) from the Department of the Air Force, Headquarters Air Force Test Center, Edwards Air Force Base, seeks four (4) commercially available lasers to support mission testing operations. Solicitation Number FA910126QB049 is unrestricted competition under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a Product Service Code of 6630 (Chemical Analysis Instruments). The requirement is for Commercially Available Off-the-Shelf (COTS) items that must meet all minimum objective requirements outlined in Attachment 1 – Technical Specification Sheet. Quotes must include Firm-Fixed-Price (FFP) pricing with all applicable costs, including shipping/freight (FOB Destination) to Arnold AFB in Tennessee, valid for at least 60 days. The delivery schedule should be stated in weeks after receipt of order. Quotes must be submitted electronically no later than 1:00 PM Central Time on 9 July 2026 to Contracting Officer Brooke Vandeman and Contract Specialist Lindsay Jones.
The award will be made to the responsible offeror whose quote conforms to the solicitation and offers the lowest evaluated, reasonable price. The evaluation process applies a HUBZone Price Evaluation Preference per FAR 52.219-4, adding a 10 percent factor to non-HUBZone offers, except when a standard small business submits the lowest-priced quote. Technical validation, responsibility determination, and price reasonableness assessments follow the initial price sorting. The Nonmanufacturer Rule does not apply due to the full and open competition and value below the Simplified Acquisition Threshold. Cybersecurity Maturity Model Certification (CMMC) requirements are not applicable as this is exclusively a COTS procurement. The Government reserves the right to conduct minor interchanges to resolve clerical errors but intends to award without extensive interchanges.

COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation for a commercial product prepared in accordance with the format in the Revolutionary Federal Acquisition Regulation Overhaul (RFO) subpart 12.202, as supplemented with additional information. The Government maintains the right to not make an award under this solicitation, and reserves the unilateral right to cancel this solicitation, in whole or in part, at any point prior to award if it is determined to be in the Government's best interest.
All solicitation provisions and contract clauses applicable to this procurement are incorporated and set forth in Attachment 2 – SF 1449. Submission of a quote constitutes acknowledgement and acceptance of all terms contained within this attachment. The provisions and clauses contained therein and incorporated by reference and have the same force and effect as if they were given in full text.
Solicitation Number: FA910126QB049
Solicitation Type: Request for Quote (RFQ)
NAICS Code: North American Industry Classification System (NAICS) code: 334516 – Analytical Laboratory Instrument Manufacturing (Size Standard: 1,000 Employees)
Product Service Code (PSC):
Product Service Code (PSC): 6630 -Chemical Analysis Instruments
Set-Aside Status: Unrestricted
Description of Requirement:
The Government requires a quantity of four (4) commercially available lasers to support mission testing operations. The lasers must meet all minimum objective requirements outlined in Attachment 1 - Technical Specification Sheet.
Price Evaluation Preference:
This procurement is being conducted using full and open competition and is subject to the price evaluation preference for Historically Underutilized Business Zone (HUBZone) small business concerns.
This preference is applied in accordance with RFO 19.1307 and FAR 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns.
To be eligible for this preference, a firm must be certified as a HUBZone small business concern by the Small Business Administration (SBA) at the time of initial offer submission and accurately represent its status in the System for Award Management (SAM).
A HUBZone small business concern may elect to waive the evaluation preference. To do so, the offeror must affirmatively indicate their waiver in the representations and certifications portion of their proposal, specifically within the provision at FAR 52.219-4(c).
Non-Applicability of NMR:
Nonmanufacturer Rule (NMR) does not apply to supply procurements under the Simplified Acquisition Threshold (SAT) that are competed on a full and open (unrestricted) basis. Given the subject requirement is being competed full and open and the total estimated value is under SAT, the NMR does not apply to this procurement.
CMMC Exemption:
The Government has determined that the product required under this solicitation is a Commercially Available Off-the-Shelf (COTS) item. Because this procurement is exclusively for a COTS product, the Cybersecurity Maturity Model Certification (CMMC) requirements are not applicable. Offerors are not required to hold or demonstrate a CMMC certification level to be eligible for award under this solicitation.
Basis for Award:
The Government intends to award a single, firm-fixed-price purchase order to the responsible offeror whose quote conforms to the solicitation and offers the lowest evaluated, reasonable price to the Government.
The evaluation process will be conducted in the following sequential steps:
Step Title Evaluation Criteria & Procedures
1 Price Sorting & HUBZone Preference Application
Rank all quotes by total quoted price, from lowest to highest.
Prior to ranking, the Government will apply the HUBZone Price Evaluation Preference in accordance with RFO 19.1307 and FAR provision 52.219-4 by adding a factor of 10 percent to the price of all offers. The resulting "evaluated price" will be used to establish the initial price ranking from lowest to highest.
The Government will not apply a factor of 10 percent to the price in the following instance:
• Offers from certified HUBZone small business concerns that have not waived the preference. In this instance, the total (unadjusted) quoted price will become the “evaluated price”.
NOTE: If a standard (non-HUBZone) small business is the actual lowest-priced quote before the 10% factor is added, the pricing preference will be discarded entirely, and the evaluation will proceed using actual prices. In this instance, the total (unadjusted) quoted price will become the “evaluated price”.
2 Technical Validation
Validate that the offeror with the lowest “evaluated price” quoted a product meeting the specifications in Attachment 1.
• If the quote is technically “Acceptable”, the evaluation stops, and that offeror will be selected for award (pending responsibility and price reasonableness).
• If “Unacceptable”, the Government will evaluate the next lowest-priced quote, continuing this process until a technically “Acceptable” quote is identified.
NOTE: If the lowest quote has minor/clerical errors, the Government may enter interchanges to resolve them. If resolved and it remains the lowest priced, the order will be awarded to that offeror.
If not easily correctable, or if it is no longer the lowest priced, the next lowest quote will be evaluated.
3 Responsibility Determination
The Government will evaluate the apparent successful offeror for responsibility in accordance with RFO Subpart 9.1 (active SAM.gov registration, no exclusions/suspensions, and satisfactory performance record).
4 Determination of Price Reasonableness
The final quoted price (actual offered price, not the “evaluated price” used for ranking) will be evaluated for reasonableness in accordance with RFO 12.209 using the price analysis techniques defined in RFO 15.404-1.
Instructions to Offerors:
To ensure timely and equitable evaluation of quotes, offerors must comply strictly with the instructions outlined herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The Government will evaluate quotes based on the Basis for Award criteria. Offerors must submit a Firm-Fixed-Price (FFP) quote that includes all required technical and pricing information.
Quote Submission Requirements Offerors shall organize their quote submission into the following distinct components:
Submission Component
Required Content & Instructions
Price Quote Submit a total Firm-Fixed-Price (FFP) quote for all requested items. The total FFP must include all applicable costs, including shipping/freight (FOB Destination) to Arnold AFB located in TN. Prices must be valid for at least 60 days from the quote submission deadline.
Delivery Schedule
State the proposed delivery timeframe in number of Weeks After Receipt of Order
(ARO).
Technical Capability
Submit technical documentation (e.g., product literature, specification sheets, or technical narrative) demonstrating that the quoted product meets all minimum objective requirements outlined in Attachment 1 - Technical Specification Sheet.
Mere statements of "will comply" are insufficient.
Administrative
& SAM
Provide the company's CAGE Code, UEI number, and POC information. Ensure your entity registration in the System for Award Management (SAM.gov) is active, accurate, and reflects no active exclusions.
HUBZone Price Evaluation Preference Claims This solicitation applies the HUBZone Price Evaluation Preference in accordance with FAR 52.219-4. To ensure proper application during the "Price Sorting" phase, offerors must note the following:
• Certification: The offeror must be certified as a HUBZone small business concern by the SBA and accurately represent its status in SAM.gov at the time of quote submission.
• Waivers: A HUBZone small business concern may elect to waive the evaluation preference. If waiving the preference, the offeror must affirmatively indicate this waiver in the representations and certifications portion of their quote (specifically within the provision at FAR 52.219-4).
Interchanges and Minor Errors The Government intends to evaluate quotes and award a purchase order without interchanges. Offerors should provide their best technical and price terms in their initial quote. However, the Government reserves the right to conduct interchanges to resolve minor or clerical errors if it is in the Government's best interest.
Submission Deadline and Method Quotes must be submitted electronically via email to the Contracting Officer, Brooke Vandeman (brooke.vandeman@us.af.mil), and Contract Specialist, Lindsay Jones (lindsay.jones.5@us.af.mil), no later than 1:00 PM Central Time on 9 July 2026.
