SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 Scope of Work

The project requires the furnishing of labor, equipment, transportation, supplies, and materials to replace the existing two HVAC systems (furnaces and A/C condensers) for the Chester Air Tanker Base Main Office Building (3500SF). The work consists of:

- Removing and disposing the current HVAC systems: two furnaces (Model: Carrier- 58MVP100- F-15120), two A/C condenser units (Model: Carrier 38TDB044300) and all associated connections as necessary.

- Replacing these units with energy star same sized units that will work and be compatible with the existing compressor, HVAC control system, and utility connections. Installing gas, electrical, flue, new coils, and condensate connections to existing utility systems as required by the manufacturer for the new systems; reconnecting the units to existing ductwork and minor modifications to utility closet space/control panel as required to accommodate the new units.

o Furnace Units shall be on propane gas, with heating 100,000 BtuHr, 90% or greater

AFUE

o A/C Compressor Units shall be 4 Ton Energy Star qualified with a minimum 16 SEER rating, nominal capacity of 48,000 Btuh, designed for operation on 230/208 Volt, Single Phase, 60 Hz power.

- Testing, adjusting, and air balancing the HVAC system after installation

- Verifying proper operation of all equipment.

C.2 Project Location

This project is located at:

Chester Airtanker Base

Chester, CA 96020

The work site location is show on the site map. Access shall be confined to existing road and parking areas.

Directions: From Susanville, go west along Highway 36 for about 35 miles. The compound is off the highway next to the airfield right across from the Almanor Ranger Station (shared address).

C.3 Submittals and Approvals

A. Scope: Submittals include design computations, shop drawings, manufacturers' literature, as-built drawings, samples, and maintenance manuals.

B. Requirements: Allow at least 5 working days for review. Submittals shall be delivered to the

Contracting Officers Representative (COR), Attn: Engineering, Lassen National Forest Headquarters Office, 2550 Riverside Drive, Susanville, CA 96130.

a. Manufacturer's Literature: Submit 3 copies of the manufacturer's descriptive data for units to be used on this project.

b. Installation Instructions: Submit 3 copies of the manufacturer's installation instructions for the units to be used on this project.

c. Operating and Maintenance Instructions: Submit 3 copies of the manufacturer's operating and maintenance instructions for the units to be used on this project.

C. Identification of Submittals: Completely identify each submittal by showing at least the following information:

1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.

3. Contract number, drawing number, and specification section number to which the submittal applies.

4. Whether this is an original submittal or resubmittal.

5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

D. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

C.5 Quality Assurance

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.

D. Equipment: Prior to ordering equipment, verify dimensions and functions of equipment proposed for use including the electrical service requirements. Be certain the equipment is compatible with the structural and architectural features of the work, avoids conflicts with equipment of other crafts, and that it will fit in the space provided.

C.6 Delivery, Storage, and Handling

A. Delivery: Protect products incorporated into the work from damage while in transit to the site.

Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.

B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.

C. Handling: Load and unload products protecting them from damage.

C.7 Project/Site Conditions

A. Site Conditions:

1. This site has utilities available. Potable water, electrical power, and toilets shall be available for the Contractor’s use. Cellular phone service is available.

B. Climatic Conditions and Construction Season:

1. The elevation at the site is approximately 4,585 feet located in the pine forests of Northeast California.

2. Construction activities in this area are typically year round. The actual start date will be determined at the time of Contract Award and Pre-Work Conference.

C. Environmental Considerations:

1. Fuel or oil spills occurring in soil during the work of this project shall be excavated to a depth of 12 inches beyond contaminated material and removed from the work site.

Prescribed measures to prevent water pollution to nearby water resources shall be

2. The Contractor shall clean-up litter and discarded material each day during construction.

All construction debris and trash shall be deposited into trash receptacles while on the jobsite then removed from the jobsite and disposed of at an approved landfill.

3. Items or debris not designated as salvage for the Government shall become the property of the Contractor. Disposal of materials in a legal manner and payment of fees required is the Contractor's responsibility. Sale of material onsite is not allowed unless authorized in writing by the Contracting Officer. When hazardous materials are encountered during demolition operations, comply with applicable federal, state, and local regulations, laws, and ordinances concerning removal, handling, and protection against exposure or environmental pollution. Burning of removed materials is not permitted on the work site.

D. Material Stockpile /Storage and Equipment Staging:

1. Adequate space exists at the project site for parking vehicles, equipment, and stockpiling materials. Final locations will be field-approved by the COR.

2. Contractor shall operate and park vehicles and equipment within existing roadways and parking areas.

C.8 Sequencing and Scheduling

A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate.

B. Pre-Work Conference:

a. Will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

b. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.

G.1 Post-Award Conference

A post award conference with the successful offeror may be scheduled after the date of contract award and held at a location mutually agreed upon between the Contracting Officer and the awarded contractor prior to start of work.

G.2 Invoice Submission Procedures

The "Submit Invoice-to" address for invoices on USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). All invoices for work performed under this contract shall be submitted via the electronic Invoice Processing Platform. This platform is managed by the U.S.

Additionally, the government will verify the contractor’s compliance with the submission of certified payrolls for the invoiced timeframe as required in FAR Clause 52.222-8 Payrolls and Basic Records.

The Contractor shall submit payrolls weekly for each week in which any contract work is performed by the prime or any subcontractors. The copies shall be sent to the COR. Payrolls submitted shall set out accurately and completely all of the information required in the contract clause (form WH-347 is an optional form compliant with the requirement and is available for download at www.dol.gov). State or County government forms lack the specific certification requirement and are not acceptable without supplementation of the certification statement.

Invoices not complying with contract requirements will be rejected.

SECTION H--SPECIAL CONTRACT REQUIREMENTS

H.1 Worker’s Compensation Insurance

The Contractor shall provide evidence of Worker's Compensation Insurance or a written explanation as to why the Contractor is exempt from the requirement. NOTE: The Contractor working alone as an owner/operator is not required to carry the insurance.

H.2 Contractor License Requirements

Installer shall be licensed in the State of California as a C-20 - Warm-Air Heating, Ventilating and Air- Conditioning Contractor.

California Code of Regulations Title 16, Division 8, Article 3. Classifications

A warm-air heating, ventilating and air-conditioning contractor fabricates, installs, maintains, services and repairs warm-air heating systems and water heating heat pumps, complete with warm-air appliances;

ventilating systems complete with blowers and plenum chambers; air-conditioning systems complete with air-conditioning unit; and the ducts, registers, flues, humidity and thermostatic controls and air filters in connection with any of these systems. This classification shall include warm-air heating, ventilating and air-conditioning systems which utilize solar energy.

H.3 Permits

Installer shall obtain a Plumas County permit and abide by all rules and inspection requirements of the permit. Installer to provide a copy of the permit to the Government before commencing work.

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

I.3 FAR 52.222-23 Notice of Requirement For Affirmative Action to Ensure Equal Employment Opportunity for Construction (FEB 1999)

(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance Requirements for Construction clause of this solicitation.

(b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered are, are as follows:

Goals for minority participation for each trade: 6.8% Goals for female participation for each trade: 6.9%

These goals are applicable to all the Contractor's construction work performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, the Contractor shall apply the goals established for the geographical area where the work is actually performed. Goals are published periodically in the Federal Register in notice form, and these notices may be obtained from any Office of Federal Contract Compliance Programs office.

(c) The Contractor's compliance with Executive Order 11246, as amended, and the regulations in 41 CFR 60-4 shall be based on (1) its implementation of the Equal Opportunity clause, (2) specific affirmative actions obligations required by the clause entitled "Affirmative Action Compliance Requirements for Construction," and (3) its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade.
